A proposed project will take water from an aquifer in the California desert to the coast. Lacking final approvals more than 30 years after it started, the project remains a plan despite sizeable opposition. What is its secret? In this paper, I examine the imaginaries of the underground aquifer underneath the lands of Cadiz Inc, the project proponent. While local theories insist the company is at the centre of a Chinatown conspiracy, I argue that the company stays alive through regulatory alchemy, a term that reveals the magic at the heart of scientific and regulatory approval processes. I examine narratives of the aquifer in environmental compliance and financial reporting in order to reveal how regulatory processes become the conditions of profit-making, building on debates in critical legal geography and political ecology.  相似文献

An environmental assessment of the Canadian Nuclear Fuel Waste Disposal Concept was initiated in 1989. The primary purpose of the assessment is to determine the technical feasibility of burying nuclear-fuel waste deep into the Canadian Shield. If deemed acceptable, a second phase of facility siting will commence. The purpose of this paper is to evaluate the social and political dimensions of nuclear-fuel waste management in Canada. It is contended that nuclear-fuel waste management transcends technical concerns, and that the ultimate success or failure of siting procedures is hinged on social and political acceptability. Data focusing on various facets of a nuclear-fuel waste disposal facility were collected from a sample of residents from three northern Ontario communities. Results demonstrate that there is a strong relationship between facility acceptability, risk perception, and distance from community. On the basis of these findings, it is contended that a regional siting approach needs to be developed and implemented to ensure that concerns over the viability of nuclear power, equity, and trust are incorporated and granted legitimacy in the management of nuclear-fuel waste. Une évaluation environnementale du concept d'élimination des déchets de combustible nucléaire au Canada a débuté en 1989. L'idée première de cette évaluation est de déterminer la faisabilité d'enfouir les déchets de combustible nucléaire dans le Bouclier canadien. Si l'on estime que c'est possible, une deuxième phase dans le choix d'un emplacement d'enfouissement débutera. Le but de cet exposé est d'évaluer les dimensions sociale et politique qu'entraînent la gestion des déchets de combustible nucléaire au Canada. On dit que la gestion des déchets de combustible nucléaire va au-delà des préoccupations techniques et que le succès ou l'échec des procédures de choix d'emplacement dépendent aussi de l'acceptabilité sociale et politique. Les données portant sur différentes facettes d'élimination des déchets de combustible nucléaire ont été recueillies auprès de résidents sélectionnés dans trois communautés du nord de l'Ontario. Les résultats ont montré qu'il existait un lien très fort entre l'acceptabilité des installations, la perception de risque qu'elles entraînaient et la distance qui les en séparait de la communauté. Sur la base de ces constatations, on a avancé, quant au choix d'un emplacement, qu'il fallait envisager une approche sur le plan régional pour assurer qu'en matière de gestion des déchets de combustible nucléaire, on reconnaisse de manière légitime les préoccupations touchant à la viabilité de cette énergie.  相似文献

Risk perceptions are important to the policy process because they inform individuals’ preferences for government management of hazards that affect personal safety, public health, or ecological conditions. Studies of risk in the policy process have often focused on explicating the determinants of risk perceptions for highly salient, high consequence hazards (e.g., nuclear energy). We argue that it is useful to also study more routinely experienced hazards; doing so shows the relevance of risk perceptions in individuals’ daily lives. Our investigation focuses on the impact perceived risk has on citizens’ preferences over hazard management policies (as distinct from identifying risk perception determinants per se). We use a recursive structural equation model to analyze public opinion data measuring attitudes in three distinct issue domains: air pollution, crime, and hazardous waste storage and disposal. We find that citizens utilize perceived risk rationally: greater perceived risk generally produces support for more proactive government to manage potential hazards. This perceived risk–policy response relationship generally holds even though the policy options respondents were asked to consider entailed nontrivial costs to the public. The exception seems to be when individuals know less about the substantive issue domain.  相似文献

An American geographer and noted international authority on water management problems in Russia and Central Asia presents an account of an expedition, in late 2005 (under the sponsorship of the National Geographic Society) to Kazakhstan and Uzbekistan, focused on the Aral Sea. The steadily drying inland sea, with a surface area of 67,500 km2 in 1960, had split into two parts and shrunk to 17,380 km2 in 2006. The paper provides an up-to-date overview of the crisis and presents an optimistic scenario of the sea's future, noting development of economic activities (particularly fisheries) in its surrounding settlements. Abstract: This paper discusses the productive role of storytelling in community struggles for environmental justice. The individual and collective task of environmental justice storytelling highlights where the politics of pollution intersect with geographical imaginations. Storytelling takes on a productive role in transforming localized and individual emotions and experiences of environmental injustice into public knowledge that is performed in the world. This paper draws on a case study of nuclear waste disposal at Yucca Mountain in Nevada. I focus on how storytelling enacts scenarios of environmental witnessing and transformation that hold together a plurality of presences, absences, action and imagination, past histories and hope for the future.  相似文献

This paper advances the concept of “waste formations” as a way of thinking together processes of race, space, and waste in brownfield redevelopment projects. Defined as formerly industrial and contaminated properties, in the 1990s brownfields emerged as the grounds for new forms of urbanization and an emerging environmental remediation industry. Through their redevelopment, the twentieth century's urban wastelands—environmentally degraded, economically divested, and often racially marked—have become sites of investment, resignification, and value formation. The concept of waste formations provides a critical framework on the ways these socio‐ecological transformations rework twentieth century urban inequalities—in particular, the articulation of waste and toxic waste—and the ways they produce new geographies of environmental injustice through the displacement of toxic waste to newly waste‐able spaces. This paper develops an analytic of waste formations and applies it to the process of brownfield redevelopment at the Hunters Point Shipyard in southeast San Francisco.  相似文献

Abstract: This article focuses on debates over the place and value of waste and waste scavengers in Buenos Aires during and following the economic crisis of 2002 in order to consider how waste functions as a fundamental category for organizing social space. I argue that conceptualizations of waste as both zero value and “matter out of place” need to be combined with a recognition of the commodity potential of waste in order to better understand how waste works to constitute social structures and space. I demonstrate that while the displacement of waste and waste scavengers associated with the crisis opened a space for the transformation of established social relations, in ongoing negotiations, waste continues to be defined as that which belongs elsewhere and is of no value, reinforcing the marginalization of garbage scavengers.  相似文献

Government reliance on voluntary programs represents a significant shift in public policy: moving from command and control regulations to market based mechanisms. This article explores the determinants of Voluntary Remediation Programs (VRPs) in the American States. During the 1980s and 1990s, 44 states adopted VRPs to facilitate remediation of existing hazardous waste sites. Relying on diffusion of innovation theory, I develop a model of state policy adoption that explores the influence of internal state political and economic factors, as well as testing the influence of regional and top‐down diffusion forces. I utilize a discrete‐time event history approach to test this model. The results indicate that state policymaking is responsive to interest group pressure and the pace of cleanup at hazardous waste sites. Additionally, state policymaking is consistently influenced by the actions of surrounding state governments; the probability of adopting a voluntary program increases if surrounding states have already developed these policies.  相似文献
