人文关怀和心理疏导应是高校教师的必备能力

人文关怀和心理疏导是高校实现育人目标的重要途径,它不仅仅是专兼职思想政治理论和心理健康教师的职责,还应该成为全体高校教师共同的职责和必备能力。     

“Dissemination as Intervention”: Building Local HIV Competence through the Report Back of Research Findings to a South African Rural Community

Abstract: What ethical obligations do researchers have to research informants in marginalised communities in serious distress? Our “dissemination as intervention” exercise reported research findings back to a South African rural community—using a dialogical approach which sought to strengthen participants’ confidence and ability to respond more effectively to HIV/AIDS. Nine workshops were conducted with 121 people. Workshops provided opportunities for participants to start developing critical understandings of the possibilities and limitations of their responses to HIV/AIDS, understandings which constitute a necessary (though obviously not sufficient) condition for further action. Workshops alerted participants to the valuable role played by local HIV/AIDS volunteers, facilitating reflection on how local people might better support the volunteers. These discussions served as the impetus for the establishment of a three‐year community‐led intervention to further these goals.

济南高新技术开发区作为国家高新技术产业开发区之一,对山东经济发展起着重要作用。文章对济南高新技术产业区不同产权形式和不同行业类型企业的地位和贡献进行分析,并运用聚类分析方法开展了不同企业的绩效评价,为济南高新技术产业区产业集聚和核心竞争力的培育提供科学依据。同时,探讨了济南市高新技术产业开发区产业集群的形成、核心竞争能力培育的路径,提出了塑造具有创新与服务能力的企业家型政府、创建高新技术产业开发区集群支持网络、培养济南市高新技术产业开发区合作网络、凸显济南市高新技术产业开发区资源特色等战略对策。     

顾客期望管理及其对旅行社员工认同感、胜任感、责任感的影响——以广州为例

本文从员工角度对广州两家大型旅行社的顾客期望管理措施进行调查,通过实证研究的方式深入分析顾客期望管理的构成因素,并在此基础上探讨了顾客期望管理措施对员工的企业认同感、工作胜任感、工作责任感的影响。研究结果表明：顾客期望管理由评估与分析顾客需求、培训和激励员工、给予顾客正确期望等3个因子构成;顾客期望管理措施对员工的企业认同感、工作胜任感、工作责任感有显著的影响。     

Great expectations – the European Union and cultural policy: fact or fiction?

The European Union secured limited legal ‘competence’ to act in culture in 1992. This article examines the operational context and its complicated and countervailing tensions that make European cultural policy formulation and implementation difficult. Underlying problems originate in the failure properly to define what is meant by ‘culture’ in different contexts or to identify clear and pragmatic policy objectives, although legitimate ‘instrumental’ use of culture is common. The EU’s institutional structures (Council, Commission and Parliament) are often at cross‐purposes, while the national interests of member states can have a negative effect. The structure and internal politics of the Commission ensure that the Directorate responsible for ‘culture’ remains marginal, despite its growing ambition. An attempt to institute an ‘Agenda for Culture’ in 2007 has had some initial success, but given the definitional, legal, political and administrative problems, claims being made for significant progress seem somewhat premature.     

Institutionalizing Neutrally Competent Policy Analysis: Resources for Promoting Objectivity and Balance in Consolidating Democracies

Creating institutions that foster the production of objective and balanced policy analysis is a challenging task for all types of regimes. The value of neutral competence often suffers in tradeoffs with the value of responsiveness, especially in the exercise of executive authority. Institutional designers, however, are not without resources for structuring arrangements to promote the production of objective and balanced policy analysis: organizations can be created with an incentive to achieve "reputations" for neutral competence; organizations can be isolated from being too politically responsive through forms of "independence"; for promoting interaction based on "professional norms" can be created to resolve conflicts about prediction; "participation in international organizations" can be leveraged to counteract domestic biases; and "transparency" can be employed to facilitate balancing of views or to shame severe abuses. This essay sets out the logic underlying design with these sorts of institutional resources, illustrates their use primarily in the U.S. context, and speculates on their application in consolidating democracies.     

Inherited competence and spin-off performance

In this paper we extend the hereditary theory of spin-off formation, developed by Klepper, by relating the concept of inherited competence to two different types of spin-offs—university and private sector spin-offs—and two different types of inherited competence—R&D competence and innovation competence. We then utilize this extension of Klepper's framework to study the evolution of a science-based industry—the biotech industry. Using the Irish biotech industry as a case-study, we find that differences in pre-entry experience manifest themselves most markedly in terms of the firm's capacity to attract venture capital, with private sector spin-offs considerably outperforming university spin-offs. We argue that the superior performance of the private sector spin-offs is explained by the nature of their inherited competence in that they are characterized by higher levels of innovation competence.     

Multicultural group work on field excursions to promote student teachers’ intercultural competence

As a response to the intercultural challenges of Geography Education, this study seeks to determine factors fostering intercultural competence of student teachers. Based on a one-week multicultural field excursion of eight German and eight Turkish students in Kayseri (Turkey) on Education for Sustainable Development, we used qualitative interviews to evaluate changes in the 16 student teachers’ intercultural competence. Findings strongly indicate that multicultural fieldwork fosters intercultural learning on a personal level.

利用评估指标和实证统计数据,运用因子分析和聚类分析组合方法,对我国53个国家级高新技术产业开发区发展能力及区划进行了因素分析和分类的综合集成实证研究。     

‘People don't do odd,do they?’ mothers making sense of the reactions of others towards their learning disabled children in public places

This paper will demonstrate how a focus upon the practices and interactions in and of the everyday lives of mothers of learning disabled children can provide rich insights into the position of a group of children who may not be able to conform to appropriate ways of behaving and using space. This focus will illustrate how the spatial practices and experiences of the mothers and their children are shaped by the reactions of others present and the mothers' interpretations of, and responses to, those reactions. It will, moreover, raise questions about the position of older learning disabled children whose unconventional behaviour in public spaces can threaten disorder.
