We analyze the response of municipalities to the occurrence of natural disasters in terms of spending behavior, use of upper-tier transfers and recovery, using balance sheet data of about 8,000 Italian municipalities for the period 2000–2015, and the universe of earthquakes events. We find evidence of increasing expenditure for about 12 years after the shocks, with asymmetric responses between earthquake-related and unconditional grants, and heterogeneous flypaper effects across the country. While in northern municipalities expenditure tends to regress to pre-earthquake levels, southern municipalities stick to higher expenditure levels when grants drop. This evidence is coupled with a faster recovery of private income and housing prices in northern municipalities.  相似文献

This article explores the strategic use of literary form in the Mexican writings of José Zorrilla. The article focuses on México y los mexicanos (1856), a letter Zorrilla wrote to his fellow Spanish Romantic playwright, Ángel de Saavedra, the Duke of Rivas. Zorrilla’s México y los mexicanos is a rare piece of epistolary writing in Spanish Romanticism as well as one of the first literary histories of Mexico. Often overlooked in the letter, however, is Zorrilla’s economic critique of the precarious condition of artists in both Mexico and Spain. A conservative moderado, Zorrilla could not air his concerns publicly without the threat of retribution from his fellow conservative colleagues in Spain. Zorrilla thus used the epistolary form, the article argues, in order to surreptitiously introduce the economic plight of artists into mainstream Spanish as well as Mexican political discourse. Read in this context, Zorrilla’s letter makes visible the fundamental role a transatlantic Romantic vision of labour played in shaping nineteenth-century political discourse in both the Iberian Peninsula and Latin America.  相似文献

Migration theories often ignore the role that states play in stimulating migration through public assistance policies. Using the case of Mexico, this article explores the role of the state as a migrant‐producing actor by examining the relationship between migration and social assistance policies in the form of monetary cash transfers. It argues that direct, unconditional cash transfers, like those provided by agricultural programs such as Procampo, rather than providing the incentives needed to retain individuals in their home country, may instead be providing the resources needed to migrate, particularly if the amount of the transfer is insufficient to spur investment. Instead of discouraging migration by enhancing economic opportunities and reducing poverty, such policies can actually make it easier and more appealing for its beneficiaries to migrate.  相似文献

Industrial clusters are held to offer competitive advantages to firms that accrue from the transfer of tacit knowledge between skilled workers co-located in spatially bound regions. This paper argues that informal knowledge transfers between skilled employees working in spatially bounded industrial clusters might have an association with the labour relationship between employers and employees. In the literature on industrial clusters general knowledge is readily traded through codified texts and collegial networks but high value, tacit knowledge transfers occur less frequently but are critical to the success of firms located in clusters. Tacit knowledge transfers are held to occur when workers move to other firms because of firm death or poaching but less frequently through contacts between colleagues from other firms. Industrial clusters are said to offer labour market advantages for skilled workers in the form of ample job opportunities and rising wages, which engender firm loyalty and discourage the transfer of tacit knowledge of competitive value to other firms. However, the limited empirical evidence available on actual working conditions for skilled workers in regional industrial clusters indicates that this argument is contestable. Some evidence suggests that there are limited wage premiums accruing to the industrial districts, a limited role for geographic proximity, and weak localised returns on seniority and education. We argue that in such circumstances high value knowledge between workers in different firms might be traded as an act of epistemic solidarity or sociability that disregards the interests of employer organisations. Such actions might vary by region and country in relation to the prevailing system of labour relations. Australian labour relations are offered as a case in point.  相似文献

Intra-household time transfer is an important intergenerational support, less emphasised but more prominent than monetary transfers in the Indian family system. This paper attempts to study, empirically, the nature and pattern of time transfers between co-residing and non-co-residing parents and their adult married children in an urban setting in India. From the analysis of 673 representative sampled households, we have found that reciprocative time transfers between adult children and their parents constitute a central feature of the intergenerational support system, regardless of co-residency status. Significant correlates of time transfers to elderly parents are age, presence of other siblings in the household, headship status, and monetary support received from and made to parents. However, there is no evidence of inter-substitution between time and money between the two generations, i.e. married adult children and their parents. Time support is more frequent and intense when parents reside in the same city, whereas monetary transfers dominate when parents reside in a distant city or village.  相似文献

Abstract. This article is the first systematic attempt to measure the existence and degree of dowry inflation in South Asia. The popular press and scholarly literature have assumed dowry inflation in South Asia for some time, and there are now a number of theoretical papers that have attempted to explain the rise of dowries in South Asia. Despite these advances, there has been no systematic study of dowry inflation. Using large-sample retrospective survey data from India, Bangladesh, Pakistan, and Nepal, researchers assess the empirical evidence for dowry inflation. They find no evidence that real dowry amounts have systematically increased over time in South Asia.  相似文献

