For most of United States history, the police did not intervene in domestic violence. To redress for this history, police departments began implementing mandatory arrest policies in the 1980s. These policies require police to arrest in cases of domestic violence when injuries are present, regardless of victim consent. Drawing on two years of ethnographic research conducted in central Pennsylvania, including participant observation in a domestic violence unit of a police department and interviews with police officers, this paper examines how mandatory arrest policies extend the spatial reach of the state into private space and intimate relationships. Specifically, I argue that the policing of domestic violence positions police officers as neoliberal subjects responsible for mediating abusive relationships on behalf of the state. This paper contributes to geographic research on policing in the private sphere, while also offering a detailed accounting of the mechanics of police practice.  相似文献

There is a wide gap between planning ideology and planning practice in some regimes. In planning practice, contextual differences and traditional practices affect urban spatial configurations and their related societal dimensions, and also influence the legislative and administrative systems that dictate the process and production of the built environment. This is linked to situations where hidden practices and power relations among key actors may limit democratic participation in the planning process and challenge ethical practice. This paper focuses on the emerging traditions of planning practice in Turkey. We argue that by understanding the role(s) of the key actors in the process and investigating approval processes in detail, it can become evident that planning ‘on the ground’ is often tokenistic and circumvented by hegemonic power relations and tactical actions. These latter in turn side-step a requirement for democratic participation and encourage a ‘loosening’ of planning ethics.  相似文献

This article examines the impact of decentralization reforms on improving access to domestic water supply in the rural districts of Kondoa and Kongwa, Tanzania, using a users' and a gender perspective. The article addresses the question whether and to what extent the delivery of gender-sensitive water services to rural households improved after the reforms. Household- and village-level data were obtained through a household survey and qualitative methods. The findings show an increase of the proportion of households using improved sources of domestic water between 2002 and 2011. However, more than half of users still travel over a kilometre and use more than an hour to collect water in the dry season. Despite the increased proportion of women in water management committees, the outcomes of these decentralized arrangements differ for men and women. Overall, the reforms have produced contradictory effects by improving access to water supply for some users, and creating or reinforcing existing inter- and intra-village inequalities.  相似文献

In Germany a common narrative of the First World War could never be established. In the post-1918 period, explanations of Germany's defeat were highly contested between the political factions of the Weimar Republic. The subsequent Nazi tyranny, the Second World War and the Holocaust came – and continue – to overshadow any other event in German history. During the Cold War, the First World War was largely a forgotten conflict. In recent years, the federal government has remained hesitant about embracing the centenary, but countless exhibitions, seminars, books and other media productions have brought this aspect of history back to public attention from late 2013, and with it has come a renewed public debate on war guilt.

This article analyzes the multiscalar relationship between state violence and domestic violence among low-income residents of Cairo, Egypt. To do so, I look at the concept of care and how notions of care are intimately linked with interpretations of violence within daily life. In the accounts of research participants, acts of violence are instances that are understood as lacking regard for the other’s well-being. Violence is juxtaposed against ‘discipline’ and is generally understood as an act of care meant to correct inappropriate behavior. Here, discipline can encompass acts of physical force. Finally, findings show that for low-income Egyptians, the violence of the state not only shapes but also happens simultaneously to violence in the home.  相似文献

State and societal responses to a diverse range of abuses, injustices and exclusions often take the form of providing designated spaces of temporary shelter from the hostility. This introduction to the themed section on Safe Spaces of refuge, shelter and contact outlines the five contributions on such gendered spaces in Australia, Cambodia, England, India and USA. Across the varying rationales and regimes of refuge, shelter and contact, three key themes emerge: the boundary work necessary to carve out safe spaces in a hostile world, the practices within designated safe spaces, and what is achieved in terms of safety and autonomy from gender-based violence.  相似文献

This paper is the outcome of a lecture held at the Institute of Archaeology, University College London. It provides a summary in English of the archaeozoological research work which has been carried out in Central Europe during the last 30 years, with special reference to material from medieval times. It is shown that a thorough zoological analysis of bones from excavations provides much information for historical interpretation. Not only was the ratio of wild and domestic animals or of the different species of interest, but also the age and sex structure of the population by taking the function of the site into consideration. Some observations on animal teeth gave indications of distinctive handicrafts. Cut marks on cervical vertebrae of horse skeletons found as grave goods from early medieval times were considered in connection with beliefs and juridical conceptions of that time.  相似文献

It is believed on the basis of archaeozoological research that the domestic cat appeared in Central Europe during the Roman Period. In Poland, the domestic cat is a common species in medieval deposits. Only a few finds of cat remains of pre‐medieval age have been reported from Poland to date, including several specimens from deposits older than the Roman Period, dated to the pre‐Roman Period and even the Bronze Age. To clarify the earliest history of the domestic cat in Poland, the paper presents a review of the available published cat remains and adds some data about newly discovered remains. Combined methods of morphometry and ancient DNA were applied to enable distinction of wildcats and domestic cats. The domestic cat remains were radiocarbon dated. In six cases of domesticated cat reported in the literature, five were positively taxonomically verified, both by morphology and by genetic analysis, and one was recognised as a European wildcat. According to radiocarbon chronology, the oldest studied find is dated to the fourth–third century bc and represents a wildcat. Only two individuals of domestic cat – skeletons from Łojewo and Sławsko Wielkie, both from Kuyavia region (central‐northern Poland) – represent the Roman Period (first–third century ad ), and they are the oldest confirmed domestic cats in Poland. Based on an analysis of housing projects and homeless encampments in Fresno, California, this paper argues that both anti‐homeless policing and housing provision mutually constrain homeless people's expressions of home, such that struggles over domestic space have become integral to the contemporary politics of US homelessness. In particular, this article asserts that contemporary homelessness policy is marked by a clash between competing visions of home. While housing projects in Fresno are based on a model of privatized and surveilled apartments, people who lived in local encampments often asserted alternative notions of home grounded in community rather than family, mutual care rather than institutional care, and appropriation rather than consumption. Meanwhile, local officials viewed such alternative domestic spaces as non‐homes worthy of destruction. Rather than valorizing domestic struggles above public or institutional struggles, this article seeks to move beyond geographic binaries to more holistically approach the politics of US homelessness.  相似文献
