The Calibanisation of the South in the German public ‘Euro crisis’ discourse

This article highlights the renaissance of the essentialist topos of the ‘lazy and irrational’ ‘Südländer’ (Southerner, Southern countries, South) in the German political and media discourses during the ‘Euro crisis’. It argues that it served to legitimate the political and economic measures taken in Southern European countries that pushed them into still more peripheral positions within the European Union (EU) and deepened the cleavage between North and South. Culture, or better culturalism and racism as its political ideological version, thus were used as a trap, as an intellectual battleground for justifying extremely complex economic and political decisions in a simplistic fashion throughout a crucial period of European history. The article furthermore demonstrates how a postcolonial reading may productively decode the processes of Othering taking place within Europe itself, especially between the so-called core and peripheral countries.     

Rescaled “Rebel Cities”, Nationalization,and the Bourgeois Utopia: Dialectics Between Urban Social Movements and Regulation for Japan's Homeless

Urban social movements (USMs) and regulation have co‐evolved in Japan to deal with homelessness, spatializaing their politics on the national and subnational scales. The author first theorizes these USM–regulation relationships as scale‐oriented dialectics between two opposing forces—“commoning and othering”—both of which in my view are always internalized in today's “rebel cities” (Harvey 2012, Rebel Cities, Verso). Then, he analyzes two trajectories of USMs that attempted commoning—ie radical opening up of public goods/spaces within “zones of weakness” (Lefebvre 2009a )—against policing and workfare disciplines. The author detects “rescaling” dialectics in the case of Yokohama and “nationalizing” dialectics in the case of Tokyo. Lastly, through exploring and refreshing Engels's notion of the (petit‐)bourgeois utopia, the author concludes that our commoning projects and imaginaries are constrained by capitalist urban form that spatially others the homeless; but truly revolutionary moments of commoning emerge whenever people—even temporarily—conquer the fetishism of the public/private binary embedded in this urban form.     

Nationality and sexuality: homophobic discourse and the ‘national threat’ in contemporary Latvia

ABSTRACT. This article seeks to understand why attitudes towards homosexuality in Latvia appear to be more intolerant than in all other EU member states. It argues that, while the impact of religion, the legacy of communism and post‐communist transition have all played a role in shaping attitudes towards homosexuality in Central and Eastern Europe, these factors do not explain sufficiently the divergence among post‐communist states and, in particular, do not account for Latvia's extreme position. While acknowledging that intolerance towards non‐heteronormative sexuality cannot be explained by a single factor but is the cumulative effect of a range of social influences, this study argues that homosexuality is particularly reviled in Latvia because it has been constructed discursively as a threat to the continued existence of the nation in its desired ethnic form and to the core values defining Latvian national identity.     

On the Stickiness of Territorial Stigma: Diverging Experiences in Amsterdam’s Most Notorious Neighbourhood

In Western Europe, a select number of “ghettos” are at the forefront of public anxieties about urban inequality and failed integration. These notorious neighbourhoods at the bottom of the moral spatial order are imagined as different and disconnected from the rest of the city. This paper examines how residents in Amsterdam Bijlmer, a peripheral social housing estate long portrayed as the Dutch ghetto, experience the symbolic denigration of their neighbourhood. Interviews show that all residents are highly aware of the negative racial, cultural and material stereotypes associated with their neighbourhood. However, these negative stereotypes are not equally felt: territorial stigma “sticks” more to some residents than others and substantial inequalities are observed in who carries the burden of renegotiating blemish of place. Differential engagement with stigma depends on how residents’ identity and the materiality of their surroundings intersect with stigmatising narratives of place.

Domestic troubles,national identity discourse,and China's attitude towards the West, 2003–2012

Prior to its recent, much discussed international ‘assertiveness’, China's attitude to the West had deteriorated, as reflected in official discourse of national identity. Drawing from political science and social psychology literature on identity studies, I argue that the discursive pattern of national identity can shift as a function of an elite strategy to exclude internal others through opposition to foreign others. Internally exclusionary nationalism, often employed by elites during major crises, is instrumental to consolidating control and maintaining order. But when targeting internal opponents alone is politically inconvenient or lacks public resonance, elites will accentuate ethnocentric national identity discourse vis‐a‐vis foreign nations in order to reinforce internal battles and divert popular discontent externally. An interpretive analysis of the official texts of Chinese national identity discourse during the Hu Jintao decade, supplemented by quantitative data, shows a significant correlation between the regime's fear of internal instability and bottom‐up political opposition on the one hand and the timing and intensity of ethnocentric identity discourse regarding the West on the other. The party‐state negatively framed the West in order to shift the blame for domestic troubles onto foreigners and discredit internal resistance.
