We investigate urban GDP per capita growth across the EU12 usingdata for functionally defined cities—rather than administrativeregions. We test hypotheses on the role of human capital, EUintegration and fragmentation of urban government and explorespatial dependence and mechanisms of spatial interaction. Resultsare acceptable on standard econometric tests without measuresof spatial interaction but there is spatial dependence. If variablesreflecting spatial adjustment are included, they are statisticallysignificant and eliminate spatial dependence. Not only do theresults now provide consistent estimates of parameters, butthey also support relevant theoretical insights and show nationalborders are still significant barriers to economic adjustment.People in Europe are sticky so it is unreasonable to assumespatial disparities will disappear. Gender differences in mobility patterns between women and men have long been acknowledged. This study analyses how these differences are reproduced in different urban and rural contexts. Using mobility data from a large travel survey taken in 2006 in Spain, we examine the differences between gender mobility through age, modal split and trip purposes. Special attention is paid to how territory shapes mobility and how these territorial settings differently affect gendered mobilities. The use of this data source allows the comparison of all trips made by the total population, including all means of transport. By taking a global view on mobility, the uneven relationships that men and women have with different means of transport become more visible. After disaggregating data by age and territorial settings, results show that women are using sustainable transport modes more often than men, and travelling for more diverse reasons. Gender is thus a fundamental variable in understanding modal split and, by extension, transport sustainability, in terms of energy consumption and the emission of greenhouse gases. From this point of view, we consider women's mobility knowledge and practices – typically related to the most sustainable means of transport – as factors with rising value that could effectively guide public policy in its way to promote more sustainable mobility patterns. 相似文献

Within the debates about the socio-economic advantages of cohesive urban regions, several barriers to institutional integration are said to exist, especially when a metropolitan government is absent and integration relies on inter-municipal cooperation. Some barriers are associated with different urban region structures, such as the asymmetric power relations and sociocultural contrasts between municipalities in systems with dominant core cities, or the lack of a leading city to overcome fragmentation and provide a shared identity in polycentric urban regions (PURs). This paper investigates whether urban regions formed around second-tier cities, whose features depart from both dominant core and PUR models, are able to mitigate these barriers when pursuing integration strategies. The analysis relies on interviews with municipal leaders in three representative European case studies, examining how they perceive the barriers to inter-municipal relations in second-tier urban regions. The findings show that perceptions vary not only between regions, with the three cases following different trajectories of integration, but also within regions, according to the geographical and socio-economic context of municipalities and the legacy of past relations. In general, barriers to integration are not minimized without explicit efforts to rebalance power relations, approach political cultures, mobilize core city leadership and develop a metropolitan identity. 相似文献

One of the most profound changes of the last two decades has been in the form and the function of local government. Its role as part of the local state has been challenged through the re-scaling and re-configuration of many of its aims. This paper examines the growth of business sector involvement and the ascendancy of the partnership model in urban development, as part of an analysis of the changes and the continuities that stretch across the local government – local governance conceptualization of political relations. I start the paper with a discussion of the main issues in the local governance literature as a precursor to a commentary onImrie and Raco's (1999) recent paper, 'How New is the New Local Governance? Lessons from the United Kingdom'. The wider literature is drawn upon to discuss some of the theoretical approaches used to analyse this much-vaunted transformation and three key themes are used to structure the remainder of the paper. I argue that Imrie and Raco caricature the work of other academics in order to make their claims over omissions from the literature. In doing so, they ignore or under-play how state restructuring and the logic of capital has often been the object of analysis, rather that the voluntarist incorporation of business élites into the local governing apparatus. Using empirical examples from three English cities I argue that while, on the one hand, their examples are revealing and serve to sensitize current debates around governance, the state and regulation, on the other hand, there is still a need to interpret these 'local' politics within a broader and more scale-sensitive framework and in more abstract terms. This demands a clear distinction between local governance as a concept, and its investigation in an empirical way. 相似文献

