Inventing is an important prerequisite for industrial economies to remain technologically competitive. Yet it is not well known how inventive companies of domestic or foreign ownership can affect a nation's technological base and, ultimately, its spatial-economic system. The present study examines this relationship in Canada by investigating the performance of its indigenous and foreign-owned inventive companies at the national, subnational, and urban levels. The results indicate that: (1) Canada's indigenous inventive companies are distinct from their foreign-owned counterparts in that they are generally smaller, are more apt to have teams of inventors, are more likely to develop product inventions, have come to manage a greater share of this nation's inventions, and are increasing their role in key Canadian industries; and (2) geographically, Canada's two largest cities and its core region were adversely affected by the declining inventiveness of American-controlled companies during the 1980s. L'esprit ?invention est une nécessité pour que les économies industrielles restent en conditions de concurrence technologique. Cependant, on connaît très peu de la manière que les entreprises inventives de propriété domestique ou étrangère affectent la base technologique ?un pays et, enfin, affectent son système spatio-écono-mique. La présente étude considère ces rapports au Canada au niveau national, sous-national et local, en exminant les performances des entreprises inventives indigènes et étrangères. Les résultats indiquent (1) qu'au Canada les entreprises indigènes et inventives diffèrent de leurs analogues étrangers: en général elles sont plus petites, ont plus tendance à consister en équipes ?inven-teurs, sont plus susceptibles de développer les inventions produites, produisent une plus grande part des inventions canadiennes, et sont en train ?augmenter leur rôle dans les industries canadiennes; et (2) que le déclin de ?esprit ?invention dans les entreprises dirigées par les américains a affecté défavorablement les deux villes les plus grandes au Canada, ainsi que la partie centrale du pays, pendant les années 1980. As social and cultural contexts change and globalization spreads, the number of transnational-marriage migrants mainly from Southeast Asia has increased in Taiwan. Using institutional ethnography, this article investigates the roles of local non-governmental organizations (NGOs) and projects aimed at helping foreign spouses to adapt to their new life. I mainly elaborate that NGOs emerge as important actors in assisting and empowering transnational spouses to ‘become locals’. In empowerment projects, foreign spouses are given a voice to elaborate themselves. However, this article elaborates that these projects are a scheme of education to shape each such migrant into a proper ‘Taiwanese wife/mother/daughter-in-law’. Also, these projects particularly promote ‘exoticism’ of migrants and become key sources of how local people understand the images of ‘foreign spouses’. As a result, though NGOs play positive roles in empowering foreign spouses, we need to be aware that NGOs’ efforts may ironically become a mechanism to strengthen transnational spouses’ gender roles and cultural stereotypes.  相似文献

ABSTRACT

The Brexit vote will fundamentally transform the European Union (EU) and will change how the UK relates to Europe and the rest of the world. What are the implications for Australia at this critical juncture? The UK has been a major player in the Australia–EU relationship, and Australia will now need to recalibrate its approach to both the UK and the EU across a range of policy areas. This article examines the future of Australia–UK and Australia–EU relations in the wake of Brexit, and assesses Australia’s options going forward. The authors advance three considerations. Firstly, Australia’s national interests are best served by adopting a pragmatic rather than nostalgic approach towards future relations with the UK and the EU. Secondly, Australia should avoid pursuing one relationship at the expense of the other and creating a zero-sum dynamic. Finally, Australia’s future strategy must consider broader global developments, such as events within its own region and the US presidency.  相似文献

This article examines how role theory can enhance the middle-power literature in understanding the role preferences of middle powers. Rather than treating it as merely a function of material capability or good international citizenship, this article resituates middle power as a concept of international status that states aim to pursue through the enactment of role conceptions. Thus, it reinstates a conceptual distinction between ‘middle-power status’ and ‘middle-power roles’. The article suggests that the notion of role conceptions can analytically connect the status-seeking behaviour of middle powers with their foreign policy agenda. In so doing, it provides a more nuanced explanation of middle-power behaviour, which might differ between one middle power and another. Using Indonesia and South Korea as case studies of middle power, this article contends that foreign policymakers have strategically conceptualised and enacted several main roles that aim to capture historical experience, as well as ego and alter expectations, in order to pursue middle-power status. These role conceptions determine the foreign policy agenda of states in articulating their middle-power status.  相似文献

