四联总处对战时银行机构的法律监管

抗日战争时期国民政府的最高金融机构——“四联总处”通过一系列立法活动加紧对银行机构设置、业务范围及业务检查等工作实施监管。监管目的在于维持战时金融经济运行的稳定，保障战时国家财政经济的金融需求，有意强化中央银行职能，以建立国民政府的金融垄断体制，对战时中国金融经济产生了积极的影响。但是，受国民政府实行的多元化银行监理体制的影响，机构设置重叠，事权未能统一，四联总处对银行的监管力度与监管实效明显不足，致使战时通货膨胀日益加剧。

Legal supervisions of the Four-Joint Headquarters on wartime banks

During the Anti-Japanese War the Four-Joint Headquarters as the Kuomintang Government's highest financial institution made a series of legislations on the establishment as well as the operation scope and assessment of banks.The purpose for these legislations was to maintain the stability of wartime financial operations,satisfy the wartime needs of state economy for finance,strengthen the functions of the Central Bank,and ultimately establish the Kuomintang Government's monopoly in fi-nance.These measures exerted great impacts on the then China's finance,significant for the development of Chinese bank sys-tems and businesses.However,the Kuomintang Government's pluralistic management system of banks,resulting in the overlap-ping or indistinct division of functionaries,weakened the supervisory strength and effects of the Four-Joint Headquarters on banks.Consequently,wartime inflation.
