ABSTRACT. The persistence of indigenous ontologies rooted in human systems that pre-date the creation of colonial property rights and assertions of frontier conquest and dispossession unsettles the dominant idea that 'management' is an unproblematic and universally endorsed goal for communities, regions and nations in their environmental and development discourses. This paper argues that conceptual building blocks which render management, be it of environments, economies or people, as unquestionably good, need to be reconsidered. Drawing on diverse indigenous knowledges in Australia, particularly in relation to wildlife management, the paper examines the hidden cultural specificity of management, planning, institutional strengthening and capacity building as well as their implicit silencing of alternative narratives of the economic, environmental and cultural dimensions of social life. 相似文献

This article extends Billig's (1995) landmark thesis on banal nationalism by considering how processes of national deixis circumscribe the boundaries of citizenship and forms of belonging within nation-states. Drawing on critical analyses of sexual citizenship, the article provides a discursive analysis of the debate over civil union in the New Zealand mainstream press during 2004–2005. It argues that this mediated debate represented an historical moment where the routine deictic flagging of the nation, and the correlated flagging of the ‘banal citizen’, fundamentally broke down, thereby allowing this unmarked and ‘ordinary’ process to be systematically examined. Four major discourses are identified in press coverage: ‘Homosexual’ subjects as abnormal and disordered, tolerance, equality and human rights, the sanctity of marriage and the preservation of the family (and the social order). Although the passing of the Civil Union Act does mark a (faltering) step forward in sexual equality, we argue that the presence of these discourses suggests that forms of both ontological and cultural heterosexism persist in New Zealand society. Despite the Act conferring new legal rights, ultimately we conclude that the four discourses act to restrict the extent to which ‘homosexual’ subjects are considered ‘valid’ and ‘legitimate’ citizens. In continuing to structure the public politics of sexual citizenship in New Zealand, these discourses have influenced recent debates over legislative moves towards ‘marriage equality’ in ways that raise concerns over the continuation of heterosexist norms, as well as exclusionary forms of homo-nationalism. More generally, this research demonstrates the effectiveness of Billig's work as a valuable and productive analytic lens to explicate concerns over the exclusionary nature of citizenship itself. 相似文献

ABSTRACTThe 2014 United Nations Commission of Inquiry on Human Rights in North Korea (UN COI) had a decisive impact on South Korea’s approach to North Korea’s human rights abuses in the several years following its release. This article interprets moves within South Korea to support the UN COI’s recommendations as taken in the interests of ontological security, or a stable sense of identity, which has also driven the state’s broader initiatives on image management and nation branding. It extends the boundaries of nation-branding research by considering why and how a state may adopt policies that enhance its moral visibility and reputation in world affairs. It considers how a positive reputation is enhanced by demonstrating good international citizenship, promoting the visibility of state identity parameters beyond its culture and core industries. This article interprets the South Korean government’s efforts to act on North Korean human rights following the UN COI, as well as the significance of being seen to be doing so at home and abroad as security-giving behaviour asserting its moral authority in relation to North Korea. It explores how a longstanding policy of relative silence on North Korea’s human rights record acceded to identity-driven pressures arising from the UN COI and influencing South Korea’s international image-management strategy between 2014 and 2017. 相似文献

ABSTRACT. The significance of national forms of imagination and organisation has been increasingly questioned in an era of rapid globalisation. While theoretically stimulating, those who stress the importance of global mobility and sociability sometimes overlook what well‐established, “thick” attachments to the nation offer to disparate individuals, notably in terms of anchoring subjectivity. This first part of this paper explores how debates around belonging in England continue to define certain “ethnic” groups as more or less national, because they embody certain traits, practices or norms. It is then suggested that those who claim, and are treated as if, they belong “without question” may be offered a key sense of material and ontological security that is underpinned through routine practices, symbolic forms and institutional arrangements. The second section looks to evidence this argument by exploring how challenges to this ontological order, which focus on the agency of “perceived” others in relation to everyday spaces, practices and material objects, are debated and resisted. 相似文献

Natural and Unnatural Disasters: Responding with Respect for Indigenous Rights and Knowledges 总被引:2,自引:0,他引:2
A key challenge for contemporary democratic societies is how to respond to disasters in ways that foster just and sustainable outcomes that build resilience, respect human rights, and foster economic, social, and cultural well‐being in reasonable timeframes and at reasonable costs. In many places experiencing rapid environmental change, indigenous people continue to exercise some level of self‐governance and autonomy, but they also face the burden of rapid social change and hostile or ambiguous policy settings. Drawing largely on experience in northern Australia, this paper argues that state policies can compound and contribute to vulnerability of indigenous groups to both natural and policy‐driven disasters in many places. State‐sponsored programmes that fail to respect indigenous rights and fail to acknowledge the relevance of indigenous knowledge to both social and environmental recovery entrench patterns of racialised disadvantage and marginalisation and set in train future vulnerabilities and disasters. The paper advocates an approach to risk assessment, preparation, and recovery that prioritises partnerships based on recognition, respect, and explicit commitment to justice. The alternatives are to continue prioritising short‐term expediencies and opportunistic pursuit of integration, or subverting indigenous rights and the knowledge systems that underpin them. This paper argues such alternatives are not only unethical, but also ineffective. 相似文献

AbstractAs a direct consequence of exposure to microgravity, astronauts experience a set of physiological changes which can have serious medical implications when they return to earth. Most immediate and significant are the headward shift of body fluids and the removal of gravitational loading from bone and muscles, which lead to progressive changes in the cardiovascular and musculoskeletal systems. Cardiovascular adaptations result in an increased incidence of orthostatic intolerance (fainting) following flight, decreased cardiac output, and reduced capacity for exercise. Changes in the musculoskeletal system contribute significantly to impaired function experienced in the post-flight period. The underlying factor producing these changes is the absence of gravity, and countermeasures are therefore designed primarily to simulate earthlike movements, stresses, and system interactions. Exercise is one approach that has had wide operational use and acceptance in both the US and Russian space programmes, and it has enabled humans to stay relatively healthy in space for well over a year. Although it remains the most effective countermeasure currently available, significant physiological degradation still occurs. The development of other countermeasures will be necessary for missions of longer duration, for example for human exploration of Mars. 相似文献
