WITH SPLINTERS (OR STARS) IN OUR EYES: ON READING THE FRANKFURT SCHOOL WITH MARTIN JAY

This mostly admiring review article focuses on Martin Jay's 2020 essay collection entitled Splinters in Your Eye: Frankfurt School Provocations. Though it highlights details and insights from nearly every essay in the collection, the review devotes significant attention to chapter 4, which focuses on the relationship of the Frankfurt School's first-generation scholars with Sigmund Freud. The departure point for my engagement with Jay's fourth chapter is the translation of the German word Trieb (drive) as “instinct” throughout The Standard Edition of the Complete Psychological Works of Sigmund Freud. Although Jay's treatment of Max Horkheimer's, Theodor W. Adorno's, and Herbert Marcuse's recourses to Freudian psychoanalysis emphasizes their abiding commitment to Freud's theory of instinctual forces (over and against objections to his biologism), the question of whether a drive differs from an instinct does not arise. This question therefore offers an occasion to speculate on how distinguishing more firmly between instinct and drive might matter for the Frankfurt School's opposition between first and second nature. Though I praise Jay's decision to include a chapter on Miriam Hansen's Benjaminian revision of the public sphere, I also criticize his practice, in this volume at least, of consigning most scholarship authored by women to the endnotes rather than engaging with it in the main text.     

International relations and foreign policy in the Australian Journal of Political Science: A review

The Australian Journal of Political Science (AJPS) has evolved from a publication that deliberately relegated articles in international relations (IR) to a secondary status to one that has defined and encouraged leading-edge contributions to that field. This development can be attributed to successive AJPS editorial teams’ realisation that contemporary political problems are increasingly interconnected and that emerging approaches to IR reflect this condition. Several recent and key IR debates that have emerged within the journal’s pages are assigned special attention here: the linking of Australia’s domestic politics to that country’s foreign policy interests and behaviour; in-depth discussions that relate to ongoing trends in the international political economy; critical analysis of national defence and regional security postures; and diverse theoretical perspectives that are increasingly shaping the IR field’s paradigmatic identity. It is concluded that the AJPS is now a leading source of IR thought and discourse.     

Steel of Victory,Scrap of Defeat: Mobilizing the French Home Front, 1939–40

This article traces the implementation, execution, and results of the French Ministry of Armaments’ scrap iron collection drive from September 1939 to June 1940. This collection drive was a belated effort to mobilize patriotic sentiment and raw materials for France’s war effort. By the late 1930s, the French government realized that it did not have — and, more importantly, would not be able to acquire — enough metal to meet ambitious armament plans. In September 1939, Raoul Dautry, the Minister of Armaments, began moving toward a controlled economy by setting up central distribution organizations, preventing the movement of stocks, and organizing the national scrap drive, modelled, in part, on Germany. Despite a rural distrust of the state and cases of individuals hoarding metal, most people responde­d to the call. Yet logistical difficulties in finances, manpower, and transportation hampered efforts. By May 1940, half of the 85,000 tons collected remained piled on the platforms of railway stations. With the invasion, the Germans immediately confiscated this metal. With the defeat of France, this failed drive came to symbolize France’s defeat and humiliation, as well as the impotence of the Third Republic.     

Cultural policy and evaluation of quality

Based on Danish experiences the article discusses the increasing role that the discourse of “quality” is playing in cultural policy. Throughout the 1990s, from the general cultural debate, this discourse has spread to more instrumental considerations and practices in the field of cultural policy. The article presents this process in a historical perspective and characterises the present tendency towards a technocratisation of the discourse of quality under the auspices of New Public Management and the general trend in modern state policy towards instrumentalising all societal resources in the global economic competition. Opposing this line of development, it is argued that “quality” could serve as a progressive, non‐instrumentalist discourse if it is defined in relation to a modernised understanding of the “rational core” of the cultural policy tradition of the Nordic countries. In this perspective, the article suggests a contextualisation of the concept of quality and possible ways of implementing the discourse in practical cultural policy.     

长江三角洲船舶代理服务业空间组织网络时空演化——基于两省一市分析

选取2010年和2015年长三角地区船舶代理企业为研究样本,运用定量与定性相结合的方法,分别探析了多层尺度下长三角地区船舶代理企业的空间分布特征和以地级城市为载体的船舶代理服务业空间组织网络时空演化。研究发现：长三角地区船舶代理企业机构空间分布呈现出明显地域差异,区域和城市尺度上非均衡分布较为显著;长三角地区船舶代理服务业空间组织网络具有显著层级特征和明显的位序关系;由船舶代理企业组织构成的四大城市（上海、南京、苏州与宁波）现已成为空间组织网络主干联系的中心节点。同时,传统“T字型”主干区正在向外扩展,区域一体化趋势正在加强。宏观背景、区域机制与企业机制共同推动长三角地区船舶代理服务业空间组织网络时空演变。     

The importance of location and scale in rural and small town tourism product development: The case of the Canadian Fossil Discovery Centre,Manitoba, Canada

This paper begins with a review of the literature on tourism in rural economies, to establish a framework for analyzing large‐scale tourism products in rural and small town regions. The review is followed by the development of a typology of large‐scale attractions in rural and small town regions, including parks, casinos, events, heritage, and cultural products. The typology leads into the example of the Canadian Fossil Discovery Centre (CFDC) in Manitoba, Canada. Located in an agricultural region of south‐central Manitoba, the community of Morden is located 125 km from the provincial capital city, Winnipeg, which had a population of 811,900 in 2016. Morden is also located 35 km north of the border with North Dakota. Thus, while a small town in a traditionally rural region still dependent upon an agricultural economic base, Morden has been recently successful in diversifying its economy, including through manufacturing, services, hospitality, and tourism. In part, this success is due to a south‐central Manitoba location; however, it is also the result of innovative local leadership, including the prioritization of hospitality and tourism related to the CFDC. This paper describes the case study as an example of successful tourism development within an already economically and socially diversifying region.

Changes in the body,glaze and enamel compositions of early Meissen porcelain, 1723–c.1740

The evolution of early Meissen body, glaze and colorant compositions is examined using X-ray fluorescence spectroscopy (XRF) measurements on three artefacts that can be accurately dated to the period 1723–c.1740. The results are interpreted based on recipes recorded in the earliest documents of the Meissen archives. The pure Aue kaolinite contains low levels of Ti and can be distinguished from secondary clays, for example, clay from Colditz. The excess Ti in the glaze versus the body reported earlier and confirmed by the present authors is explained by the exclusive use of Colditz clay for the glaze, as described in the recipes before 1730, providing a terminus ante quem for Meissen porcelain exhibiting this particular asymmetry. After 1730, the presence of elevated Ti in the body could serve as a marker for the experimental admixture of clays to Aue kaolinite to alter its properties. Based on the detection of As, Ba and Bi, it is suggested that smalt from Erzgebirge was the colorant for blue enamels until at least 1725.
