A wave of privatisation is unfolding in Europe in the wake of the financial crisis, but it has yet to receive serious scholarly attention. This paper examines the case of Ireland, where an austerity strategy and European Union International Monetary Fund bailout conditionality have given impetus to the transfer of public assets to the private sector. Theoretically, the paper explains the roots of the phenomenon with reference to a reformulated concept of “accumulation by dispossession” whose usefulness lies in emphasising the politico‐economic drivers of privatisation, which have been neglected in the mainstream literature. A typology is presented that argues that accumulation by dispossession manifests itself, in practice, through four main processes: (1) private repossession of assets nationalised during the financial crisis; (2) restructuring of state‐owned enterprises; (3) commodification of assets and services hitherto located outside the market; and (4) privatised stimulus through public–private partnerships. The paper's framework should be useful to conceptualise ongoing privatisation processes in other European countries.  相似文献

The provision of large economic infrastructure in Australian cities is widely seen to be in crisis. This paper examines the reasons why crisis has arisen in the urban infrastructure sector and what might be done to redress this. The analysis and the argument are based on a resuscitation of the ideas and ideals of infrastructure provision and how these have been eroded. The paper shows how these ideas/ideals once underpinned the formulation of state role, governance and regulation systems, financial arrangements, and even community need and expectation. Critical to this was an acceptance of the ideals of universality, access, bundling and free positive externalities, and the belief that these should be assembled necessarily as part of any urban infrastructure roll-out. This package became instinctive in post-war economic and urban management. Yet this instinct has been lost as governments shift from models of infrastructure provision to infrastructure procurement where a major role for the private sector is now common. While such an involvement has its benefits, there are concerns for the urban condition when privatisation of infrastructure construction, delivery and operation becomes dominant. Citing Graham and Marvin (2001 ), the paper argues that, where once infrastructure was the key device for integrating the elements of the city and its people, the way it is now being delivered produces a splintered urbanism. There is an urgent need, then, to re-think what infrastructure means in today's urban context and thereafter to re-assess the criteria for deciding what infrastructure is to be provided, in what form it should be provided, who should provide it, who should pay, and who should operate it.  相似文献

Master planned estates have been the subject of considerable academic interest since the publication of Blakely and Snyder's ( 1997 ) typology. The growing provision of private assets, facilities, and infrastructure in such estates has been documented and discussed. However, the extent of this form of residential estate in Australia has yet to be systematically documented. This paper seeks to contribute to knowledge in this field by reference to findings from an investigation in Sydney, Australia, using data from 300 private residential estates constructed under the New South Wales Community Land Development Act, 1989 (community title) over a 20‐year period. The aim is to understand the broad trends emerging in relation to the nature and extent of these types of developments and to consider some of their potential implications. This research suggests that there has been a quiet revolution in residential development and postulates that the extent of privatisation of essential neighbourhood infrastructure has been considerable. The study finds that master planned residential estate development has proliferated, particularly in the outer suburbs and in areas of relative disadvantage, and resulted in enclaves of comparative affluence disconnected from surrounding areas. In addition, the restrictive covenants usually applied in these estates are often designed to prevent change, including future densification or environmental adaptation. To this extent, the privatised nature of these estates puts them beyond the reach of broader urban planning goals.  相似文献

We situate the contemporary crisis of COVID-19 deaths in seniors’ care facilities within the restructuring and privatisation of this sector. Through an ethnographic comparison in a for-profit and nonprofit facility, we explore what we identify as brutal and soft modes of privatisation within publicly subsidised long-term seniors’ care in Vancouver, British Columbia, and their influence on the material and relational conditions of work and care. Workers in both places are explicit that they deliver only bare-bones care to seniors with increasingly complex care needs, and we document the distinct forms and extent to which these precarious workers give gifts of their time, labour and other resources to compensate for the gaps in care that result from state withdrawal and the extraction of profits within the sector. We nonetheless locate more humane and hopeful processes in the nonprofit facility, where a history of cooperative relations between workers, management and families suggest the possibility of re-valuing the essential work of care.  相似文献

