| 摘 要： | 北宋开封府为当时府中之冠，太宗、真宗均任过府尹；其潜龙宫、厅事、左右厅、使院、司录司、六曹、左右军巡院等机构与官衙，别具特色；开封知府政务“日不下数千”，繁杂且易得罪皇亲国戚；包拯、范仲淹、欧阳修等著名知府的果断高效、宽平简明、诚信、认真强记及抓典型等管理方式，是宋代行政管理制度之精华。