This essay examines the transnational activities of National Socialist experts, focusing on the endeavours of the burgomaster of Stuttgart, Karl Strölin. In 1938, Strölin became president of the International Federation for Housing and Town Planning (IFHTP), one of the most distinguished international expert institutions for European and North American urban planning. The article discusses his belief that promoting an international convention on the protection of urban populations would contribute to German diplomacy in the initial period of the Second World War. Then it investigates the IFHTP president’s efforts to transform his institution into an outlet for National Socialist ideas against the background of the German advance through Europe. A final section deals with Strölin’s attempts to transform the IFHTP into a forum for evaluating urban reconstruction policies in the last year of the war. This biographical study shows how it was possible to juggle the logics and expectations of seemingly contradictory spatial and political realms during and after World War II. National socialist politics and ideology exacerbated the tensions between local, national and international affiliations, but at the same time never fully permeated the mechanisms of expert internationalism. By revealing how Strölin navigated between local ambitions, the demands of domestic foreign policy and the ethics of expert internationalism in three markedly different projects, this essay contributes to a growing body of scholarship on the cross-border activities of National Socialist professionals in (occupied) Europe.  相似文献

Scholars of Canadian politics have noted that the Prime Minister plays a dominant role in shaping domestic and foreign policy. This article examines the role of the Prime Minister in shaping Canadian foreign policy toward Israel since 1993 and shows the central role that the Prime Minister has played on this issue. It specifically argues that Stephen Harper produced a noticeable pro-Israel shift in Canada’s policy and moved Canada away from the multilateralist approach pursued by Jean Chrétien and, to a lesser extent, Paul Martin. But this article also argues that Justin Trudeau has so far embraced a policy that largely reinforces the approach of Harper rather than rejecting it. Thus, one practical implication of the dominant role of the Prime Minister in shaping Canada’s policy toward Israel is that Canada has become more one-sided in its support of Israel in the past two decades.  相似文献

This article draws on recent research and policy developments to make a case for considering international students as an important component of Australian foreign relations. It links historical and contemporary Australian experiences of international students, especially in the Colombo Plan and New Colombo Plan, to the field of public diplomacy, and sets an agenda for further research in this direction. It highlights the need to recover student voices and to be sensitive to the emergence of everyday or ‘vernacular’ internationalism, as a phenomenon of international students visiting, traveling and otherwise encountering different groups of Australians. It suggests a need to take up anew this form of inquiry for both earlier postwar student experiences and the post-1980s period, in which international students’ voices are frequently silenced by debates over commodification, funding needs, and neo-liberal economics.  相似文献

Despite international pressure to condemn North Korea (DPRK), China’s successive leaderships have dealt carefully with Pyongyang, especially vis-à-vis its nuclear weapons program. This moderate stance reflects the two countries’ decades-long relationship, summarised in the Chinese idiom that Pyongyang and Beijing are “as close as lips and teeth”. Nevertheless, the DPRK’s third nuclear test in February 2013 raised enormous challenges for the new Xi Jinping leadership to maintain the previous DPRK policy focused on the status quo and stability on the Korean Peninsula. China’s attitudes and policies towards the DPRK after the provocative third test signified a possible reorientation of Beijing’s DPRK policy. This generated repercussions in the countries concerned and prompted debates among experts. This article asks how these events should be understood and what their implications are for the Xi leadership’s policy on the DPRK, the stability of the Korean Peninsula, and Northeast Asia. Given China’s competitive relations with other major powers, we conclude that the Xi leadership will not abandon the DPRK; indeed it will reinforce the policy of strengthening China’s influence over it. Nonetheless one aspect of doing so will involve China opening up to other – cooperative, multilateral – approaches to reinforcing stability on the Korean Peninsula and in Northeast Asia.  相似文献

The Australian Journal of Political Science (AJPS) has evolved from a publication that deliberately relegated articles in international relations (IR) to a secondary status to one that has defined and encouraged leading-edge contributions to that field. This development can be attributed to successive AJPS editorial teams’ realisation that contemporary political problems are increasingly interconnected and that emerging approaches to IR reflect this condition. Several recent and key IR debates that have emerged within the journal’s pages are assigned special attention here: the linking of Australia’s domestic politics to that country’s foreign policy interests and behaviour; in-depth discussions that relate to ongoing trends in the international political economy; critical analysis of national defence and regional security postures; and diverse theoretical perspectives that are increasingly shaping the IR field’s paradigmatic identity. It is concluded that the AJPS is now a leading source of IR thought and discourse.  相似文献

Both Canada and the United States have “pivoted” toward Asia in their foreign policy over the past decade, although emphases in those pivots differed between the two countries. The former focuses on an economic pivot initially, the latter on a security one. What factors explain these shifts? What was the magnitude of policy change by both? Utilizing some important theoretical works by Charles Hermann, we discuss the factors that appear to have brought about this policy change toward Asia, outline the actions and activities that both countries have initiated toward Asia in the past decade to illustrate the type and magnitude of policy change that has occurred, and compare some areas of political, economic, and military similarities between Canada and the United States toward this region. Finally, we assess the likely future of these pivots to Asia in light of the change in political leadership within both nations.  相似文献
