ABSTRACT

This article examines cultural policy strategies supporting urban regeneration, focusing on its particular characteristics in the Ibero-American context. We start by developing a systematic contrast between the different circumstances that have led to the emergence of these strategies in the Ibero-American sphere and in other parts of the world. Our examination of the Ibero-American regenerative experience also includes a consideration of the paradigmatic cases that arose initially in the Iberian Peninsula and the typological analysis of subsequent Latin American experiences. The consideration of all these different elements ends up providing a global vision of the specificity of the phenomenon in its Ibero-American context.

The 1990s and 2000s were the beginning of an exciting time period for developmental neuroscience and neural stem cell research. By better understanding brain plasticity and the birth of new neurons in the adult brain, contrary to established dogma, hope for therapy from devastating neurological diseases was generated. The potential for stem cells to provide functional recovery in humans remains to be further tested and to further move into the clinical trial realm. The future certainly has great promise on stem cells to assist in alleviation of difficult-to-treat neurologic disorders. This article reviews classic studies of the 1990s and 2000s that paved the way for the advances of today, which can in turn lead to tomorrow’s therapies.

This study uses service area–based coverage and various count regression methods to assess neighbourhood-level healthy and unhealthy food environments, and food access associated with different socio-economic groups in Edmonton, Canada. We identify three types of vulnerable neighbourhoods according to different food environments: food deserts (i.e., neighbourhoods lack sufficient access to healthy foods); food swamps (i.e., neighbourhoods have excess access to unhealthy foods); and those with overlaps of food swamps and food deserts. We also identify neighbourhoods with superior access to healthy foods (i.e., food oases). Additionally, our results from regression analyses indicate: (1) child population is negatively associated with both healthy and unhealthy food resources; (2) good access to public transportation is associated with good coverage of all healthy food outlets and convenience stores; and (3) deprived neighbourhoods with higher percentages of minority populations have better coverage of both healthy and unhealthy foods in general. The results from this study can help the City of Edmonton identify the key neighbourhoods with high potential for local business and the hotspot neighbourhoods that require particular support. Tailored strategies are proposed to effectively and efficiently improve food environments with limited resources.

The recent discussion regarding contemporary urban regeneration has underlined the increasing role of art and cultural agglomeration as an essential part of a progressive agenda for local development. In fact, there is a good deal of literature which is related to specific and finite cultural strategies. Although scholars, in some cases, may suggest other perspectives, their value narrows to a comprehensive evaluation regarding the possible interpretation of cultural agglomeration in respect of urban regeneration. Accordingly, this study, by using an interdisciplinary systemic approach based on the clustering of cultural carriers, developed the cultural strategies under a six concepts scheme. The study then, through developing a method based on modes and development approach of cultural agglomeration, recategorized the six mentioned strategies into three major categories of cultural strategies, to find out their contribution in the process of urban regeneration. Overall, the study revealed the extent of cultural agglomeration as a method of developing cultural strategies in urban regeneration.

This article focuses upon the relationship between culture, urban regeneration schemes, and their impact on socio-cognitive assets – namely, social and human capital. It examines three major urban regeneration projects in the districts of Saint Michel (Montreal, Canada), Auburn (Sydney, Australia) and Bicocca (Milan, Italy), where culture has been invoked as a main transformational driver at the economic and socio-environmental levels, but with different approaches and results. Through comparative analysis, we develop a more general reflection on the social impact of culture-led urban transformation processes, questioning the actual role of cultural initiatives – particularly those related to the creation of new cultural facilities and the programming of big cultural flagship events – and participation as a means to improve the local social milieu. We find that a key role for social efficacy is played by projects’ capacity to elicit the commitment of residents through inclusive cultural participation, as opposed to instrumental top-down initiatives mainly addressing city and neighbourhood branding and real estate marketing purposes.

Practices of cultural production within a peripheral urban neighbourhood can contribute to foster the sense of place, community belonging and local collective action. Starting from a critical perspective on the interconnections between cultural practices and urban regeneration, and developing on the concept of place-making, the paper has two main purposes: to investigate the nature of embeddedness of these practices and explore the ways of self-organization of cultural actors and their relationships with public policies. The case study concerns ‘Barriera di Milano’, a large peripheral area in Turin (Italy), formerly one of the most industrialized zones of the city. Over the past few years, and particularly after the real-estate bubble burst of 2007–2008, in Barriera a lively concentration of initiatives of culture has been taking place, redefining the urban and social space. These initiatives seem to be innovative for many reasons: firstly, while demonstrating a peculiar but significant embeddedness in the neighbourhood, they are mostly self-generated; secondly, the institutional assets, the economic self-sufficiency and the low degree of connection among initiatives support new forms of citizenship and place-making based on a ‘not-for-profit entrepreneurship’.

In his 1967 photo essay “The monuments of Passaic” the American land artist Robert Smithson presented a New York suburb as a seedbed of urban entropy. His research methods, publication strategies and reflections on decline provided a touchstone for the generation of cultural mappers that followed. But have theoretical expectations of metropolitan space perhaps shifted? Is it not in the city centre, rather than periphery, that decay is thought to set in? In which case, what forms – material, cultural, political – does it assume? And what, meanwhile, has become of the suburbs? In an inversion of the Passaic essay, this narrative takes the reader, first by train and then on foot in search of new ruins at the heart of a metropolis. The city is London and the destination Kings Cross, the largest building site in Europe and marketed as tomorrow’s neighbourhood of leisure and information. By way of an art practice, and through the lens of an art and architectural history, the paper reports on the site – its structures and objects, as well as the acts and interventions that the Kings Cross marketing machine has failed to sublimate.

Many cities around the world are redeveloping their neighbourhoods as arts and cultural precincts. Urban industrial zones and lower‐income residential areas have taken on new life as arts neighbourhoods in a bid to attract high‐yield visitors, propel their creative industry and brand themselves as attractive to investors and residents. This article has two aims. Conceptually it explores the notion of arts urbanization – the creation of arts spaces in cities and the socio‐spatial dynamics which they embody. Empirically, the concept is tested using the case of Singapore's Arts Housing Scheme. Under this scheme, historic ethnic precincts take on new roles as arts and creative belts. While the scheme has yielded some success by way of fostering spaces of identity and inspiration for artists, it has also generated social concerns and spatial challenges. Singapore's Little India offers an empirical setting to explore this concept. The paper argues that geography matters to the arts and that arts‐led urbanization creates distinct spatial configurations in cities. For this reason, a greater understanding of and research into arts neighbourhoods and their socio‐spatial dynamics are essential if we are to aspire to sustainable and sensitive development of cities and their creative communities.

Access to adequate, affordable housing is an essential first step in the re-settlement process for immigrants and refugees. It is the basis from which newcomers look for jobs, language training and other services. Without such housing, newcomers may have limited security of tenure, compromised health, jeopardized education and employment opportunities and impaired social and family life. Refugees generally face the greatest challenges of all newcomers and find their housing choices constrained by many factors. This article presents the results of a study of refugee housing circumstances in Winnipeg. Key socio-economic, housing and neighbourhood characteristics important to successful re-settlement are documented and analyzed. The longitudinal nature of the study facilitates exploration of trajectories in a variety of indicators over time. The picture that emerges is one of the improving trajectories in many key indicators but also of very difficult circumstances that negatively affect the re-settlement process and the effective integration of refugee households. The article ends with suggestions for policy and program changes that would improve the housing circumstances of newly arrived refugee households.
