The perceived neglect of the ocean to state and industry actors has seen frontier rhetoric emerge as it is rendered visible under the Blue Economy agenda. By framing the marine scape as underutilised, capitalist expansion is being legitimised. Drawing on the case of Namibia, I argue that the afterlives of colonialism and apartheid are being repurposed to present the ocean as a Blue Economy opportunity. The physical disconnection of citizens from the marine scape, and the dominance of fishing and mining industries, has been used by state and development actors to present it as empty of socio-cultural relations. However, to declare Namibia’s coasts and ocean as forgotten unless articulated through capital is to conceal that they have been labelled “no-go” zones. I argue that, by considering exclusions and looking beyond proximity in discussions of equity and representation, the marine scape is articulated by civil society, to elucidate forms of resistance.  相似文献

本简析了海洋的争夺史,在此基础上提出了本的中心议题—21世纪的“海洋破碎带”。探析了“海洋破碎带”形成的七大因素,即:①海洋霸权主义对海洋国际贸易通道的争夺;②国际间对海洋国土的争夺;③海洋生物资源的争夺;④海洋矿产资源的争夺;⑤南极大陆的争夺;⑥海军军备竞赛;⑦海缘政治形势日益恶化。阐释了21纪“海洋破碎带”分布的海域。最后指出,中国不仅是一个陆地国家,也是一个海洋国家,中国的海上安全已近底线。为此,中国必须树立新的海洋观念,建立强大的海军,保卫国家的每一寸海洋国土。  相似文献

The simulation of Sea-ice in a coarse resolution ocean general circulation model is examined in Hudson Bay and surrounding waters. Sea-ice distribution and duration compared well to climatological values, although ice thickness is undersimulated as it is in other modelling work. In Hudson Bay ice thickness variation was dominated by the atmospheric forcing as shown by the symmetric response of ice thickness to warming and cooling scenarios. Below ice heat fluxes play a more significant role in Foxe Basin and Baffin Bay where they mitigate air-ice heat loss by as much as 40 percent, thus limiting ice thickness and duration. Below ice heat flux reduces by 23 percent for the region of study (Hudson Bay, Foxe Basin, Baffin Bay, and Labrador Sea) for a global 3°C cooling and increases by 9 percent for a 3°C global warming. This asymmetric response is attributed to the ocean's asymmetric response to warming and cooling scenarios. In so much as Hudson Bay is dominated by atmospheric forcing rather than under ice heat as these results indicate, coarse resolution models may be useful in assessing the impact of change. However the necessary reconfiguration of the model grid render results from Foxe Basin and Hudson Strait less credible. On étudie la simulation de glace marine dans un modèle de circulation océanique générale à faible résolution dans la baie d'Hudson et dans les eaux avoisinantes. La distribution et la durée de la glace marine correspondent bien aux valeurs climatologiques, bien que l'épaisseur de la glace soit sous-simulée comme c'est le cas dans d'autres travaux de modélisation. Dans la baie d'Hudson, la variation de l'epaisseur de la glace est dominée par le forçage atmosphérique, comme on peut le voir d'après la réponse symétrique de l'épaisseur de la glace suivant les scénarios de réchauffement et de refroidissement. Les flux de chaleur sous la glace jouent un rôle plus important dans le bassin de Foxe et la baie Baffin, où ils permettent une réduction des pertes de chaleur air-glace allant jusqu'à 40 pour cent, limitant ainsi l'épaisseur de la glace et la durée. Le flux de chaleur sous la glace diminue de 23 pour cent dans la région étudiée (baie d'Hudson, bassin de Foxe, baie Baffin et mer du Labrador) pour un refroidissement global de 3C et augmente de 9 pour cent pour un réchauffement global de 3C. On attribue cette réponse asymétrique à la réponse asymétrique de l'océan aux scénarios de refroidissement et de réchauffement. Dans la mesure où, comme l'indiquent ces résultats, la baie d'Hudson est dominée par le forçage atmosphérique plutôt que par la chaleur sous la glace, des modèles à faible résolution peuvent être utiles pour évaluer l'impact des changements. 传统书画作品中存在有大量模糊不清的印章,对此类印章尚没有很好的手段进行提取和鉴别。为解决这一问题,本工作采用一种用高光谱图像系统采集书画中模糊印章的光谱-图像信息,采用最小噪声分离变换(MNF)处理光谱图像数据,提升了模糊印章的可辨识度。结果表明,采用该方法能够有效的将模糊印章的信息提取出来,有利于印章的鉴别和研究,为书画的文物价值和真伪鉴别的研究提供了科学有效的手段。  相似文献

