ABSTRACT

Ethnic neighborhood tourism (ENT) has the potential to not only alter the identity of the ethnic landscape but to also influence the distribution of power and economic benefits from tourism between ethnic groups. Such unequal distribution may foster divergent attitudes toward tourism between minority residents whose culture is at the center of ENT and those of the majority population whose cultural heritage is being overshadowed. With this in mind, this study compared the relationship between Japanese and Brazilian residents’ perceived empowerment from tourism and their attitudes toward tourism development in the ENT destination of Oizumi, Japan. Results revealed that even though the Brazilians perceived themselves to be more psychologically and socially empowered from ENT, the perceptions of empowerment among the Japanese were slightly better predictors of support for tourism and Japanese residents’ perceptions of tourism's contributions within the community. The findings suggest the importance of sociocultural determinants of resident attitudes especially among those who do not perceive economic benefits from tourism. The study also indicates the appropriateness of combining social exchange theory with more holistic theories to capture the complexities influencing resident attitudes toward tourism.  相似文献

The aim of this article is to analyse and discuss the development of performative spaces in public libraries from a cultural policy perspective. First, a framework of three concepts of culture, 1.0–3.0, is used as a tool to analyse the overall development of public libraries. Against this background, we introduce the notion of performative spaces in public libraries by highlighting Nordic examples. The tendency can also be seen on a broader level in European and North American libraries, where a ‘performative turn’ can be seen as the relationship between the library and its users, especially the younger ‘digital natives’. The rationales behind the emergence of performative spaces in public libraries are analysed and discussed: democratisation, empowerment and economic impact. This article concludes that the performative spaces are legitimized by multiple rationales in the same way as cultural policies and cultural institutions are legitimised today.  相似文献

A major dilemma in Gender and Development (GAD) work is why it is that sometimes women may feel better off colluding with gendered structures that ensure their continued subordination rather than seeking approaches that will allow them to break free of this. Kandiyoti (1988 Gender and Society 2 274–90) has identified this apparent collusion as 'patriarchal bargains', which offer women greater advantages than they perceive can be achieved by challenging the prevailing order. Such women are therefore reluctant to engage in empowering activities that may challenge their gendered bargain. This paper explains this dilemma in the context of GAD work undertaken with Bedouin women in Southern Egypt.  相似文献

The participation of children and young people in decisions that affect them is now mainstream in social and public policy in the UK. Yet for many young people formal participation opportunities are abstracted from everyday lives and concerns. Children may not feel empowered despite the existence of formal structures for participation. This raises questions about how ‘spaces’ for participation are constructed. This paper critiques prevailing models of participation in formal structures and instead, argues for the need to rethink children's participation as a more diverse set of social processes rooted in everyday environments and interactions.  相似文献

The extension of information and communication technologies is purported to provide great opportunities for women, with the potential for empowerment and feminist activism. This paper contributes to the debate about women and cyberspace through a focus on the role of the internet in the lives of a group of technologically proficient, socially advantaged white heterosexual new mothers. The internet played a central role in providing virtual social support and alternative information sources which increased these women's real sense of empowerment in the transition to motherhood. Simultaneously, however, very traditional stereotypes of mothering and gender roles persisted. A paradox is evident whereby the internet was both liberating and constraining: it played an important social role for some women while at the same time it encouraged restrictive and unequal gender stereotypes in this particular community of practice. An examination of new virtual parenting spaces therefore has a contribution to make in understanding changing parenting practices in the new millennium.  相似文献

Based on Danish experiences the article discusses the increasing role that the discourse of “quality” is playing in cultural policy. Throughout the 1990s, from the general cultural debate, this discourse has spread to more instrumental considerations and practices in the field of cultural policy. The article presents this process in a historical perspective and characterises the present tendency towards a technocratisation of the discourse of quality under the auspices of New Public Management and the general trend in modern state policy towards instrumentalising all societal resources in the global economic competition. Opposing this line of development, it is argued that “quality” could serve as a progressive, non‐instrumentalist discourse if it is defined in relation to a modernised understanding of the “rational core” of the cultural policy tradition of the Nordic countries. In this perspective, the article suggests a contextualisation of the concept of quality and possible ways of implementing the discourse in practical cultural policy.  相似文献

