Organised, temporary labour migration from the Global South to wealthier countries is a growing and sometimes problematic phenomenon. This article considers Timorese involvement in the Australian Seasonal Workers Program (SWP) in relation to this trend. Drawing primarily on semi-structured interviews and participant observation undertaken among an interconnected group of 50 Timorese seasonal workers across Australia and Timor-Leste between 2016 and 2021, we found that geographical and social isolation and limited leisure all proved challenges while working in Australia. In some cases, it appears that the workers were able to lean upon their own social networks and local churches as a way to mitigate these challenges. We argue that, in considering the welfare of workers in temporary migration programs such as the SWP, it is important to be aware of the role played by informal groups that are formally outside the scheme itself. 相似文献

AbstractThe Maldives resort islands are a type of tourist enclave subject to a dual form of borderization. The islands have an external border that coincides with each island’s coastline and with the limits of the private property of the resort; this border regulates the movement of tourists and locals. The islands also have an internal border that separates the outer edge of the island from the inner edge. The outer edge, which is supposed to represent the perfect landscape of the ‘tropical island,’ houses all of the tourist facilities, while the interior contains the structures dedicated to the metabolic activities of the resort. The frontline staff members and the tourists share the ‘dreamscape’ of the outer edge, whereas the maintenance workers live in the secluded space inside the island, where they are typically hidden from the sight of tourists by high walls, and their movement is usually restricted from staff designated areas to their location of work. For maintenance workers, these spaces, necessarily limited due to the small size of the coral islands, risk becoming ‘islands within islands.’ Recently, the Maldivian government has begun to promote projects and initiatives in support of territorial integration between the resorts and communities of neighboring islands. Thus, the outer limits of the resort islands are, today, more porous. Their internal borders, in contrast, remain very difficult to cross. 相似文献

There has been a growing appreciation that the processes generating urban residential segregation operate at multiple scales, stimulating innovations into the measurement of their outcomes. This paper applies a multi‐level modelling approach to that issue to the situation in Auckland, where multiple migration streams from both Pacific Island and Asian origins have created a complex multi‐ethnic city. We identify two distinct trends. For the larger ethnic groups segregation remained static despite rapid growth over a recent twelve‐year period. For the smaller groups growth has been combined with considerable change; they initially clustered in a few localities and areas within them but then experienced considerable reduction in the intensity of that segregation. By spatially decomposing the segregation levels, this paper extends our appreciation of its underpinning processes when they apply to migration streams that differ in their nature from those on which traditional residential location‐decision theory has been based. 相似文献

This paper studies residential segregation in the Amsterdam Metropolitan Area and makes three contributions to the recent debates on segregation. First, both ethnic and socio‐economic segregation are studied by comparing isolation index scores for both individual indicators and their interactions. Second, neighbourhoods are defined as scalable individualised units, which allows for comparisons across spatial scales. Third, the paper adopts a longitudinal approach by covering three different time points, which enables us to get a grip on segregation trends. The results indicate that there are notable differences in segregation levels and trends between the applied segregation indicators. Ethnic segregation remained largely stable over the 2003–14 period, whereas the indicators of socio‐economic segregation have slightly changed, but all in different directions. Only for tertiary education segregation has increased over the entire period. The Dutch welfare system, the well‐dispersed and socially‐mixed social housing sector and gentrification help to explain these developments. 相似文献

The New Urban Agenda and SDG 11 promote inclusive urban development, but limited empirical knowledge exists on how such global rhetoric plays out on the ground. This paper contributes to the inclusive city debate by focusing on the case of Soba, a peri-urban area at the fringes of the capital of Sudan. Based on an explorative study of secondary material, semi-structured interviews and structured observations it aims to systematically analyse the dynamics of peri-urban development. Findings show how the rising pressure on land results in commoditisation, (informal) land-use changes and a multitude of other land transformations. The paper concludes that the mismatch of urban land policies has resulted in increasing fragmentation of urban space and socio-spatial discrepancies between those who can afford to buy land or transform it into urban uses and those who cannot. It sheds fresh light on the challenges of the inclusive urban transition agenda. 相似文献

This paper analyzes the relationship between spatial mobility and social mobility. It develops a two‐skill‐type spatial equilibrium model of two regions with location preferences where each region consists of an urban area that is home to workplaces and residences and an exclusively residential suburban area. The paper demonstrates that relative regional social mobility is negatively correlated with segregation and inequality. In the model, segregation, income inequality, and social mobility are driven by differences between urban and residential areas in commuting cost differences between high‐skilled and low‐skilled workers, and also by the magnitude of taste heterogeneity. 相似文献

This paper considers changes in the housing market and housing policy following the major deregulation and privatisation of housing in England in the 1980s and 1990s. It highlights developments that were not anticipated, the continuing importance of social rented housing and the renewed interest of government in housing and refers to these in the context of previous accounts of the modernisation of housing tenure. The paper also considers emerging social and spatial divisions within urban England and suggests that while there is considerable continuity in these patterns, tenure has become a less effective indicator of neighbourhood difference. A more complex pattern of social and spatial division is associated with stratification, market stretch and new patterns of differentiation. 相似文献

Segregation of minority ethnic groups is a returning issue in public and political debates in many parts of the world. This paper focuses on Western European cities and presents information on levels and dynamics of segregation. While acknowledging the measurement problems, we feel comfortable in saying that overall segregation levels do not appear to increase. However, big differences exist, not just between immigrant groups in one city, but also between similar groups in different cities and countries. ‘Integration’ processes of those who settled a long time ago may be counterbalanced by new and difficult to predict immigration. Likely, individual preference, availability of resources, the role of the state, globalisation and economic restructuring as well as discrimination simultaneously impact on segregation. 相似文献

This paper analyses changes and new tendencies related to housing and segregation patterns in Croatian cities following the process of transition from a centrally planned to a market economy. Housing in Croatia has experienced large changes since the beginning of the 1990s, including a massive privatisation process of public housing, rising costs of housing and an increasing diversification of housing types. Dar es Salaam, Tanzania, has a long history as a segregated city. Starting in 1891 the German and then later the British colonial government enacted a series of building ordinances that outlined the styles of construction allowed within different areas of the city. Although these policies applied only to the structures themselves, ultimately they served to divide the city into European/Expatriate, Asian, and African areas. In spite of official attempts to integrate the city, postcolonial Dar es Salaam remains a racially segregated place. This segregation extends beyond residence location and affects all aspects of everyday life such as shopping and recreation. This article uses mental maps drawn by some of Dar es Salaam's residents to illustrate the lingering effects of colonial segregation on the knowledge, perception, and experiences residents have in and of today's city. Expatriate, Asian, and African maps include vastly different locations within the city. Those places considered important enough to map demonstrate that colonialism has continued impacts on the spaces and realities of everyday life in contemporary Dar es Salaam. 相似文献
