摘    要:江苏省煤炭资源供需呈生产量小、消费量大,对外依存度不断加大的态势,并且在煤炭调运中省内"北煤南运"运量大、运距长,省外煤炭供应基地较远,大多数铁路线运力已饱和,运输方式、流向单一等一系列问题突出。通过对江苏省煤炭供需和调运中存在问题的分析,提出其煤炭调运途径优化的总体思路是,充分利用国家北煤南运的"海上通道"减轻铁路运输压力,发挥江苏临海沿江的港口优势降低运输成本,建设煤炭物流基地优化调运格局,论文最后论述了建设四大煤炭物流基地的构想:1、以连云港、徐州港为中心的北部煤炭物流基地;2、以盐城港为中心的沿海煤炭物流基地;3、以南通港为中心的"海进江"煤炭物流基地;4、以南京港为中心的沿江煤炭物流基地。

THE CONSTRUCTION OF COAL LOGISTIC BASES BASED ON THE OPTIMIZATION APPROACH TO COAL RESOURCES' ALLOCATION AND TRANSPORTION IN JIANGSU PROVINCE

Abstract:The situation of supply and demand of the coal resources in Jiangsu Province is that the output is less than the consumption, and its reliance on the other regions increases year by year. In the course of the coal resources' allocation and transport, the following problems exist: In Jiangsu province the gross and the distance is great in north-south coal transfer. The coal supply bases in the other provinces are far from Jiangsu province. Railway transport capacity has reached its limit. The coal transportation manner and flow direction are simple.
On the base of the analysis of the present situations of coal resources' supply and demand and the problems of coal resources' allocation and transport in Jiangsu Province, this paper proposes the overall consideration of optimizing approach to coal resources' allocation and transportation. In order to mitigate the pressure of shipping by rail, it's necessary to make use of the "navigation route" for north-south coal transfer. Exerting the advantage along Yangtze river and leaning against the sea of Jiangsu Province reduces the transport cost. Building the coal logistics bases will optimize the pattern of coal resources' allocation and transport. In conclusion, the paper puts forth a plan to build the four big coal logistics bases:1.The north coal logistics base taking Lianyungang port and Xuzhou port as the center. The northern part of Jiangsu province is the major coal production base and the main input interface. The port group as the center of Lianyungang port and Xuzhou port will be the strongest distribution capabilities of the coal logistics base in northern part of Jiangsu province. 2.The coastal coal logistics base taking Yancheng port as the center. Dafeng port is the central port connecting Shanghai port and Lianynngang port, and it will be built as a national comprehensive port. Binhai port is an important sea port and the northern coal transit port of Huaihe River. The coal logistics base as the center of Yancheng port will be the energy guarantees of the development of Jiangsu coastal economic zone. 3."The transgression river" coal logistics base taking Nantong port as the center. The building of Nantong "Jianghai system" of coal port logistic base is not only conducive to coal transport, but also has great significance to improve the conditions for coal transport in the areas along Yangtze River of Jiangsu province. 4.The coal logistic base along Yangtze River taking Nanjing port as the center. Nanjing has the unique advantage of the Jianghai transportion, not only to undertake the coal along the river, but to be disposed to "Sea Jin Jiang's" coal. The coal market is further opened up as a center of Nanjing, accelerating the construction of Zhenjiang port, Yangzhou port and Taizhou port to build the coal logistic bases along Yangtze River.
