His areas of interest are state and local development policy and telecommunications policy. Recent articles have appeared in Monthly Labor Review, Economic Development Quarterly, and World Development. He has also coedited Telecommunications and Rural Development: A Study of Private and Public Sector Innovation (Praeger, 1991).