Previous environmental equity studies have examined the spatial distribution of aircraft noise across cities. Their findings show that, in several cities, visible minorities and low-income populations are most affected by aircraft noise. In contrast, one study concludes that well-off populations are the most affected. These contradictory findings support the use of a comparative approach for several cities. The aim of this study is twofold. First, we want to identify if there are groups in the population that are in a situation of inequity to aircraft noise exposure in Toronto, Montréal, Vancouver, and Calgary. Then, we want to check if the exposure to the aircraft noise of the different groups varies significantly from one metropolis to another. We use the recommended noise exposure contour maps in Canada: the Noise Exposure Forecasts. Next, four variables are extracted from the 2016 Statistics Canada census at a fine-scale level (dissemination areas): that is, the percentages of low-income, visible minorities, 0- to 15-year-old, and 65-year-old and over populations. The results of a mixed effects logistic regression model show that environmental inequities in terms of exposure to aircraft noise for the four population groups are not consistent from city to city.  相似文献

ABSTRACT

Epeli Hau‘ofa's definition of the Pacific as a ‘sea of islands' should be extended to the Indigenous history of the North Pacific Ocean. Several themes prominent in the history of Oceania – such as humans' orientation towards the ocean, the complex ways in which European and Indigenous histories mixed in the colonial era, and the notion of vast, interconnected spaces – apply to North Pacific history as well. This essay looks at the ways in which the history of the Russian Far East and Alaska could be written as Pacific history and integrated into histories of Oceania. Such an integration would provide numerous benefits for historians and activists in the North Pacific. Some important topics in the history of these northern regions, such as the interdependence of human and natural systems, could also enrich historiography in Oceania.  相似文献

Island studies are a growing field of research. A relational turn has recently taken place in island studies alongside relational turns in associated fields of research, including oceanic and ship geographies (although not always in conversation with them). While all three now challenge the landlocked nature of geography and related disciplines, this paper suggests that islands, oceans and ships should not always be reductively conceptualized in isolation, because they are often bound together through complex and shifting relations and assemblages. After reviewing debates and conceptual gaps in the critical island, sea and ship literatures, the paper makes this argument by reference to an island dance performance and social institution that is not wholly of the island, the ship or sea, called the Barbados’ Landship.  相似文献

Abstract: Political actors have long drawn on utopian imaginaries of colonizing marine and island spaces as models for idealized libertarian commonwealths. A recent inheritor of this tradition is the seasteading movement, which seeks to “further the establishment and growth of permanent, autonomous ocean communities [by] enabling innovations with new political and social systems” on semi‐stationary, floating platforms. Fueled by a cocktail of ideologies (techno‐optimism, libertarian secession theories, and strains of anarcho‐capitalism), seasteading is touted as the newest “frontier” in creative, entrepreneurial, and social engineering. Inherent in the project, however, are buried ideals about the nature of ocean space, the limits of sovereignty, and the liberatory role of technology and capitalism in the drive for social change and individual freedom. We explore these notions through an examination of seasteading's broader philosophical and economic underpinnings, and their deployment through multiple structural, legal, and social frameworks. Although seasteading is a highly speculative, and even fanciful project, it reflects attempts to resolve contradictions within capitalism: between, on the one hand, the need for order and planning, and, on the other hand, the desire to foster and lionize individual freedom. In the United States, this tension has most visibly entered mainstream discourse through the rise of the Tea Party movement, whose ideology combines adherence to classical liberal ideals about individual entrepreneurship with hostility toward government intervention. Although the seasteading movement, like its better known and more realizable libertarian contemporaries, proposes a solution that its leaders say will resolve this tension, our analysis reveals that it would merely rework it, and thus it unwittingly reinforces the structures it seeks to escape.  相似文献
