That the jumbled constitutional foundation of the government in Peking and Canton around the Peace Conference in 1919 and the considerations of different interest group on both sides exposed a difficulty of the conference is the constitutional problem. And it was this that leads to the abortion of interest compromise the warlords made. The conference in the end failed into paralysis.