Abstract: There exists a growing literature on the geographical aspects of neoliberalism and neoliberalisation. In this paper I focus on how the neoliberalisation process is articulated at the scale of the local state in Durban, South Africa. I examine the neoliberalisation process through the lens of the water sector. This paper contributes to the body of literature showing how private sector governance techniques are being used in the public sector effecting its neoliberalisation. I show how pricing structures are neoliberal and in turn how they are deployed and contribute to the neoliberalisation of the local state in Durban. I show that accounting strategies, tariff structures, and cost recovery measures are central to the neoliberalisation process in Durban.  相似文献

This paper reviews the evolution of land use and mangrove forest management in a coastal commune in Central Vietnam from its early period of environmentally sound management under a common property regime, through State and cooperative management, to individual household allocation under the economic reforms of the 1990s. It analyses in particular the introduction of shrimp culture and its environmental and socioeconomic consequences. The case study demonstrates that, while opening up many economic opportunities, Vietnam's economic reforms have had uneven impacts on income inequality. Like many cases in Asia and Latin America, the disruption of common property resources – through the introduction of aquaculture as a livelihood opportunity and producer of an export crop – leaves farmers indebted and natural resources polluted. But, ironically, it was the financially better‐off aquaculture farmers, who had more capacity for risk‐taking and investing, who ended up most indebted, in comparison with poorer farmers who had already sold their ponds. The latter were less integrated into the market economy and relied more on marine product collection. This paper suggests that attention to local contexts and histories can contribute to a better understanding of the causes and consequences of environment‐poverty interfaces.  相似文献

Abstract: This paper responds to recent debates in human geography about ideal‐type versus contingent neoliberalism, or what Gibson‐Graham conceptualises as “strong” vs “weak” theory, by offering some reflections from an in‐depth study of the private finance initiative (PFI) in England. It first introduces the history and purpose of the PFI as the Labour government's flagship public–private partnership (PPP) approach to public infrastructure modernisation. It then critically analyses its use in inner‐city regeneration through a case study of a PFI housing scheme in the northern English city of Leeds. The paper argues that, when seen through the lens of “strong theory”, a PFI appears to be a consciously designed “neoliberal straitjacket” intended to lock‐in gentrification‐based regeneration at the neighbourhood level, guarantee long‐term profits to (finance) capital, and create powerful privatising and marketising pressures across the local public sphere. However, it is equally possible to construct a preliminary “weak theory” of the PFI that unhides its inherent contradictions and shows how everyday activism by local community actors can successfully influence and contest how neoliberalism is rolled out on the ground.  相似文献

During the last decade, institutional changes in the cultural heritage sector triggered some fierce debate in Europe. This paper analyses the complex process of privatising cultural heritage and the arts in Italy, showing how the relationship between this process and urban regeneration policies is tacitly legitimising it, despite the harsh controversies it previously provoked. From a perspective of ‘territorialisation’ discussed in this paper, this policy process could enhance the involvement of the private sector, bringing to light new fields of research and application in the international heritage debate.  相似文献

Governments since the 1980s have reshaped the public sector by selling public businesses and other assets, and by introducing competition in the supply of taxpayer-funded services. Explanations for these new directions have focused on political ideologies about the proper role of government, and economic arguments about business efficiency, while noting an international trend towards diffusion of these policy ideas. However, the methods for achieving significant policy shifts have often been overlooked. This study examines the case of Queensland, highlighting a wider range of reform factors, including bureaucratic advice and commission of audit recommendations.

This paper examines the involvement of new modes of governance (NMoG)/new actors, in establishing new regional regulatory frameworks in Southeast Asia. The basis for this discussion is a framework suggested by Kanishka Jayasuriya who argues that the activities of NMoG can facilitate the establishment of such regional regulatory frameworks. Concentrating on maritime services provided by one new actor, Private Military and Security Companies (PMSCs), this paper suggests that the current activities and working practices of PMSCs in Southeast Asia are more likely to undermine regional security cooperation and regional governance, thus challenging some of the tenets of Jayasuriya's framework.  相似文献