ABSTRACTSince the late twentieth century, the subject of China becoming urban has appeared in the scholarship across the disciplines while spectacular images of China’s cities, and narratives about their developmental achievements, have proliferated in global media. Simultaneously, the parallel “spatial turn” in social thought invigorated geographical approaches to cities and urban change. Yet at this promising meeting ground, between contemporary geographical thought and urban-industrial transformation in China, research has tended to demonstrate a “loss of space” through patterns of dependence on analog circulation of exemplar paradigms that derive from the history of the capitalist city and liberal political economy. What drives this condition and what do we know about its practices and proliferation? This inquiry challenges research design and the politics of theory to consider how routine adoption of capital-centric concepts for research on cities in China arguably reflects the priority of paradigms in the disciplines and their conjunctures with exemplarity in Chinese society and political philosophy. These interstices facilitate application of analog models, and selective adoption of empirical information to suit them, with the paradoxical result of portraying cities in China through multiple capitalist aesthetics including a relatively narrow range of empirics framed by market-based social thought. 相似文献

About half of children age under five worldwide who are classified as undernourished (84 million out of 151 million) or overweight or obese (17.5 million out of 38 million) live in Asia. Tackling malnutrition in Asia is however fairly complex since the nutritional transition, a consequence of rapid economic development and globalisation, made many Asian nations undergo the simultaneous burdens of under- and over-nutrition. The dual burden of malnutrition is characterised by a concurrence of undernutrition along with overweight and obesity within the same individual, household, community, region and/or country. Providing that household food security is closely linked to malnutrition, this raises questions about the implications of climate change on the dual burden of malnutrition. That climate change affects food availability, access, utilisation and stability is evident. Accordingly, households facing food insecurity due to climatic shocks may allocate food differentially. Adult members may receive low-cost high-calorie food inducing obesity, whilst children receive nutrient-poor foods leading to undernutrition. Little is known about the climate impacts on the double burden of malnutrition and how this affects population subgroups differentially. This Editorial discusses the potential impacts of climate change on the double burden of malnutrition and concludes with the recommendation of strategies to tackle the issue. 相似文献

This article develops the concept of “urban frontier” to explore conflicts over state regularisation of city edge informal settlements in Zimbabwe’s capital Harare. It conceptualises the presence of “lawless” urban frontiers and “illegal” territorial authorities in capital cities as expressions of a permissive form of central statecraft. In so doing, the article takes forward debates over the politics shaping the margins of Africa’s rapidly expanding cities, redressing scholars’ tendency to neglect central party‐state strategic calculations and party politics in their analyses of unregulated settlements. Dominant interpretations generally hinge on state absence or weakness and emphasise localised influences. The case of Harare’s highly politicised city‐edge informal settlements reveals the inadequacy of apolitical approaches particularly clearly, as all were controlled by the ruling ZANUPF party. The conflicts provoked by regularisation provide a lens on disputes within the ruling party, which we interpret as disputes over different forms of clientalist statecraft. Analyses of urban frontiers can thus help move away from generic one‐size‐fits‐all explanations of informality and patronage politics in Africa’s expanding cities. 相似文献

Over the last decades, Poland has witnessed a relatively dynamic increase in the number of immigrants. At the same time, current Polish central authorities, politicians of the ruling party and the majority of the population perceive migrants mostly as a threat and a challenge. Municipal authorities lack complex support from central authorities. However, the situation is slowly changing. Some Polish cities are adopting migration policies or including migration issues in the local development strategies. Considering this, the article aims to examine migrants’ integration policies in selected Polish cites considered leaders in this field: Lublin, Gdańsk, Kraków and Wroc?aw. The main research question is: how do Polish cities deal with the backlash from the national government and absence of clear legal regulations on their role and competences in the area of migrant integration? The research method is that of a legal-institutional analysis and case study. The former is used to interpret the legal acts and other documents. Its application is justified by the fact that this paper examines strategic documents adopted at the level of urban governments regarding the integration of migrants. City districts are often classified as ‘rich’ or ‘poor,’ a phenomenon that occurs within cities all over the world. While income inequality, wealth inequality, and other kinds of social inequality are frequently tracked, there is a surprising lack of research concentrating on how social inequality manifests as differences between parts of cities, especially outside of the U.S. That is mostly due to insufficient available data. In this paper, we propose a methodology for measuring the relative inequality between city districts by using the average prices of residential properties in various parts of the city, and assessing their relative difference. This approach has several advantages, as property listings are often readily available even in cities where income data is not. This methodology has potential for measuring developments in inequality in a much wider range of cities. As a proof of concept, we apply this methodology to property prices in Prague during the period 2003–2012 to identify a trend of either growing or decreasing inequality among individual parts of the city. We have found that during this period the disparity has grown only 5.97%, which means the overall growth of disparity between the city districts was negligible. 相似文献
