The time dimension has not attracted enough attention in policy process research in China, yet speed is the most distinctive feature of China’s recent development. This article, based on observations of China’s policy practices, proposes a new research perspective for understanding how the Chinese government has been able to address policy challenges in an era of rapid transition. The approach adopted by the government allows decision makers to respond quickly to serious problems with a truncated decision-making process, and then implement the decisions through a more gradual deliberative process. The article examines China’s coal-mining industry reform as an empirical case to illustrate how this governance approach has been used to achieve major policy reform, namely property rights reform for coal mines, while simultaneously maintaining stability, regulating production safety, and stimulating industrial development. The article concludes with a discussion of the broad implications of this pattern for improving the effectiveness of public policy both in and outside China.  相似文献

The paper offers a geographical interpretation of the evolving technical, political, and economic intricacy of large dams. It incorporates existing hydropolitical scholarship and the notion of the Chinese Water Machine to reframe dams as assemblages built by specific political, financial and technical processes in particular socioenvironmental regions. The paper examines the continuity of hydropolitical relationships through a genealogical inquiry into the formulation and materialisation of Ghana's three dams: the Akosombo and Kpong dams built during the Cold War, backed by Western lenders and engineering companies; and the Bui dam commissioned in the 2010s, with support from China. Based on fieldwork in Ghana and China, as well as documentary evidence, the paper argues that the thinking, planning and building of dams interconnect the host regime and external techno-financial actors with their floating political-economic interests, but in a durable way. Sometimes, even if little concrete is actually poured, the symbolic power of dams endures, transforms, and at certain times and places expands, through events and discourses of national and international interest groups pursuing their own purposes, albeit with the replacement of influential individuals and powerful institutions, and regardless of the involvement of Western, Chinese and/or other actors. Ruptures exist but do not necessarily break the continuity of dam assemblages. The emergence of an opposition assemblage that battles against dams is a more recent complexity.  相似文献

To better understand walking practices and the power relations informing them, Mattias Kärrholm and colleagues argue for a relational methodology and metalanguage. In the process, they propose a threefold approach: (a) identify different walking assemblages; (b) investigate how diverse types of walking assemblage relate in series; and (c) study how certain objects can gather or bind series together and act as boundary objects. In this article, we explore the worth of that approach, drawing on research interviews held over 2015–16 with residents from Wollongong, Australia, during a period when their municipal government was implementing a walkable city strategy. Here, we analyse participants' conversations with us for what they reveal about walking types, walking assemblages, interseriality, objects of passage, and boundary objects—five terms used by Kärrholm et al. to interrogate urban walking. Our work suggests that participants are adept at gauging the constant transformations that characterise their walks. This narrative evaluative capacity is, perhaps paradoxically, both compelling and mundane and suggests that participants make sense of a range of meanings from complex social and spatial dynamics and do so in ways that highlight privilege and disadvantage in the city. These findings have wider relevance for those interested in walking and mobilities studies and methodologies.  相似文献

Geographical distance constitutes friction in searching for research collaborators. Taking advantage of a quasinatural experiment featured by High-Speed Railway (HSR) lines in China, this paper employs the difference-in-differences model to identify the causal impact of a substantial improvement in the intercity transportation infrastructure on collaborative innovation across cities. The data pertain to a universe of patent applications filed by Chinese universities and their citations. We find that HSR contributes to a substantial increase in the innovation quantity and quality of collaborative patenting innovation between universities and corporates. It contributes to industry collaboration by utilizing university academic disciplines in the related technology fields. Lastly, HSR facilitates universities to search for new research partners with better quality beyond the geographical boundary.  相似文献

Research on labour markets has often focused on the economics of work location. Far less attention has been paid to how labour markets are constructed discursively. In this paper, I analyse how the creation of rival discourses concerning traditions of work were central elements in the efforts of two unions to structure local labour markets, in order to retain work for their members in the face of technological innovation. The struggle between the two unions centred on their abilities to construct rival discourses concerning the historical geography of work in the industry. These formed the basis for judicial interpretations concerning whether the actions of the dockers' union represented a legal work preservation action or an illegal work acquisition measure. Such interpretations shaped the subsequent evolution of work and labour markets in the industry. The ability of economic actors to shape discourse in their favour can be a powerful force in the regulation of local labour markets, and thus in the production of economic landscapes.  相似文献

