建国初期外侨管理工作述评

新中国成立初期的外侨管理工作带有鲜明的时代特征,即对帝国主义及其仆从国家侨民实行了以“赶、挤”为主的管理政策;对苏联及其他人民民主国家侨民实行了较为温和的管理措施;对日本侨民实行在自愿的基础上遣送回国。实践证明这一时期的外侨管理工作是成功的,体现了党和国家的外交政策与外交意图,维护了新生的政权和社会的稳定,同时也为新中国的公安外国人事务管理锻炼了队伍、积累了经验、奠定了基础。

A Survey of Alien Administration in the Early Years of New China

The alien administration in the early years of New China had clear-cut temporal characteristics in that the nationals of imperialist countries and vassal states were forced out of the country while the nationals of the Soviet Union and other socialist countries were treated in a more moderate way. Meanwhile the Japanese nationals were repatriated on a voluntary basis. The alien administration of this period proved to be successful, for it not only embodied the foreign policy and diplomatic intention of the Party and the government, safeguarded the newly-born political power and stability of the society, but also tempered the personnel and accumulated experience for the public security organs of New China in their alien administration.
