1907年地方官制改革方案筹议研究

1906年9月,清政府宣布预备立宪,从改定官制入手。两个月后,中央官制的改革方案颁布实施,但地方官制的改革方案却一再难产,迟迟不能颁布。在筹备地方官制改革的过程中,清政府中的各种势力围绕着应该即改还是缓改,应该大改还是小改爆发了激烈的争论,这其中既有对自身利益的维护,也包含了对改革方案可行性的考虑。直到次年7月,正式改革方案《各省官制通则》终于在折衷了各方意见的基础上得以确定公布,然而正因为其在制订时有意规避了种种复杂的问题,故而在时人眼中只是一个过渡性的试办方案。
