The late-Qing Ministers to foreign countries were in a dilemma during the Boxer Movement. On one hand they insisted on suppressing the Boxers and compromised unlimitedly to the intrusion of the Eight-Power-Allied Forces, but on the other hand they also made great efforts to protect the national interests of China. Their complexity also can be reflected by their communications to the Westernization officials including Li Hongzhang,Liu Kun yi and Zhang Zhidong,etc. the Central Government of the Qing and foreign governments.
