A one-time U.S. Foreign Service Officer and a University of Minnesota Ph.D., he has written books on U.S.-China policy and on U.S. foreign policy and articles on foreign policy and Chinese political culture for such journals as Asian Survey, The International Studies Quarterly, The China Quarterly, Pacific Affairs;and the Journal of Asian Studies. His current research is concerned with the sources of presidential popularity and the structure of representation in the Japanese National Diet.
