Scientists advise limiting global warming to 1.5°C with substantial actions by 2030. Our viewpoint argues that climate response strategies in Canada have underemphasized and underestimated the potential contribution deep energy retrofits can make to greenhouse gas (GHG) emissions reductions, leading to inadequate responses in the building sector, and that Canada can (and should) be ambitious with building retrofits over the next decade. GHG savings from building retrofits can be realized more quickly than GHG reductions from other sectors, and either deliver net cost savings or are cost‐effective when compared to other mitigation measures. Retrofits can also provide social and economic benefits, such as improved health and comfort, and lower energy costs. This paper reviews energy use and building retrofits in Canada and argues the following should be implemented: (1) focus innovation on deep energy retrofit processes, not singular retrofit actions; (2) maximize both social and environmental benefits; (3) improve data gathering and availability for analysis and delivery; (4) innovate for a process of decisions and to avoid “dropouts” during the retrofit process; and (5) focus innovation on business models that maximize benefits.  相似文献

This paper examines 20th-century environmental change in the subhumid southwestern Canadian Plains, specifically in relation to the dominant agricultural landscape and to the climate of the past millennium as reconstructed from proxy data. Anthropogenic landscape change in the last century has been dominated by the conversion of grasslands to ranchland and cropland. This has heightened landscape vulnerability to climatic fluctuations, especially drought. Instrumental climate records, extending back to the 1880s, highlight the variability of precipitation in this region. Proxy environmental records, derived from lake cores and tree-ring analysis, extend this picture into the last millennium and show that drought has been a recurring theme of the Prairie climate. Tree-ring records suggest that some droughts in the last millennium may have exceeded in severity any in the instrumental record. The sustainability of Prairie agriculture depends on adaptation to the amplitudes of climatic change and variability evident in these proxy records. Dans cet article nous examinons les changements environnementaux qui sont survenus pendant le 20ème siècle dans les plaines canadiennes sèches du sud-ouest, spécifiquement par rapport au paysage agricole dominant et au climat du dernier millénaire qui a été déterminéà partir de données de procuration. La transformation des prairies en ranchland et cropland est le changement du paysage le plus important dont l'homme est responsable, pour le dernier siècle. À cause de ce changement, le paysage est plus vulnérable aux fluctuations climatiques - à la sécheresse en particulier. Les enregistrements instrumentaux de climat, qui reculent jusqu'aux années 1880, mettent en évidence la variabilité des précipitations dans cette région. Les enregistrements environnementaux de procuration, dérivés d'échantillons pris dans les lacs et de la dendroanalyse, étendent cette image dans le dernier millénaire et prouvent que le thème de la sécheresse est apparu souvent dans les analyses du climat du prairie. Les enregistrements de boucles d'arbre suggèrent que, dans le dernier millénaire il y avait des sécheresses qui étaient peut-être si sévères que les instruments n'ont pas pu les enregistrer. Si l'agriculture veut survivre comme entreprise dans les prairies, il faudra qu'elle s'adapte aux amplitudes de changement et de variabilité du climat qui ont été constatées dans les données de procuration.  相似文献

Drawing together insights from neo‐Innisian geography and environmental history, this paper explores the landscape and environmental changes engendered by ‘cyclonic’ patterns of development associated with uranium production at Uranium City, Saskatchewan. Strong postwar demand for uranium led to the establishment and rapid expansion of Uranium City on the north shore of Lake Athabasca as a ‘yellowcake town’, dedicated to producing uranium oxide concentrate to supply federal government contracts with the US military. In spite of optimistic assessments for the region's industrial future, the new settlement remained inherently unstable, tied to shifting institutional arrangements and external markets, and haunted by the spectre of resource depletion. The planning and development of the townsite at Uranium City reflected both neocolonial desires to open the north to Euro‐Canadian settlement and efforts by the state to buffer the stormy effects of resource dependency. Ultimately, however, quixotic government efforts to implant an outpost of industrial modernity in the Athabasca Region failed to forestall the inevitable winds of change, which left in their wake destructive legacies of social dislocation and environmental degradation, already evident with the near‐collapse of the uranium export market by the early 1960s.  相似文献

