基于PRED协调的风景名胜区旅游设施建设初探——以风景名胜区索道建设为例

本文基于PRED协调的思想和资源可持续利用、环境可持续完善、经济可持续发展、社会可持续公平这4个可持续发展的判别原则,以索道建设为例,对风景名胜区旅游设施建设问题进行了分析和讨论。作者认为在PRED协调原则允许下,风景名胜区修建索道等旅游设施是可行的。本文希望能为我国景区建设中遇到的一些争议问题引入一个分析框架,从而对地方旅游发展有所裨益。

A DISCUSS ON TOURIST ESTABLISHMENT IN SCENIC AREAS BASED ON PRED COORDINATION

Based on the PRED coordination theory and its four criterions: the sustainable use of resources, the sustainable perfection of environment, the sustainable development of economy and the sustainable equality of society, the paper discusses the rationality on construction facilities such as ropeway in scenic areas. The author holds the view that the construction of ropeway will have distinct effects on the scenic resources, environment and development of the region. Firstly, the author considers that the effect on scenic resources can be analyzed through the modern technique such as CAD or virtual reality and be solved effectively. Secondly, performing a strict EIA and environment cost assessment can control the effects on environment. Thirdly, the decision on the construction of ropeway should be made on the accurate input output analysis, and once established, the ropeway can do not only economically increase but make economic development to the region. Finally, the construction of ropeway can do help to realizing the between different persons and between different regions. Through introducing the geography theory into tourism research, the author hopes that more theories in non tourism fields can be applied tourism research and practice, so that it can contribute to the development of regional tourism.
