菲律宾农村土地分配的不公正状况在马科斯统治初期依然严峻,土地问题的急剧升级加剧了政体的演变,但军管法下的土改并没有使农民的生活状况得到明显改善。马科斯政府虽然与“旧寡头政治执政者们”逐步脱离,但和军人集团、政策制定者及商业权贵结合,实行“亲朋资本主义”政治,继续忽视农民的利益,农村基层组织也为地主势力所把持。制度创新的滞后严重阻碍了菲律宾农村土地改革和农村发展。  相似文献

The time dimension has not attracted enough attention in policy process research in China, yet speed is the most distinctive feature of China’s recent development. This article, based on observations of China’s policy practices, proposes a new research perspective for understanding how the Chinese government has been able to address policy challenges in an era of rapid transition. The approach adopted by the government allows decision makers to respond quickly to serious problems with a truncated decision-making process, and then implement the decisions through a more gradual deliberative process. The article examines China’s coal-mining industry reform as an empirical case to illustrate how this governance approach has been used to achieve major policy reform, namely property rights reform for coal mines, while simultaneously maintaining stability, regulating production safety, and stimulating industrial development. The article concludes with a discussion of the broad implications of this pattern for improving the effectiveness of public policy both in and outside China.  相似文献

The main thrust of the scholarship on nationalism has so far been concerned with its origins. But nationalism also has effects. Whether it underpins the nation-building efforts of states, is mobilised by counter-state forces or is used in everyday life, nationalism might implicate a wide range of substantive outcomes, including political regimes, public goods provision, citizenship and immigration laws, and different patterns of conflict. Yet—with a few notable exceptions—the consequences of nationalism have received significantly less scholarly attention. In response, the aim of this Exchange is to create a new dialogue between different strands of scholarship around what we know and do not know about the consequences of nationalism. We organise this Exchange around the following questions: (1) What is nationalism? (2) How can we measure nationalism? (3) What are the consequences of nationalism? Debates about the future of small municipalities in Canada are set against a backdrop of economic, political, and social restructuring processes that have displaced former state investment policies in favour of neoliberal public policy approaches. Small municipalities struggle with outdated financial and governance structures and a provincial public policy agenda that asks them to become more creative, innovative, and “entrepreneurial” in their approach and responsibilities. Drawing upon key informant interviews with eight case studies in British Columbia, Canada, this research examines the tensions between municipal reforms mandated by the provincial government over the past 30 years and commensurate fiscal levers and capacities in place to address these broadening responsibilities for small municipalities in volatile staples-dependent regions. Our findings demonstrate how successive provincial governments have mobilized New Public Management objectives through a host of legislative and regulatory changes that have increased the responsibilities and requirements on local governments without commensurate fiscal or jurisdictional capacity.  相似文献

This paper explores the complex negotiations of racial identity experienced on migration. Working from a series of 48 interviews with racially diverse Israeli immigrants to Toronto, and drawing on literature on the assimilated Canadian-born Jewish population, I contrast the racial histories of Canadian and Israeli Jews – groups whose identities have historically crossed intersections of race, ethnicity and religion. By exploring the participants’ accounts of being differently whitened and blackened in Israel and Toronto, and their own interpretations of and responses to these processes, I expose the spatial contingencies of racial hierarchies, meanings and identifications. I also introduce the under-studied Mizrahi/Sephardi Jewish community – who are demographically prevalent in Israel yet largely unknown in North America, and are subject to complex racial and ethno-cultural tensions in both spaces – into discussions of Canadian Jewishness.  相似文献

In this paper, I present an intensive case study of the development of the National Flood Insurance Program to advance two key arguments. First, the conventional model of adoption of general interest reform neglects an important aspect of political context: whether the relevant policy domain is one with or without “publics.” I argue that in domains without publics the politics of reform will differ substantially from the accepted model. Second, I argue that the type of learning necessary to address a given policy failure matters in reform politics. Instrumental learning is necessary but may not be sufficient for successful general interest reforms. When the social construction of a policy failure is such that many people misconceive of the fundamental purpose of a policy, social learning must take place before instrumental learning can be effective.  相似文献

This article seeks to establish that the 1892 general election marked a major change in the relative positions of the parties in the Unionist alliance. Not only did it reveal the limitations of the Liberal Unionist Party's strategy and appeal in an age of increasingly organised, mass politics, but it also acted as a brake on the ambitions of the new leader of the Liberal Unionists in the house of commons, Joseph Chamberlain. It argues that the Liberal Unionist Party suffered a more severe setback in 1892 than has been recognized hitherto and that Chamberlain's attempts to revive his party both before and after the general election were now prescribed by the reality of the political position in which the party now found itself. Rather than regarding the fluid political circumstances of the 1890s as the outcome of an emerging struggle between increasingly polarised ideologies, it seeks to reinforce the significance of local political circumstances and the efficacy of party management in the growing dominance of Lord Salisbury and Arthur Balfour and the Conservative central organisers.  相似文献

19世纪后半期迅猛发展的美国城市化,使美国社会经济生活出现全方位的变化。同时,人口高度密集的城市环境导致公共卫生问题恶化,出现所谓的卫生危机,从而促发了城市公共卫生改革。此后,在美国城市的环境治理和疫病防治方面都出现系列性变化,城市公共卫生开始走上正轨。在此过程中,政府开始直接干预公共卫生,大众卫生意识得以强化,为美国城市卫生事业留下了宝贵遗产。  相似文献

Australia's new-found post-colonial ‘independence’ in 1901 initially required it to continue to hold on to the apron strings of its colonial master. After World War II, these needs changed, as did the geopolitical power of the leading nations. For Australia, there would be the need to secure its borders, build its labour power, find security arrangements, and adhere to a cold war framework in its geographical region. The USA and the Asian region fell into Australia's sphere of interest. Italy, on the other hand, was a nation of contrasting interests and perspectives. Besides being located in Europe, the post-war period defined Italy by its participation in the concept of a European community and an entirely different set of allies, concerns and trajectories, which made it position itself in a different orbit than that of Australia. Australia's changing economic and social needs required a new and vast migration program in 1947, which would change the dynamics of its relationships. Enter Italy. The two countries now had common destinies in relation to migration—Australia needed people to help build its country, whilst Italy encouraged its impoverished rural population to emigrate to this distant and foreign land.