This paper reviews selected evidence of environmental changes in the central Canadian Rockies during the 20th century. The instrumental climate record shows that mean annual temperatures have risen ca. 1.4°C over the last 100 years but seasonal patterns of change are complex. The greatest increases have been in winter temperatures (3.2°C / century). Precipitation data, though limited, show variable patterns of change on decadal scales with generally higher levels of precipitation in the mid-20th century. The longest streamflow record also shows considerable variability, with highest flows in the 1950s. A tree-ring-based temperature reconstruction indicates summer and spring temperatures in the last half of the 20th century are higher than any equivalent period over the last 900 years. Although no accurate regional estimates exist, glaciers have probably lost ca. 25% of their area in the last 100 years and may be smaller now than they have been at any time in the last 3000 years. These two lines of evidence suggest that the climate of the late 20th century is exceptional in the context of the last 1000 to 3000 years. Small but significant vegetation changes are taking place at the upper treeline ecotone in response to climate changes over the 20th century (e.g., seedling establishment). However, the most significant landscape change in the last 100 years is the transformation of the character of the montane forest due to a reduction in forest fire frequency, largely due to an active policy of fire suppression. Dans cet article, on révise certaines manifestations des changements environnementaux qui se sont produits dans les Rocheuses canadiennes au cours du 20ème siècle. Ce registre instrumental climatologique indique que les moyennes annuelles de température ont augmenté d'environ 1,4°C en 100 ans, mais les modèles de changements saisonniers sont complexes. Les plus fortes augmentations ont été notées dans les températures hivernales (3,2°C/siècle). Les données concernant les précipitations - bien que limitées - indiquent des tendances variables de changement selon les décennies et en général des niveaux plus élevés de précipitation au milieu du 20éme siècle. Le plus long enregistrement des débits d'un cours d'eau indique aussi d'importantes variations, les débits les plus forts se situant dans les années 1950. La reconstruction des relevés des températures faite à partir des cernes montre que les températures estivales et printanières de la deuxième moitié du 20ème siècle sont plus élevées qu'elles ne l'étaient durant les périodes correspondantes des 900 dernières annés. Même s'il n'existe aucune donnée règionale exacte, les glaciers ont probablement perdu à peu près 25% de leur superficie au cours du dernier siècle et ils ont atteint leur plus petite taille des 3000 dernières années. Ces deux preuves suggèrent que le climat de la fin du 20ème siècle est exceptionnel dans le contexte des 1000 à 3000 dernières années. Des changements mineurs mais significatifs s'effectuent actuellement dans l'écotone supérieur de la limite des arbres à cause des changements climatiques du 20ème siècle (ex. l'implantation de nouvelles pousses). Indigenous families are overrepresented among those within Canada who experience food insecurity. Studies have largely focused on northern populations, with less attention paid to southern and urban communities, including the social, cultural, and geographic processes that challenge food security. In this study, we present findings from a decade‐long community‐based study with the Southwest Ontario Aboriginal Health Access Centre (London, Ontario) to examine family perspectives related to the social determinants of food security. These topics were explored through qualitative interviews (n = 25) and focus groups (n = 2) with First Nation mothers with young children from the city of London, and a nearby reserve community. Interviewees from both geographies identified a number of socio‐economic challenges including household income and transportation. However, some interviewees also shed light on barriers to healthy eating unique to these Indigenous contexts including access issues such as a lack of grocery stores on‐reserve; loss of knowledge related to the utilization of traditional foods; and the erosion of community, familial, and social supports. Resolving these unique determinants of food security for urban and reserve‐based First Nation families will require a range of economic and culturally specific interventions, particularly those that support development and uptake of Indigenous foodways.  相似文献

Payments for Ecosystem Services (PES) programs are reshaping the governance of ecosystems and natural resources around the world. These programs often occur in spaces that are unceded, contested, or otherwise not legally recognized as Indigenous homelands, customary areas, and territories. Building on the discourses of Indigenous self‐determination, nationhood, and cultural responsibilities, this paper examines how PES programs produce unique outcomes for Indigenous peoples as ecosystem services providers. Our findings demonstrate and substantiate three themes that impact Indigenous ecosystem services providers uniquely: (1) the internationally recognized right to Free, Prior and Informed Consent for Indigenous peoples; (2) the reinforcement of settler colonial jurisdiction; and (3) mismatches between Indigenous knowledges and PES‐type approaches. The ways that PES programs run the risk of reifying and reducing Indigenous knowledges have not yet been adequately considered within current PES approaches. Our findings enable a conceptualization of PES as a new conservation tool within ongoing histories of land management and dispossession by settler colonial governments. We assess the strengths and challenges of PES programs as a departure from previous conservation modalities.  相似文献

Next to agriculture, road development is one of the most significant sources of stress to wetlands in Prairie Canada. However, there currently exists limited guidance for incorporating direct, indirect, and induced effects to wetlands in impact assessment and mitigation planning for small and often routine developments, including access roads or highway improvement initiatives. Based on the Louis Riel Trail, Highway 11 North twinning project in Saskatchewan, Canada, this article demonstrates a methodological approach and decision support framework for assessing and managing direct, indirect, and induced effects to wetlands from linear developments. No regulatory‐based environmental assessment was required for the highway project; effects were deemed to be insignificant under current wetland mitigation practices. However, our results show that 1115 ha of potentially affected wetlands are located within a 500 m impact zone on either side of the proposed highway. More than 50 percent of these wetlands are seasonal, less than 1 ha in size, and typically not included in mitigation planning. An expert‐based multi‐criteria evaluation of impact and mitigation options for wetlands in the study area indicated “no net loss” as a planning priority, and a preference for a spatially ambitious mitigation plan focused on direct, indirect, and potentially induced impacts. In practice, however, mitigation is often restrictive, focused on mitigating only direct impacts within the project's right‐of‐way, in this case less than 50 ha of wetlands, resulting in the potential for significant net loss of wetland habitat and function. If the risk to wetlands is to be given due consideration in project planning and development for roads and road improvement initiatives, then structured assessment methods and decision support frameworks should be sensitive to the time and resource constraints of small projects and screening‐type assessments. This requires also that wetland mitigation policies are developed and implementation plans formulated as part of project planning and assessment initiatives for linear developments.  相似文献

