The main thrust of the scholarship on nationalism has so far been concerned with its origins. But nationalism also has effects. Whether it underpins the nation-building efforts of states, is mobilised by counter-state forces or is used in everyday life, nationalism might implicate a wide range of substantive outcomes, including political regimes, public goods provision, citizenship and immigration laws, and different patterns of conflict. Yet—with a few notable exceptions—the consequences of nationalism have received significantly less scholarly attention. In response, the aim of this Exchange is to create a new dialogue between different strands of scholarship around what we know and do not know about the consequences of nationalism. We organise this Exchange around the following questions: (1) What is nationalism? (2) How can we measure nationalism? (3) What are the consequences of nationalism? Most research on urban planning, policy and development only considers legal practices and actors, and treats illegal ones as insignificant anomalies, unable to structurally affect the governance of urban space. However, this approach is inadequate for explaining urban governance in contexts (e.g. several countries in the Global South, the former Soviet bloc and Southern Europe) where illegal practices such as corruption and organized crime infiltration are widespread in many public and economic sectors. This paper addresses the role of illegal actors and practices in urban governance in the Italian context, using urban regime theory as the theoretical frame of reference. The research centres on the analysis of two case studies in the city of Rome (the In-between world investigation of a criminal network that had infiltrated the local administration and shaped several urban policies, and the investigation of episodes of corruption related to the project for the new A.S. Roma soccer stadium). It shows the existence of two shades of ‘grey urban governance’: firstly, the presence of a dark urban regime, centred on a criminal organisation and parallel to the ‘regular’ one; secondly, the use of corruption as a customary practice with which real estate entrepreneurs influence municipal decisions. Overall, this research contributes to moving away from a rhetoric of ‘gentlemanly’ urban capitalism and politics, and suggests the need to revise several aspects of urban regime theory – as well as other approaches to urban governance dynamics in general – in order to incorporate the role of illegal actors and practices.  相似文献

Narratives of the past are created and, in some cases, recreated, through literary works by revealing fragments from past traumas, reinterpreting past events, or focusing on historical events held in the collective memory. In a text dedicated to excavation and memory, Walter Benjamin notes that when approaching one’s personal past, one must proceed like a person digging in the ground, and not be afraid of returning repeatedly to the same matter. This essay argues that Herta Müller uses this method to address the personal and collective Romanian past, creating through her novels a literary remembrance of the past that deeply resonates with the memories of those affected by totalitarian regimes. Never presenting a linear or whole narrative of the past but rather the pieces of a life-narrative puzzle, Müller’s literary world becomes a medium through which the victims of totalitarian regimes can regain control over the narratives of their past.  相似文献

Abstract

The collection of essays introduced in this article contributes to the debate on the commercialization of academic science by shifting the focus from institutional developments meant to foster university technology transfer to the actions of individual scientists. Instead of searching for the origins of the ‘entrepreneurial university,’ this special issue examines the personal involvement of academic physicists, engineers, photographic scientists, and molecular biologists in three types of commercial activity: consulting, patenting, and full-blown business entrepreneurship. The authors investigate how this diverse group of teachers and researchers perceived their institutional and professional environments, their career prospects, the commercial value of their knowledge and reputation, and their ability to exploit these assets. By documenting academic scientists’ response to market opportunities, the articles suggest that, already in the decades around 1900, commercial work was widespread and, in some cases, integral to academics’ teaching and research activity.  相似文献

ABSTRACT. Although alien rule is widely assumed to be illegitimate, nationalist resistance to it varies across time and space. This article explores why there was greater nationalist resistance to Japanese colonial rule in Korea than Taiwan from the turn of the twentieth century to the end of World War II. Resistance to alien rulers requires both a supply of participants in nationalist collective action and a demand for national self‐determination. The article assesses two principal propositions: (1) that the supply of participants increases to the degree that native elites are stripped of their traditional authority and offered few incentives to collaborate; and (2) that the demand for national self‐determination decreases to the degree that alien rule is fair and effective. A comparative analysis of the effects of Japanese alien rule in Taiwan and Korea suggests that nationalist resistance is greater in the earliest phases of occupation, that the greater native elites' opportunities, the weaker the resistance to alien rule; and that the fairer the governance, the weaker the resistance to alien rule.  相似文献

Punctuated equilibrium theory (PET) has reoriented the study of public policy and American politics in particular. In this study, we documented how a policy punctuation that appears to take hold at the macro level of the polity in the form of a policy regime has difficulty penetrating subsystem politics. We drew on subsystems theory, PET, and the latest work on policy regimes to document the resistance of the agriculture subsystem to efforts to add a civil rights dimension to agriculture policy between 1935 and 2006. We concluded that the issue evolution of agricultural support programs, and their insulation from civil rights policy, is a prime example of how subsystems use negative feedback to resist change.  相似文献

Has the centre of gravity of international finance irreversibly started to shift from the Atlantic to the Pacific since the financial debacle of 2007-2008? This article discusses this highly topical question in a historical perspective, by considering previous changes in the balance of power in international finance and the role played by global financial in these changes. Particular attention is paid to the Baring Crisis of 1890, the American Panic of 1907, the financial crisis of July -August 1914, the banking crises of the Great Depression of the 1930s, the financial instability of the early 1970s and the ensuing banking failures, the International Debt Crisis of 1982, and the Japanese Banking Crisis of 1997-8. The article concludes that financial crisis, perhaps surprisingly, did not lead to clear changes in the balance of power in international finance; and that the financial debacle of 2007-8 is unlikely, in the medium-term, to fundamentally alter the current order.  相似文献

In this paper, we analyze the evolution of Russian cultural policy from the end of the Soviet era through the current against the framework of welfare state regimes. The end of the Soviet Union 25 years ago ushered in a decade of liberalization marked by a withdrawal of the state from cultural responsibility and hopes that market demand and private support would emerge to fill in the void. With the latter hampered by the economic hardships of the transition and the loss of philanthropic traditions after more than 70 years of communism, a liberal policy regime did not take firmly hold and has gradually been replaced by a new cultural policy consensus more akin to a conservative welfare regime, marked by a return of the state to a more dominant role with the support of core cultural policy constituencies.  相似文献
