This paper considers Frobisher Bay and Inuvik, two Canadian Arctic towns, as examples of the high-modernist planning that swept the globe during the middle decades of the twentieth century, but also Cold War projects reflecting a sudden interest in the Arctic as a region of military significance. Building on the framework provided by James Scott in Seeing like a State (1998), the paper details the connections between modernization theory and Cold War militarism before turning to the strikingly parallel case studies. In each instance, federal officials proposed ambitious urban models designed to simultaneously overcome the hostility of a northern environment and catapult native northerners into conditions of modern living. While the limits and failings of such schemes varied by location, both sites were also laboratories for social scientists employed by the federal government to document and analyze the modernization of the Arctic. The work of these scholars represents a particularly rich and complex record of governmental interventions, tied variously to Cold War imperatives, in northern lives and landscapes at a time of great faith in the transformative power of modern engineering. 相似文献

This essay reads Munro’s 2001 story collection as embodiment of her artistic accomplishment. Beginning with a 1952 internal Canadian Broadcasting Corporation reader noting “evocative and luminous phrases” in two of Munro’s earliest stories, it argues that such phrases have informed Munro’s fiction throughout her career. In Hateship, these phrasings are key to “Family Furnishings,” “Hateship, Friendship, Courtship, Loveship, Marriage,” “Post and Beam,” “The Bear Came Over the Mountain,” and especially “Nettles.” There Munro structures her stories around “real facts in the making,” combining autobiographical facts and situations with her imaginative renderings of them. This paper makes the case for advancing sustainability science partnerships (SSPs) both within universities and through innovative means of integrating universities with external public‐private and civil sectors. It links the basic principles of sustainable development with an emerging science of cooperative learning that connects researchers to a wide range of partners. SSPs are specifically designed to be transformational through becoming active agents for societal change. Universities play a special role here because they can act both as communication networks and as laboratories for developing the capability to design and manage SSPs in the creative transition to sustainability. It is gratifying to note that these ideas are beginning to emerge in a number of universities, with European examples being highlighted in this paper. Further steps towards introducing full‐blooded SSPs across the university spectrum are suggested. 相似文献

The city dashboard has become an integral component of smart city asset management systems. It leverages data collected from multiple sources to monitor performance and enable evidence-based decision making. This article investigates the use of a design thinking framework to develop a functional and easy to understand city dashboard. The Smart Social Spaces project is used as a case study to illustrate how design thinking can be employed to develop an asset management dashboard, enabling efficient management of public space and infrastructure. The article profiles the unique collaboration between a local government, a multi-disciplinary team of university academics, and a street furniture designer and manufacturer, all located in Sydney, Australia. We unpack some of the design practice nuances that led this project to receive national awards and international recognition, and most importantly, created a user-friendly system to track and maintain public micro assets. We conclude with lessons learnt and recommendations for dashboard development through a design thinking process. 相似文献

AbstractIn September 1899, at the annual meeting of the British Association for the Advancement of Science (BAAS) in Dover, Guglielmo Marconi’s wireless telegraphy system was used to transmit messages across the English Channel (and across a national border) for the first time. This achievement represented a highly effective performance of scientific masculinity and constitutes a key turning point in an important struggle between competing interpretations of invention and innovation as masculine practices within British science. The British Association tended to favor a narrative of scientific research as a collectivist, international, gentlemanly-amateur pursuit, largely confined to the laboratory. Marconi, by contrast, explained the development of wireless telegraphy as the achievement of his own genius. Appealing not only to the established scientific elite but to a range of non-traditional audiences, and stressing the possibilities or ‘imagined uses’ of his technology even more so than his actual results, he succeeded in commanding unprecedented influence. 相似文献

The insights of feminist science and technology studies (STS) into the constructed and situated nature of knowledge have proved crucial to informing feminist geography. Since the rise of emotional geographies, feminist methodologies no longer simply reflect on questions of positionality, partiality, and power relations, but also on the role of emotions in the field. In this article, we argue that a feminist STS perspective has much to offer when thinking about the way emotions are engineered, controlled, and negotiated in research processes. Our engagement with what we call ‘social laboratories’ – i.e., spaces in everyday life where (experimental) research is conducted with human beings – advances debates in feminist geography, as these laboratories crystallize the emotional entanglements feminists encounter in the field. Looking at economic experiments in Ghana and fertility clinics in Mexico, we discuss the difficulties of doing feminist fieldwork in these experimental research spaces. We argue that the constant negotiation of emotions and ethics is crucial to access, assess, and do fieldwork in research settings that do not adhere to feminist ideals, but nevertheless have gendered effects on women's and men's lives. Recent debates in the history of science aimed at reconstructing the history of scientific diplomacy have privileged the analysis of forms of diplomacy coming from above. Instead, the objective of this paper is to raise awareness of these debates by looking at attempts at scientific diplomacy from below. Such a shift in perspective might allow us to observe the impact of marginalized social agents on the construction of international diplomatic choices. This article particularly focuses attention on how the legacy of Bernalism has fostered the emergence of two different types of science diplomacy. On the one hand, Bernalism has influenced the goals of organizations such as UNESCO and the World Peace Council, which are forms of science diplomacy I would term from above. On the other hand, Bernalism has also been at the origin of radical scientific movements that I propose to interpret as forms of scientific diplomacy from below. These have, in fact, played a cardinal role not only in raising public awareness of the social and political roles of science, but also in the more direct participation of scientists in defining the political objectives of their research activity. From this point of view, I analyze how an association like the World Federation of Scientific Workers proposed (at least in the beginning) greater democratic participation than the top-down structures of other forms of scientific internationalism. 相似文献

This article takes a close look at how the United States used the funding of scientific research in Sweden as a hegemonic and propaganda tool in the 1950s and 1960s. It shows that non-aligned Sweden functioned just as much as a node in the international science network set up by the Americans after the Second World War as did the North Atlantic Treaty Organization (NATO) countries. These funds were awarded mainly to an elite network of prominent Swedish scientists. The article sheds interesting light on the controversies of such funding in Sweden during the cold war and adds important knowledge about Swedish–American relations during the cold war. The article argues that this Swedish scientific elite co-produced US hegemony in Sweden by actively seeking out American military funding and by making use of it. It also argues that US funding was intended to portray the United States as an altruistic patron of science in the world and thus serve American propagandistic purposes as well. 相似文献

Historians have taken a beating in recent times from an array of critics troubled by our persistent unwillingness to properly theorize our work. This essay contends that their criticisms have generally failed to make headway among mainstream historians owing to a little noticed cognitive byproduct of our work that I call history as philosophy. In so doing I offer a novel defense of professional history as it has been understood and practiced in the Anglophone world over the last half‐century or so while suggesting, in conclusion, that historians could not do other than they do without serious psychic and societal loss. 相似文献