This article attempts to revisit one of the most spectacular odysseys in Moroccan-American history, that of the encounters started from the shores of a Moorish town in the sixteenth century by Mostafa Al-Azemmouri, the Moroccan captive and adventurer. Al-Azemmouri was captured by the Portuguese, sold in Spain and then shipped across the Atlantic to the New World around 1527. His narrative has consistently been displaced and subjected to various forms of exclusion in history; his experience in historiographical writing has been distorted by the culturally and historically essentialised forms of knowledge and power. In order to re-orient the debate on Al-Azemmouri's emblematic journey, this work offers a rereading of sixteenth-century Morocco in its connections with the Atlantic, focuses on the Spanish historical perspective about the reconquista overseas, and spotlights the Portuguese-Azemmour nexus against the background of the Portuguese presence in Morocco to shift the focus into the Other's Atlantic as a site of complex history that criss-crosses the boundaries of nationality and extends beyond mere geographical locations. It also interrogates the representation of Al-Azemmouri in some sixteenth-century Spanish accounts, which consigned the Moorish slave to textual shadows and obstructed his visibility in the narrative of colonial conquest.  相似文献

In December 1893 the Conservative candidate for Flintshire addressed an audience at Mold Constitutional Club. After he had finished attacking Gladstone and the local Liberal incumbent, he ended his speech with a joke. He advised the Conservative party to adopt, with regard to the government, the sign of an American undertaker: ‘You kick the bucket; we do the rest’. How did a sign belonging to a Nevadan undertaker become the subject of a joke told at a political meeting in North Wales? This unlikely question forms the basis of this article. Using new digital archives, it tracks the journey of the gag from its origins in New York, its travels around America, its trip across the Atlantic, its circulation throughout Britain and its eventual leap into political discourse. The article uses the joke to illuminate the workings of a broader culture of transatlantic reprinting. During the final quarter of the nineteenth century miscellaneous ‘snippets’ cut from the pages of the American press became a staple feature of Britain's bestselling newspapers and magazines. This article explores how these texts were imported, circulated and continually rewritten in dynamic partnership between authors, editors and their readers.  相似文献

Contemporary theorists of international relations and historians of empire have found utility in the spatial theory of “Grossraum,” or “great space,” that Carl Schmitt developed in the 1930s and 40s. This article asks whether Schmitt's concept of Grossraum can be fully disentangled from its German history—from the Nazi pursuit of Lebensraum in which it eventually culminated, but with which it is not identical either. I argue that Schmitt's Grossraum theory is neither merely a symptomatic reflection of the Third Reich's objectives, nor a free‐floating theory with strong potential for critiquing imperialism, but is best approached as an important moment in the transatlantic conversation among empires that unfolded between 1890 and 1945 about the sources, methods, and prerogatives of global power. It compares Schmitt with other figures in German geopolitics such as Friedrich Ratzel and Karl Haushofer in order to establish a genealogy of the distinction between land and sea powers, arguing that Schmitt's writings on Grossraum modernize and transmit to the twentieth century the most influential theories of political geography and geopolitics developed in the Atlantic world between 1890 and 1930.  相似文献

ABSTRACT

This article is a historiographical exploration of the special forms of knowledge generation and knowledge transmission that occur along local cultural boundaries in the modern neurosciences. Following the inauguration of the so-called “Law on the Re-Establishment of a Professional Civil Service” in Nazi Germany on April 7, 1933, hundreds of Jewish and oppositional neurologists, neuropathologists, and psychiatrists were forced out of their academic positions, having to leave their home countries and local knowledge economies and traditions for Canada and the United States. A closer analysis of their living and working conditions will create an understanding of some of the elements and factors that determined the international forced migration waves of physicians and clinical neuroscientists in the twentieth century from a historiographical perspective. While I am particularly looking here at new case examples regarding the forced migration during the National Socialist period in Germany, the analysis follows German-speaking émigré neurologists and psychiatrists who found refuge and settled in Canada. These individuals form an understudied group of refugee medical professionals, despite the fact that the subsegments of refugee neurologists and clinical psychoanalysts in the United States, for example, have been a fairly well-investigated population, as the works of Grob (1983), Lunbeck (1995), or Ash and Soellner (1996) have shown. This article is primarily an exploration of the adjustment and acculturation processes of several highly versatile and well-rounded German-speaking physicians, who had received their prior education in neurology, psychiatry, and basic brain research. They were forced out of their academic home institutions and had to leave their clinical research fields as well as their disciplinary self-understanding behind on the other side of the Atlantic.  相似文献
