We analyze the response of municipalities to the occurrence of natural disasters in terms of spending behavior, use of upper-tier transfers and recovery, using balance sheet data of about 8,000 Italian municipalities for the period 2000–2015, and the universe of earthquakes events. We find evidence of increasing expenditure for about 12 years after the shocks, with asymmetric responses between earthquake-related and unconditional grants, and heterogeneous flypaper effects across the country. While in northern municipalities expenditure tends to regress to pre-earthquake levels, southern municipalities stick to higher expenditure levels when grants drop. This evidence is coupled with a faster recovery of private income and housing prices in northern municipalities.  相似文献

During the past decade, numerous congressional bills and amendments have attempted to curtail lobbying by nonprofit organizations that receive federal grants. These policy efforts grow out of an assumption that federal funds are encouraging advocacy at levels that are excessive and encourage additional government spending. Using survey data on more than 700 organizations based in Washington, DC, this article tests this assumption. The data show that for the most part, organizations receiving federal grants and contracts lobby no more frequently than similar organizations that do not receive such benefits. The exception is contacting federal agencies, which charitable organizations receiving federal funds do slightly more often than similar organizations without such funds. A multivariate analysis assesses federal funding together with other variables theorized to affect lobbying—federal tax status, resource levels, and the nature of the lobbying issue—confirming that while these other variables affect lobbying levels, federal funding does not.  相似文献

The distribution of State Homeland Security Grants has been characterized as pork barrel spending, where political considerations and not terrorism risk are determining the allocation each state receives. Using revealed preference analysis, we test this claim. From 2004 to 2006, measures of terrorism risk are found to be positive determinants of funding while measures of political influence and party affiliation of elected officials show no positive relationship with grant funding. These results are not compatible with the assertion that funding is distributed due to political factors.  相似文献

Historical maps have the potential to aid archaeological investigations into the persistence of Native American settlements during the mid-19th century, a time when many Native communities disappear from archaeological view. Focusing on Tomales Bay in central California, we evaluate the usefulness of historical maps as a way to discover and interpret archaeological deposits dating to the period, with the aim of better understanding indigenous patterns of residence at the transition from missionary to settler colonialism. In particular, we focus on diseños and plats created to document Mexican-era land grants as well as early maps produced by the General Land Office and United States Coast Survey. Although we note inconsistencies regarding the inclusion of indigenous settlements on historical maps, our case study offers an example of how archaeologists can employ historical maps and targeted archaeological ground-truthing to discover sites that are poorly represented in the historical and archaeological records.  相似文献

In the aftermath of the war of expansion against Mexico, the United States undertook a lengthy adjudication process of Spanish and Mexican property claims throughout the newly acquired territory. In New Mexico, nearly all Spanish and Mexican community land grants were either rejected by U.S. courts or were acquired by commercial interests during a period of intense land speculation. In addition to legal explanations of dispossession, most historical land grant research has emphasized the role of commercial speculators in the dispossession of land grants. The Santa Fe Ring, a loose affiliation of lawyers, politicians, federal and territorial officials and commercial investors, became a potent political and economic force in New Mexico during the 19th century. This article explores the adjudication and speculation histories of two Mexican property claims: the Petaca and Town of Vallecito de Lovato. The dearth of historical knowledge of the practices and tactics of land dispossession in specific New Mexico land grants continues to obscure the full story of U.S. territorial expansion and the history of the transformation in property relations. This article sheds new light on the extent and intensity of commercial speculation and the contribution of those efforts to undermine legitimate claims.  相似文献

During New Spain's early colonial period, the Crown pursued a seemingly contradictory policy of exploiting and protecting its indigenous subjects. On a continuum of possible responses, many indigenous peoples chose to appeal to the Crown to defend their interests against arbitrary abuse by Spanish settlers. Based on early colonial-period documents, this article focuses on the case of Huaquechula, a town with deep prehispanic roots in the fertile Valley of Altixco, to describe its attempts to fend off land encroachment and excessive demands for labor. It is suggested that, by using rhetorical strategies that resonated with the Crown, in conjunction with a combination of characteristics specific to it, Huaquechula's attempts were relatively successful.  相似文献

