To what extent do mining environmental assessments in British Columbia (BC) consider gendered impacts? How are they considered? And how are these considerations shaped during the environmental assessment process? To answer these questions we undertook a systematic review of all completed BC mining environmental assessments between 1995 and 2019 (n = 37). Through a careful reading of documentation archived in the BC Environmental Assessment Office registry, we found that 60% of projects did not consider the gendered impacts of mining development; the remaining 40% of projects inconsistently assessed gendered impacts. While noting an increase in gender considerations in environmental assessments since 1995, also quantified in our results is what has not changed. Even where gender is considered, the assessments often collapse this concern into one of “women's issues,” obscuring intersectional impacts and downplaying violence along racialized and gender diverse lines, including those experienced by Indigenous women, children, two-spirit, trans, queer and non-binary people. Environmental assessment is a regulatory tool designed to adjudicate the impacts of mining projects, yet our results lead us to conclude that it is also a tool of environmental injustice, compounding and further sedimenting heteropatriarchal and racialized patterns produced through generations of settler colonial resource extraction in BC.  相似文献

Debates about the future of small municipalities in Canada are set against a backdrop of economic, political, and social restructuring processes that have displaced former state investment policies in favour of neoliberal public policy approaches. Small municipalities struggle with outdated financial and governance structures and a provincial public policy agenda that asks them to become more creative, innovative, and “entrepreneurial” in their approach and responsibilities. Drawing upon key informant interviews with eight case studies in British Columbia, Canada, this research examines the tensions between municipal reforms mandated by the provincial government over the past 30 years and commensurate fiscal levers and capacities in place to address these broadening responsibilities for small municipalities in volatile staples-dependent regions. Our findings demonstrate how successive provincial governments have mobilized New Public Management objectives through a host of legislative and regulatory changes that have increased the responsibilities and requirements on local governments without commensurate fiscal or jurisdictional capacity.  相似文献

Monitoring is deemed crucial for the incentivization of a decentralized organization, but its function relies on information transparency between the central authority and the delegated individuals. We test this hypothesis by considering changes in the fiscal behavior of Chinese county governments following an exogenous fiscal reform in 2004/2005 that removed information obstacles between provinces and counties. Employing data on 590 Chinese counties from 2000 to 2009, we find that counties in the reform provinces adopt a more proactive fiscal policy after the reform, suggesting that they become more incentivized in the political competition for economic growth. Such effects are stronger in counties with fewer competing peers and counties with either high or low ranks in the records of economic growth among peers. The increase in counties' productive spending leads to higher economic growth in later years.  相似文献

The Cook Islands Government spends more than 40 per cent of gross domestic product (GDP). Its tax revenue is capped at 25 per cent of GDP under a 1998 austerity package agreed with its creditors New Zealand, Nauru and the Asian Development Bank. Non-tax revenue is 5 per cent of GDP, and external aid fills the resulting gap. This recently renewed reliance on aid contrasts sharply with the strong performance of the economy’s private sector, driven by a booming tourism industry, which has pushed the balance of payments into a huge surplus and raises important questions about the allocation of the gains from growth.  相似文献

With tight budgets and hyper‐partisan interactions within and between the states and federal government, attention is being paid to the implementation of federal programs. This is particularly important because, as the recently implemented American Recovery and Reinvestment Act suggests, state administrators are often the implementers of federal policy. This study integrates the fiscal federalism literature with that on implementation and bureaucratic response to examine the effect that within‐state factors have on the degree of performance goal achievement in federally funded, state implemented programs. The findings suggest that, when implementing federal programs, state administrators face conflicting political incentive structures and policy‐specific capacity and capability deficits that influence their motivation and ability to achieve performance goals.  相似文献

In Scotland, the shooting industry has a significant impact on the economy, the environment and rural communities. However, styles of land management vary widely, and this is likely to have an effect on the benefits of shooting management. Here we construct a typology of management models, and test its utility in explaining economic benefits. Based on semi-structured interviews with 24 stakeholders representing 28 estates, three management models were defined: ‘Commercial Shooting Estates’ (CSE), ‘Non-commercial Shooting Estates’ (NSE) and ‘Diversified Estates’ (DE). DEs are differentiated from the other models as forestry, farming or biodiversity conservation, rather than shooting, is the main management objective. CSE and NSE are differentiated based on the degree of commercialisation of the shooting: CSEs let almost all of their shooting whereas NSEs do not let any shooting. Were the typology to be applied to a wider, systematic sample of estates, other factors may become more clearly differentiated. We found little variation between the three models in terms of spending and employment directly related to shooting activities. This study presents a typology of shooting management models that can be used to help identify pathways towards a new social contract between Scottish society and its landowners and managers.  相似文献

A noted European economist argues that the Russian economy and its post-2000 growth have been heavily dependent on natural resources, especially hydrocarbons, and are bound to remain so for some time to come. Given that many economists have come to view rich natural resource endowments as a "curse" that undermines development, the question arises as to whether Russian economic development is doomed. The author argues that while the challenges posed by resource dependence are serious, they can be overcome, or at least substantially mitigated, if accompanied by the right economic policies as the examples of Australia, Canada, and the Scandinavian countries demonstrate. He analyzes what these economic policies are for Russia, and how to set up Russian economic and political conditions to facilitate their implementation. Historical park visitation and weather data, taken at the daily time scale from 2000 to 2009 for Pinery Provincial Park in southern Ontario (Canada), were analysed as an objective measure of the weather sensitivity, temperature thresholds, and potential impacts of projected climate change for park visitation. Three seasonal weather-visitation models were constructed using multivariable linear regression (peak, shoulder, off-season). To account for both natural and institutional seasonality, the weather-visitation models included both climatic (temperature, precipitation) and social (weekends, holidays) variables, which demonstrated equably comparable effects on visitation across the three models. Critical temperature thresholds were identified for each season using one-way analysis of variance to determine the range of temperatures within which the threshold was evident; the specific degree of temperature associated with the threshold was identified within the seasonal regression models. Temperatures over 33 °C during the peak season and over 29 °C during the shoulder season indicated critical thresholds at which point conditions that were ‘too hot’ for some caused a decline in visitation. Furthermore, temperatures below 11 °C indicated another critical threshold, where conditions were ‘too cold’ for most and therefore park visitation was less sensitive to temperature variability below this threshold. A partial sensitivity analysis for the impact of a warmer, wetter climate on park visitation was conducted, illustrating the effect of a 1 °C to 5 °C warming in maximum temperatures, coupled with a 5% to 15% increase in total precipitation. In response to projected climate change, the weather-visitation models suggested that for each additional degree of warming experienced, despite the negative effects of increasing precipitation and more frequent heat extremes, annual park visitation could increase by 3.1%, annually. The projected increase in park visitation as a result of rising temperatures was mainly associated with shoulder season visitation, with only minor increases in peak season visitation.  相似文献
