| 摘 要： | 日本多年来的规制改革尝试,始终未能突破现行社会经济制度和利益集团的障碍。特区制度从局部入手,以求收到促进地方经济活力、实现地区产业聚集和地区示范的效果。这是规制改革的突破口,并取得了明显的成果。但特区制度本身存在明显的缺陷和局限性,因此对其作用不宜做过高的评价。

| Abstract: | The regulation reform has been carried out in Japan for many years,but a few achievements have been reached,because of the present economic system and some interest groups.The aim to set up the special regions is to promote the local economy,accumulate the industries and set up a good example for other regions.This is a break-through point in the regulation reform and has had some good effects.While these good effects should not be over praised for some drawbacks and limitations of these special regions. |