Cartographic visualization of past changes in ownership and management of real estate provides a basis for historical research, decision-making, and political discourse. Surveys associated with land title deeds represent unique and legally valid geographic records of historical boundaries, including those of some Spanish-Mexican land grants in the American Southwest that are currently administrative subdivisions of state. Accurate representation of land grant boundaries that were surveyed during the nineteenth century is problematic due to imprecise instrumentation, error of record, and uncertainty in landmark location. This study assesses the utility of coordinate points from US Bureau of Land Management (BLM) “brass-cap” monuments (cadastral points) for cartographic reconstruction of three New Mexico land grant surveys that exhibit distinct geographic characteristics. Findings reveal discrepancies with respect to land ownership maps produced by the BLM and provide insight to decisions made during surveying. These reconstructed boundaries are also compared to boundary maps produced by the BLM, based on comparisons with the original surveys and relative to known boundary markers. This study highlights the practical importance and potential scholarly applications of reconstructing geographic boundaries of politically active community land grants in a contemporary context.  相似文献

A former high-ranking Russian Ministry of Finance official examines the consequences of financial support extended to regions by the Russian Federation government during the global financial crisis in 2008-2010, for the purpose of exploring its potential impact on the regions' financial health in 2011-2012. The paper is structured around an analysis of the three major dimensions of that support: (1) legal and administrative actions undertaken at the federal level to reduce financial pressure on the regions; (2) increased issuance of intergovernmental fiscal grants in 2009; and (3) loans granted to the regions from the federal budget. The author argues that the financial crisis has provided a "stress test" that is useful in assessing the efficiency and flexibility of the Russian system of fiscal federalism.  相似文献

This article examines social, economic, and political factors influencing the distribution of resources to local governments under the EPA Brownfields Program, an innovative federal effort to encourage the remediation and redevelopment of contaminated properties. Signed into law in 2002, the Small Business Liability Relief and Brownfields Revitalization Act provided the program with a congressional mandate, new tools to promote reuse such as liability protections, and increased funding up to a level of $250 million per year. This article contributes to research on environmental regulatory reform with an analysis of successful and unsuccessful local government applicants for EPA Brownfields Program support between 2003 and 2007. Building on prior research, we develop a series of expectations and an empirical model, and estimate the influence of program priorities, government and civic capacity, interest group pressures, and institutional politics. Results point to significant relationships between program priorities and award patterns. Contrary both to EPA's explicit commitments to equity and to analysis of pre-2003 award patterns, however, we find negative correlations between the proportions of local populations that are nonwhite or low-income and the likelihood of receiving an award. In addition, better-resourced governments and several dimensions of political representation show strong associations with the likelihood of winning awards. This article asks whether the Reagan Executive Order (EO) 12372 matters for intergovernmental fiscal relations today. To address this question, federal grant receipts from programs that are, and programs that are not, covered by EO 12372 are compared by examining the differential effects of political and local administrative capacity on each. Grant receipts are examined by coding federal grant award data from 1993 to 2003 using Catalog of Federal Domestic Assistance reference numbers. In the case state, Kentucky, Area Development Districts are the regional functionaries for the state single point of contact clearinghouse, by virtue of which status they review proposals for federal funding originating in, or affecting, their districts. Since federal award decisions take clearinghouse information into account on grant programs covered by EO 12372, differences in the effects of local capacity on receipt of grants covered and not covered by the EO are expected. Methodology used in this post‐only analysis is pooled cross‐sectional time series analysis with panel corrected standard errors. Results focus attention on the differential effects of government administrative and political capacity as they apply to federal grants covered, and not covered, by the EO.  相似文献