Digital surveillance and securitisation technologies are becoming an increasingly ubiquitous part of everyday lives. Constellations of hand-held devices, smartphone applications and partnerships between police, the security industry and civil society shift responsibility for preventing and recording risk and crimes onto citizens. This development suggests substantial changes to the relationship between state and citizens and is likely to have profound effects on socio-spatial relationships and experiences in place. Until this point, geographers have demonstrated little engagement with these developments. This provocation focuses on particular strengths of theoretical and empirical research traditions in social and cultural geography to suggest ways in which the discipline might constructively engage with the digitisation of citizens’ securitisation practices. It foregrounds four areas in which empirical work on digitally inflected surveillance and securitisation practices will enable a rethinking of key geographical concepts in ways that will further the conceptualisation of digital technology and security. The provocation calls on social and cultural geographers to be mindful of the potential of grassroots securitisation to empower disfranchised communities while considering that these technologies and cognate policies might facilitate the further hollowing out of the state under ongoing processes of neoliberalisation.  相似文献

Women's empowerment, the ability of a woman to make her own decisions and shape her own life, is a common goal for nongovernmental organizations (NGOs) operating under the gender and development framework. This article examines the way that one NGO, Topu Honis Shelter Home, in Oecussi, Timor-Leste, facilitates the empowerment of its young women members and challenges gender norms in a patriarchal society. In doing six months of participant observation research at Topu Honis and semi-structured interviews, I discerned four sources of empowerment, which are explored in this article: (1) gender equality, (2) education, (3) agency and confidence, and (4) cultural preservation. The primary finding of this research is the suggestion that cultural preservation can be an important resource for empowering women, even in a patriarchal society. At first glance, this may run counter to the dominant western notions of empowerment, but in the case of Topu Honis, key cultural practices are preserved while oppressive gender norms are simultaneously dis-embedded. Development practitioners should explore how preserving and promoting local cultural practices may contribute to development and/or empowerment.  相似文献

Abstract:  Much of the literature on nongovernmental organizations (NGOs) and development suggests that a top-down process is underway which leads to the dispersal of neoliberal ideals. Drawing on 2 years of ethnographic research in Rajasthan, India, this paper examines how a poverty alleviation project "fits" into competitive  and  co-operative socio-economic relations already operating on the ground. It argues that in contradiction to neoliberal notions of empowerment espoused by project policies, both NGOs and their constituents have an interest in establishing and maintaining patronage networks that stabilize relationships of dependency. The paper concludes that neoliberal development projects serve to enable patron–client relationships between NGOs and villagers, and enroll the state in the continuing provision of benefits beyond those planned by the project.  相似文献

The definitions of disability adopted in the UN Convention on the Rights of Persons with Disabilities (CRPD) necessitate an important change in the way disability is assessed and introduce a new idea of justice in relation to persons with disabilities. The article starts by reviewing the various ‘models of disability’ prevailing in the past and the respective ideas of justice underlying them. The charity model, for instance, was rooted in ideas of divine justice and human beneficence, where care for the disabled led in practice to their being segregated from the rest of society, while the medical model saw justice in terms of treatments or compensations for individual pathologies rather than of positive enablement for active living. The CRPD overturns these models and the related conceptions of justice by emphasising society's obligations towards persons with disabilities and, above all, their human right to full inclusion and participation in society. The key concepts are empowerment and capability. In Italy these concepts and this new conception of justice have started to be applied by the Osservatorio nazionale sulla condizione delle persone con disabilità, the body created to monitor the effective application of the CRPD in Italy, and they are included in the two-year action programme on disability, approved by the Italian government in October 2013.  相似文献