Both scholars and practitioners of environmental and land use planning in Western contexts have been slow to consider the links between planning and gender as they apply to land use reallocations in regions located beyond the city. The purpose of this paper is to spark discussion and inform future research efforts about the gendered implications of land use change. Drawing on research from environmental planning, gender/development planning, and rural resource communities, a conceptualization of feminist environmentalism is developed to interpret how environmental and land use planning represents women's lives and gives meaning to women's perspectives on economic transition in rural resource communities in Canada. Two planning documents are analyzed. First, a regional land use plan and transition strategy proposed by the Commission on Resources and Environment (core) for Vancouver Island in 1994 is examined. It is revealed that this plan contained a narrow interpretation of social sustainability, which resulted in the omission and /or marginalization of important elements of women's lives. Second, a subsequent post-hoc assessment of the impact of the Vancouver Island plan was reviewed. This report gave voice to women's material realities; however, a nuanced interpretation of the variation in the experiences of women remained elusive. Drawing on insights from both theory and practice, challenges for future research are presented. Les universitaires et les praticiens de I'aménagement du territoire et de I'environnement en contextes occiden-taux ont résistéà prendre en considération les liens entre la planification du territoire et le genre sexuel tels qu'ils s'appliquent aux re-allocations de l'utilisation du territoire, particulièrement en régions contiguës aux villes. Le but de cet article et de susciter la discussion et d'informer sur la direction des recherches en considération des implications du genre sexuel et des femmes par rapport a l'utilisation du territoire. À partir de recherches et de la littérature en planification environnementale, en déve-loppement, en féminisme et en ressources des commu-nautés rurales, une conceptualisation de I'environ-nementalisme sensible au genre sexuel est élaborée pour interpréter premièrement, les représentations de la vie des femmes en aménagement du territoire et de I'environnement. Deuxièmement, cet article aborde le sens que cet environnementalisme féministe offre aux perspectives des femmes en lumière des transitions économi-ques des communautés rurales. Deux documents tirés de la littérature en aménagement sont analysés. Premièrement, nous analysons un plan d'aménagement et de stratégic de transition proposé par la Commission sur les Ressources et I'Environnement (core: Commission on Resources and Environment) pour I'l?le de Vancouver, publié en 1994. Une lecture de ce document révèle que l'interprétation limitée de la durabilité sociale a pour résultat l'omission où la marginalisation d'éléments im-portants de la vie des femmes. Deuxièmement, nous analysons un rapport d'impacts du plan pour I'l?le de Vancouver. II appert que malgré une sensibilité aux réaltiés matérielles de la vie des femmes, l'interprétation des variations des expériences des femmes reste difficile. In this paper we explore some of the issues relating to place, identity, and ideology in Margaret Atwood's third novel, Lady Oracle, first published in 1976. Simply, Lady Oracle relates the story of the writer Joan Foster as she struggles to come to terms with her multiple identities. In so doing, the novel depicts some of the many social and spatial changes taking place in Toronto from the 1940s to the 1970s. Herein we focus on the representations of home and city, and how Joan's search for identity is embedded in the reconfiguration of these geographical spaces and places. Home assumes negative connotations as it is associated both with the suburbs and with a mother who relinquished her own needs and desires for motherhood. The city, on the other hand, is an ambiguous landscape; we suggest, however, that it is precisely this ambiguity that encourages and permits Joan to explore alternative identities. By way of conclusion, we will point to some of the novel's assumptions and silences. Dans cet article, nous examinons comment Lady Oracle (le troisième roman de Margaret Atwood, publié pour la première fois en 1976) traite les questions de place, d'identité et d'idéologie. Simplement, Lady Oracle ra- conte l'histoire de l'ecrivain Joan Foster, qui rencontre des difficultés d se reconcilier avec ses identities multiples. En même temps, le roman dépeint les transforma- tions sociales et spatiales A Toronto entre les annees quarante et les annees soixante-dix. Ici, nous portons principalement sur les représentations de la maison et de la ville, et comment la reconfiguration de ces places et espaces géographiques est integree à I'enquéte pour une identité entreprise par Joan. ‘La maison’ acquiert des connotations negatives, vue qu'elle est associee a la fois aux banlieux et à une mere qui renonce à sa propre volonte et à ses propres besoins pour se vouer à la maternite. Par contre, la ville est un paysage equivoque: nous proposons cependant que c'est precisement cette equivocation qui permet à Joan d'explorer des nouvelles identites.