In the societal challenge to switch to renewable energy, innovation has become an ever‐increasing critical determinant. However, while sustainability transition is a global challenge, diffusion and adoption of innovation tends to be uneven in space and unequal access may cause substantial heterogeneity in energy transition. This research analyzes how domestic and foreign innovation activities in the renewable energy sector influence energy transition over time. Empirical testing shows that a country's domestic innovation activity impacts renewable electricity generation capacity sooner than foreign technological innovations. I document that there are substantial barriers to substitute foreign technologies for domestic innovation efforts in the short run but also observe that foreign technologies have a stronger impact after some years. These findings have implications for cross‐border coordination of governmental innovation support and complementary policy instruments that aim at increasing adoption speed across borders.  相似文献

This study takes a valuation perspective to study how and where products and innovations are gaining ‘economic significance’ in the contemporary economy. Building on a recent research stream in economic geography and urban and regional studies, it highlights that the economic value of many products is not formed within production systems alone, but relies on co-constructed connections between production and consumption systems, playing out across multiple geographies. It distinguishes between three types of economic valuation pathways – namely technical, experiential and identity-based – which although analytically distinct may actually build and reinforce one another. This approach is empirically illustrated with the case of the surf-related economy in the city of San Sebastian (Basque Country, Spain), which is used to make a broader point about the growing relevance of a valuation approach to understand competitive advantage and economic renewal in localized production systems.  相似文献

This paper aims at a greater comprehension of the distribution of differentiated knowledge bases and their association with innovation performance. Drawing on evolutionary economic geography, we applied a combinatorial and dynamic view on knowledge bases. The main contribution is the examination of changes and transformations of knowledge bases over time in particular group of regions in Europe and links with innovation performance. Our study revealed systematic regularities between regions with different innovation performance and their knowledge bases. With decreasing regional innovation performance the volatility of knowledge bases over time increases. Innovation leaders evinced stability over time and the most balanced composition of knowledge bases (compared with Central and Eastern Europe regions). Western European countries and regions exhibit the most balanced structure of knowledge bases. An important complementarity and synergy has been identified in the close relatedness of the symbolic knowledge base to the analytical knowledge base. The highest intensity of SME cooperation takes place in regions with a strong analytical base and in regions with the most balanced mix among all three bases (particularly in the UK, the Netherlands and Belgium. Underperforming in innovation show a balanced mix of synthetic and symbolic knowledge bases.  相似文献

Border regions are not often associated with innovation and economic prosperity. And even when they are prosperous, cross-border interaction is still mostly limited. The opening up of borders in Europe has presented new opportunities for firms located in these border regions to co-operate for innovation and knowledge to flow across borders. Despite the reduction of the importance of borders, firms seeking to access cross-border knowledge resources need still to ‘cross’ the border and address the various effects it brings. This paper therefore asks the question of how the presence of a border affects the processes by which firms attempt to build up productive co-operations for innovation. We use a heuristic of collaborative innovation across borders as building up through four sequential cooperation stages, and each of these different stages is susceptible to different kinds of border effects. Using a case study of firms co-operating across the Dutch-Flemish border, we empirically explore these border crossing processes in order to shed further light on how border processes play out.  相似文献

New industrial innovation policies like smart specialization aim at boosting economic growth by diversification towards more complex and higher value economic activities. This paper proposes a conceptual and analytical framework to support the design and implementation of such policies considering place-specific preconditions, particularly the differentiation of the regional system of innovation and entrepreneurship and the degree of current industrial diversification. The paper expands on the links between these preconditions and the barriers and opportunities for industrial diversification. Consequently, it proposes an archetypical place-based policy framework covering overall policy objectives as well as measures at the level of actors, networks, and the institutional and organizational support structures.  相似文献
