日本当前综合经济对策的论争

世纪之交，自通货紧缩对日本经济的严重影响引起广泛重视以来，围绕如何打破日本经济长期停滞的局面，日本学术界出现了综合经济对策重点是优先处理不良债权还是优先消除通货紧缩的论争。2002年10月30日日本政府公布《加速改革的综合对策》、12月12日公布《加速改革的计划》以后，这一争论又达到了一个新的高潮。尽管如此，迄今为止，日本政府仍难于采取优先消除通货紧缩的政策措施。

Japanese Present Controversy on Comprehensive Economic Solution

At the beginning of 21st century, the fact that the deflation had profound impact on Japanese economy, attracted wide attention. On how to reverse the chronic stagntion of Japanese economy, controversy emerged in Japanese academic world. To handle harmful creditor' s rights, or to eliminate deflation, which should be given priority? That is still a question. Japanese government promulgated the Comprehensive Solution on Accelerating Reform on October 30th,2002 and the Project on Accelerating Reform on December 12th, 2002, then the controversy reached one more climax. Even though, so far it is still difficult for Japanese government to give priority to eliminating deflation.
