Enclaves in tourism: producing and governing exclusive spaces for tourism
Abstract

Exclusively planned tourism destinations, such as all-inclusive resorts, gated resort communities, private cruise liner-owned islands and privatized beaches, have increased over the last few decades. Researchers have analyzed these kinds of tourism environments as enclaves, which are typically driven by external forces and actors, strongly supported by globalization and the current neoliberal market economy. Existing research shows that tourism enclaves are characterized by active border-making, power issues and material and/or symbolic separation from the surrounding socio-cultural realities, leading to weak linkages with host communities and the local economy. Tourism enclaves involve power inequalities, injustices and unsustainable practices that often have serious negative impacts on local socio-economic development. The articles of the special issue focus on tourism enclaves in different theoretical and geographical contexts and they contribute to our understanding of how these exclusive spaces are created and transformed and how they shape places and place identities. The individual research articles are contextualized and discussed with the key theoretical perspectives and empirical findings on tourism enclaves. Future research needs include analysis of linkages and flows of labor, goods, ideas and capital in different scales; policymaking, planning and regulations; environmental impacts; and locals’ land and resource access in the respect of bordering, privatization and land grabbing. By focusing on these topics, the tourism industry could be guided towards more responsible and sustainable development path.

Despite their theoretical and political potential, recent debates on enclosure usually lack an effective consideration of how space is mobilized in the process of dispossession. This article connects the analysis of enclosure's general spatial rationality to a range of illustrations of its particular formations and procedures. Enclosure is understood as one of capitalism's “universal territorial equivalents”, a polymorphous technique with variegated expressions in time but also with a consistent logic that uses the spatial erosion of the commons to subsume non‐commodified, self‐managed social spaces. In response to the ever‐changing nature of commoning, successive regimes of enclosure reshape the morphologies of deprivation and their articulation to other state and market apparatuses in order to meet shifting strategies of capital accumulation and social reproduction. Through a spatially nuanced account of these phenomena, I outline a tentative genealogy of enclosure formations that allows tracking diverse geographies of dispossession across different scales and regulatory contexts in various historical stages of capitalist development.

Enclosed, controlled environments, stretching from sites of luxury consumption to urban food production, are proliferating in cities around the world, utilising increasingly advanced techniques for (re)creating and optimising microclimatic conditions for different purposes. However, the role of automated control systems—to filter, reprocess and reassemble atmospheric and metabolic flows with growing precision—remains under-researched. In this article, we explore the phenomenon of automated environmental control at three sites in the UK city of Sheffield: a botanical glasshouse, a luxury hotel and a university plant growth research lab. In doing so, we first show how controlled environments are constituted through specific relations between the inside and outside, which are embedded in inherently political urban contexts and processes. Second, we identify the technical and ecological tensions and limits of indoor environmental control at each site which limit the scope of automation, and the considerable amount of hidden labour and energy required to maintain and restabilise desired conditions. Drawing on these more established examples of ecological interiorisation in a key moment of transition, we raise urgent questions for critical urban and environmental geographers about the possible futures of controlled environments, their practical or selective scalability, and who and what will be left “outside”, when they are emerging as a strategic form of urban adaptation and immunisation in the face of converging ecological pressures.

Abstract

This paper reviews the role of maps in the assessment of rates levied for the relief of poverty in nineteenth‐century England and Wales and examines the relationships between tithe maps and parochial assessment maps both in general terms and with specific reference to Poor Law unions in the county of Kent. An appendix lists 207 parochial assessment maps made in connection with the levy of poor rates which are extant in the public archives and libraries of England and Wales. Other ‘lost’ examples of this genre awaiting discovery in parish churches and vestries will undoubtedly add to this small but important constituent of the corpus of English and Welsh cadastral maps.

This paper explores the ways in which the affective and material dimensions of the commons come together to produce commoner subjectivities. Threats of enclosure can draw attention to the ways in which subjectivity reproduction is dependent on an environment which enables embodied acts of care. Using the example of the East Otago Taiāpure and Waikouaiti Mātaitai, a form of customary fisheries management in New Zealand, this paper illustrates the limitations of the institutionalised commons in its capacity to create an effective caring and protective space. Historical colonial transformation of the landscape and contemporary industrial activities have resulted in an “ecological enclosure” of the area, threatening the health of the ecosystem and its ability to encourage Māori subjectivities, specifically, kaitiakitanga, a relational responsibility to care for the physical and social environment.

Abstract: This paper poses theoretical and empirical questions to the resurgent litera‐ture on primitive accumulation in critical political economy. The first section outlines the different understandings of capitalism, and of its relationship to primitive accumulation, in the literature, and argues that they complicate efforts to identify instances of primitive accumulation. The second section examines the history of frontier agricultural expansion in Southeast Asia to critique the literature's assumptions about who carries out, and who resists, primitive accumulation. The third section draws on work on Southeast Asian political economy to show that the literature pays insufficient attention to the institutions that govern capitalist social relations. The paper argues that these questions of agency, governance, and the nature of capitalism need to be answered in order to make effective use of the concept of primitive accumulation and to distinguish it from cognate concepts like enclosure and commodification.
