| 摘 要： | 新中国的煤矿安全监管体制经历了安全监管与煤矿生产合一、在反复中缓步前进、安全监管独立并逐步深化的不同发展阶段,从淹没于生产职能中逐步分离并独立运作,在监管体制、组织和制度机制方面逐步加强,对遏制矿难有了一定效果。但要根本解决煤矿安全事故高发频仍的深层次矛盾和问题,必须从本质上考虑"国家—市场—社会"及其与之相关联的"权力—资本—劳动"之间安全结构的均衡发展,即安全生产长效机制建设,说到底,是政府和公民社会的共同治理、共同监控,"安全民主"与"安全法治"同样至关重要。
