20世纪70年代末以来的中国文化体制改革

20世纪70年代末以来,我国文化体制改革经历了三个阶段:1978～1991年为改革的酝酸和初步展开阶段,在这个阶段,改革的任务虽已提出,但由于思想不够解放、改革措施不配套等原因,成效不彰;1992～2001年为改革的稳步推进阶段,在这个阶段,改革适应发展社会主义市场经济的需要,取得了较大成绩,但对于文化体制改革重大意义和文化建设战略地位的认识仍不够充分;2002年至今为改革实现重大突破阶段,这个阶段的改革在党和政府的高度重视下,在改革试点取得成功的基础上全面提速,实现了一系列重大突破。

Reform of Cultural Structure in China Since the Late 1970s

The reform of cultural structure in China has experienced three stages since the late 1970s:in the first stage from 1978 to 1991 the reform was deliberated and initially unfolded.Al- though the task of reform was set forth,no obvious achievements were scored due to lack in full e- mancipation of mind and coordinated reform measures.In the second stage from 1992 to 2001 the reform progressed steadily and scored considerable successes catering to the needs of the development of socialist market economy,but there was still no full understanding of the great significance of cul- tural restructuring and the strategic position of cultural development.From 2002 to the present is the third stage in which the reform has sped up in an all-round way and made a series of major breakthroughs thanks to the great importance attached to the reform by the Party and government and the successful reform experiments.
