The Franco Administration of Spain and the Secret Contacts Between the United States and Cuba

The United States and Revolutionary Cuba are neighboring countries that believe in opposed ideologies.Since the rupture of diplomatic relations in January 1961,these two governments have often expressed their hostility to each other in public.However,there have always been secret contacts between them in spite of the public hostility,especially between 1962 and 1967,after the Cuban Missile Crisis.During this period of time,it was the Franco Administration that obtained the genuine trust of the governments of the United States and Cuba,and successfully served as the intermediary between these two countries.Spain’s special relationship with the United States and Cuba,the diplomatic skills of the Spanish diplomatic officials,and the strong desire of Spain to recover the glory of the Empire after the economic take-off were important reasons for Spain’s serving as the middleman between Washington and Havana.This case reflects the special role that the former sovereign state can play in the foreign affairs of former colonial countries.
