Abstract: Based on extensive interviews, this study is the first systematic attempt to map the spatio‐temporal evolution of production networks linking urban, state‐owned enterprises and rural, township and village‐owned enterprises in reform‐era China. It identifies two distinct regimes of urban‐to‐rural subcontracting patterns and conventions. The first, which developed and prospered from the mid‐1980s until the mid‐1990s, brought rural workers and the countryside into a relatively extensive relationship with urban capital, and thus represented a partial transition to capitalism. Its violent reconfiguration in the wake of a series of sectoral crises in the late 1990s led to the widespread privatisation of rural enterprises, and the emergence and consolidation of a second regime that simultaneously constituted a significant intensification of relations, the capture of the rural by the urban, and a new stage in this region's transition. This paper argues that these regimes are analogous to the formal and real subsumption of labor to capital, respectively, and that subsumption may be a more useful analytic for understanding the process of capture and transition than primitive accumulation: the latter concept alone, without reference to the dynamics of the social/spatial division of labor, risks missing other ways that exploitive connections can be constructed between places. This paper thus seeks to recast the relationship between these two concepts, and to develop a larger vocabulary in which subsumption, like primitive accumulation, is both spatial and ongoing and internal to capitalist accumulation.  相似文献

This paper surveys the ways in which the First Nations Property Ownership Act (FNPOA) is the site of both tension and alliance between state, non‐state, and local Indigenous interests converging around a common agenda of land “modernization” in Canada. It is a convergence, I argue, that must be read in the context of a reorganization of society under neoliberalism. The FNPOA legislation is discursively framed to acknowledge Indigenous land rights while the bill simultaneously introduces contentious measures to individualize and municipalize the quasi‐communal land holding of reserves. The intersections of alliance around this land modernization project foreground the complex ways in which capitalism and colonialism, though inextricably tied, perform distinguishable economic processes, and how we must be attentive to the particulars of their co‐articulation with local formations of indigeneity.  相似文献

There exists an influential and growing political‐economic literature on the treatment of land—urban and rural—as a financial asset. But this literature pays little attention to the role of the state, beyond its obvious significance in the formalization of tradable property rights. In particular, the issue of the state's own land, i.e. public land, has been afforded scant scrutiny. Has the state, like other actors, increasingly come to treat the land it owns as a form of financial asset? And if so, how, and with what implications? This article addresses these questions by way of an empirical focus on the history of the UK public estate since the beginning of the 1980s.  相似文献

This article provides a critical reading of some of the gendered dimensions of emergent water governance regimes, specifically those related to the privatization, marketization and devolution of water resources management. After first providing an overview of recent nature–society contributions related to neoliberalization processes, the article comparatively evaluates insights with respect to the gender dimensions of recent shifts in water governance. I make several arguments at the intersection of relevant literatures. First, there is a need for gender theorists interested in water resources and nature–society debates to engage more with issues, theories and processes associated with neoliberalization. Second, there is a need for more attention to gender, feminist theory and approaches to inequality and socio-spatial difference in discussions of neoliberalized natures. Third, reading these literatures together reveals that there is a need to be self-reflexive and critical of elements of the gender and water literature that implicitly endorse foundational elements of the neoliberal turn in resource governance. Finally, there are particularities with respect to gender theory and politics, and water materialities that hold importance for understanding recent water governance shifts in the broader context of political and economic changes associated with neoliberalization.  相似文献

Abstract: To date geography has paid scant attention to private military contracting. Other disciplines have studied the topic, but their work is state‐centric. In this paper I examine private military contracting through a geoeconomic lens and make four arguments. First, the heightened security risks of the contemporary era cannot be explained solely as a result of states’ decision to cede their monopolies over the means of violence. We must also examine the private military firms that have created new monopolies and the strategies they use to manage and distribute risk. Second, the industry has increased risk in the world system by offloading security risks onto their employees. This “responsibility over rights” management model provides inadequate human rights training and battlefield adjudication procedures for contractors and civilians alike. Third, the geography of private military work does not always conform to the global division of labor between north and south. Instead, private military work creates a class of work that cuts across social and geographic divides. Finally, while activists should encourage states to regulate the industry, they should also push it to reform employment practices since private military firms are increasingly global in scope.  相似文献

Abstract

Italy's capitalism has traditionally differed from that of its major trading partners: state‐owned enterprises have played a larger role, securities markets have been relatively less developed, while corporate power in the private sector has been concentrated to an unusual extent in the hands of a few family‐controlled business groups. Since the 1970s, Italian big business has seemed unable to steer a new course in an increasingly global economy. When belatedly and under tight budget constraints Italy finally started privatizations in 1992, many hoped that this would bring about a long‐delayed modernization of financial markets, an increase in competitive market pressues, and some ‘democratization’ of corporate power. This article reviews a book edited by Fabrizio Barca which puts these recent experiences into a much‐needed longer historical perspective, and other books offering non‐scholarly views on the present state of Italian capitalism.

Over the past three decades, the business of water supply in England and Wales has been gradually transforming from the supply of a service to citizens, to the sale of a commodity to customers. The paper provides a genealogy of concepts of efficiency and equity in water regulation over the past thirty years, prior to evaluating the implications for water consumers of one aspect of this process – the shift away from policies prioritizing inter- and intra-regional equalization (implying a principle of social equity) towards policies prioritizing economic efficiency (implying a principle of economic equity) in water charging. In closing, alternatives to the current arrangements for domestic consumers are proposed.  相似文献

“Green‐grabbing”, in which environmental arguments support expropriation of land and resources, is a recognized element in neoliberal conservation. However, capitalism's strategic interest in promoting the neoliberalization of conservation is accompanied by attempts to exploit hitherto protected natures without any pretence at “greenness”. In this paper we explore the dialectics between “green” and “un‐green” grabbing as neoliberal strategies in the reconstruction of nature conservation policies after the 2008 financial “crash” in Greece and the UK. In both countries, accelerated neoliberalization is manifested in diverse ways, including initiatives to roll back conservation regulation, market‐based approaches to “saving” nature and the privatization of public nature assets. The intensification of “green” and “un‐green” grabbing reflects capitalism's strategic interest in both promoting and obstructing nature conservation, ultimately leaving for “protected natures” two choices: either to be further degraded to boost growth or to be “saved” through their deeper inclusion as commodities visible to the market.  相似文献

This paper examines the political and corporate constructions of the 1995–96 drought crisis in West Yorkshire, when an unprecedented public furore was provoked by the threat of water-supply cut-offs. A key outcome of this process was a profound crisis of confidence over the governance of water resources, which can be linked to the privatization of the industry and, more broadly, to the processes of redrawing the boundaries of the state. The water industry illustrates the contestability of neoliberal reforms seeking to inspire market-led growth with minimal government intervention. In particular, political dogma about the anticipated benefits of market competitiveness failed adequately to take into account public concern for the 'common good'.  相似文献
