The time dimension has not attracted enough attention in policy process research in China, yet speed is the most distinctive feature of China’s recent development. This article, based on observations of China’s policy practices, proposes a new research perspective for understanding how the Chinese government has been able to address policy challenges in an era of rapid transition. The approach adopted by the government allows decision makers to respond quickly to serious problems with a truncated decision-making process, and then implement the decisions through a more gradual deliberative process. The article examines China’s coal-mining industry reform as an empirical case to illustrate how this governance approach has been used to achieve major policy reform, namely property rights reform for coal mines, while simultaneously maintaining stability, regulating production safety, and stimulating industrial development. The article concludes with a discussion of the broad implications of this pattern for improving the effectiveness of public policy both in and outside China. 相似文献

Traditionally, public space has been perceived as an integral part of fully functioning liberal democracy. Yet much research argues that public space is in decline due to regimes of neoliberal governance paralleled with a growth in quasi-public spaces such as shopping malls, casinos and gated communities. It is argued that these new spatial forms posit a commercialised, sanitised and ultimately exclusionary urban form in place of more egalitarian, engaging and ultimately democratic public spaces. Increasingly, however, urban research has questioned the veracity of the claims made about the nature of traditional public space as well as investigating the marginal and contingent nature of publicness as constituted by and enacted in a variety of places. Drawing on Foucault's concept of heterotopic space, this paper reports on a qualitative study based on focus group interviews conducted with users of a suburban shopping mall in Sydney's southwest. The research uncovers both a more complex and less overtly deterministic publicness than has previously been identified in such spaces. From these findings the paper argues for a conception of publicity which moves beyond the zero-sum game approach endemic in much work in this area to one which analyses the qualitative effect quasi-public spaces are having on the nature of publicness in the Australian context. The paper concludes by arguing that a rethinking of publicness allows room for the emergence of a more progressive public ethic. 相似文献

The article shows that the elite, nationalistic and imperial mentality of German medicine in the second half of the nineteenth century was closely connected to its aim to be understodd as a natural science. With this in view leading representatives of German medicine propagated a scientific approach to man and nature instead of the traditional values of humanistic education (“Bildung”). One of the most important consequences of the new scientific ideal in medicine — integration in governmental planning, the change in professionel status of doctors, the increasing tendeny to recognize biologistic ideologies — was the loss of the medical ideal of the ars medica, a subject which has not received sufficient thematic attention. The foundation and administration of European Zoological gardens in the 19th century is analized. It is significant of such new institutions, that they are founded in the large cities, and that most of the founders looked at the great models in Paris and London, which are described first. Further it is shown that the change from princely menageries to public Zoological Gardens is caused both by common interests in people's education and pleasure and by scientific aims which leaded to choose the name Zoological “garden” in analogy to botanical gardens. It seems to be characteristic of such public institutions created by citizens in the 19th century that they are mostly supported by commercial or scientific local societies. This is exemplified by describing the administration of the Zoological gardens of Berlin (1841), Frankfurt (1856) and Hamburg (1863), which initiated also research for acclimatization of wild animals. 相似文献

The various scholarly and scientific endeavours — comprising both arts and sciences —, which British statesmen persued in their leisure time, transcend the mere biographical aspect. In the light of the slow, yet steady professionalisation of educational and political institutions, many of them modernised or newly created in order to achieve what came to be called “National Efficiency”, the literary and scientific pastimes of men, like Gladstone, Morley, Salisbury, Balfour or Haldane, seemed soon to become somewhat obsolete. Yet, it is argued, that the often professedly amateurish activities did not merely display the traditional hobby attitude to the sciences, so characteristic of the wealthy aristocrat, but in some cases revealed a good understanding of the scientific and educational needs of society, leading up to their active advancement. The British amateurs, it would seem, were pleading for providing a balanced higher education and training, rather than going for the technical excellence of the political rival Imperial Germany, which dazzled and, at the same time, intimidated some of them. 相似文献

The Permanent ‘Becoming’ of the Cosmos: On Experiencing the Time Dimension of Astronomical Entities in the 18th Century. - This paper deals with two of the initial stages through which the dimension of time, in the sense of an irreversible development, found its way into astronomical-cosmological thinking. The one resulted from the first consequental application of Newtonian principles and laws to cosmic entities outside of our solar system found in the General Natural History or Theory of the Heavens of Immanuel Kant (1755): Endeavoring to explain through natural causes first the peculiarities of the solar system, no longer naturally explainable through the celestial mechanics of Isaac Newton (such as the common orbital plane and rotational direction of all the members of the solar system and the distribution of the masses) - which, however, had been deducible in Johannes Keplers Weltharmonik -, and endeavoring secondly to explain above all the beginning of the inertial movement of all discrete heavenly bodies - which, however, could have been derived from René Descartes's vortex theory - without using arbitrary acts of God as Newton had done, Kant had to introduce an initial state in which matter in the form of atoms was equally and almost homogeneously distributed over the whole space (similar to the permanent state in Descartes's theory). Thereupon, according to Kant, the initial movements of the slowly growing masses resulted from the effect of gravitational forces. The parameters within the solar system which had to be explained, could then be easily deduced from the process of mass concentration at different points and from the resulting vortex movements. - The other initial stage is found in the classification of ‘nebulae’ by William Herschel who introduced the historical time factor, in the above-mentioned sense, as a principle of order in addition to the outward shape, which had become common for all the different elements in natural history during the second half of the 18th century. Thereupon the different shapes of the nebulae could be interpreted as stages of development from the primordial nebular state to multiple or single stars. (Herschel had not yet considered them to be accumulations of stars for lack of a suitable telescope.) Both initial stages, which arose out of the thinking of the second half of the 18th century, were still premature for astronomy and cosmology; they have only been taken up again since the end of the 19th century as a result of the emergence of astrophysics, which provided the empirical data for the earlier speculations and conclusions from analogy. 相似文献

From the “nature of things” to the history of language: The transition from the study of language to historico-comparative linguistics. This brief essay deals with a somewhat problematic phase in the history of linguistics and tries to investigate the process by which language could be understood as a historical phenomenon with a history of its own. This new understanding of language turned out to be the starting condition for a new and very prolific way in the study of language. The conjecture is that this is due to certain alterations in the semantic field of some important notions relating to language and its study. The process of alteration began by the end of the eighteenth century with conceptual achievements which could adequately be termed as temporalization of aspects of language and the notions related to these aspects. In connection with the so called discovery of the Sanskrit language and the gradual reception of its grammatical structure, looking upon language as an organic entity with autonomous and internal structures of developpement became possible after the German romantic language philosophy had developped a strictly abstract concept of language as a notion of form. This essentially metaphorical mode of speaking nevertheless inaugurated that languages were concieved of as having their own history totally independent of their speakers.
