New industrial innovation policies like smart specialization aim at boosting economic growth by diversification towards more complex and higher value economic activities. This paper proposes a conceptual and analytical framework to support the design and implementation of such policies considering place-specific preconditions, particularly the differentiation of the regional system of innovation and entrepreneurship and the degree of current industrial diversification. The paper expands on the links between these preconditions and the barriers and opportunities for industrial diversification. Consequently, it proposes an archetypical place-based policy framework covering overall policy objectives as well as measures at the level of actors, networks, and the institutional and organizational support structures. 相似文献

This paper advances a measure of knowledge complexity to analyse for Ireland whether more complex knowledge is generated by local or foreign firms. Information on assignees, technological structure and global ownership contained within a recently developed Irish patent database forms the basis for distinguishing between technologies developed by local and nonlocal firms. Thereafter, our knowledge complexity index uses a modified bipartite network to link these technologies to their country of origin, i.e. local or nonlocal. Our results indicate that the most complex technologies tend to be produced in a few diverse regions. Furthermore, the majority of complex knowledge is generated in technology classes where the share of foreign activity is greater than local firms. 相似文献

A noted European economist argues that the Russian economy and its post-2000 growth have been heavily dependent on natural resources, especially hydrocarbons, and are bound to remain so for some time to come. Given that many economists have come to view rich natural resource endowments as a "curse" that undermines development, the question arises as to whether Russian economic development is doomed. The author argues that while the challenges posed by resource dependence are serious, they can be overcome, or at least substantially mitigated, if accompanied by the right economic policies as the examples of Australia, Canada, and the Scandinavian countries demonstrate. He analyzes what these economic policies are for Russia, and how to set up Russian economic and political conditions to facilitate their implementation. This paper examines the experiences of women of colour in geography. An analysis of qualitative, open‐ended questionnaires with women of colour geography faculty and graduate students in North America and Britain suggests that policies and practices within geography departments continue to reflect a pervasive persistence of racialized and gendered inequities in the workplace. There has been relatively little application of theoretical work on race and gender to the minority experience within geography. Some strategies suggested to challenge racialized and gendered barriers that limit women of colour's full participation in geography include a proactive recruitment programme, diversification of the curriculum and development of mentoring. 相似文献

A British economist examines the development of high-technology industrial exports across the emerging Europe region over the past two decades. After arguing that the development of high-technology capabilities is a key component of economic development, he presents an original index of high-technology industrial export performance that is used to describe patterns of high-technology exports across emerging Europe. When these developments are placed in comparative perspective, it becomes evident that although the countries of emerging Europe have made considerable progress in increasing across-product sophistication of exports and in increasing across-product diversification, most have been less successful in improving levels of within-product sophistication. For emerging Europe and other low- to middle-income countries elsewhere, this will remain a key challenge for the future. 相似文献

ABSTRACT This article presents a reconstruction and analysis of the Caldwell Mound located in the central Scioto River valley of southern Ohio. The mound contained a log tomb, at least four burials, and associated funerary objects. Four AMS radiocarbon dates place the Caldwell Mound within the last century BC and first century AD, and the mound contains evidence of practices historically associated with “Adena” and “Hopewell.” Few other records exist from this period in the region despite it experiencing perhaps some of the most dramatic socioreligious transformations in precolumbian North America. This analysis documents early evidence for the diversification and segregation of leadership roles based on the interpretation of three buried individuals. It also demonstrates the utility and efficacy of working with amateur-produced records and collections, even when incomplete, to reconstruct and glean insight from important Woodland period sites. 相似文献

Our study explores research avenues that can help policymakers to assess regional capabilities for ‘green’ economic restructuring. After reviewing the relevant literature, and envisioning research paths which consider both market transactions and externalities, we propose possible ways to translate past research findings into novel statistical tools. Our point of departure is the ‘skill relatedness’ among economic sectors in Norway, as inferred from intersectoral labour flows (years 2008–2014). Then, on the basis of the industrial composition in each of the 161 Norwegian labour market areas, candidate regions that could benefit the most from a ‘green’ restructuring policy, aimed at photovoltaics in our empirical example, are brought forward. 相似文献

Resource towns often exist on a knife‐edge, largely depending upon global demand for their resource/s and, at the same time, playing a critical role in the development of a nation. The transition from single resource towns to diversified economies has been modelled on several occasions, but their application to other resource locales is difficult given the unique interplay of geographic, political, social, and economic factors. Nonetheless, Innis' Canadian staples theory may explain the political motivations of resource extraction and exportation, not least in relation to the Western Australia Goldfields. This paper seeks to explore the theory's potential in this context by examining the implications of high labour mobility. It employs a two‐step process using, first, a social network analysis to map the entire Australian labour commuting network and, second, a regression analysis of commuting, regional wealth, and population size against population change. While the Goldfields historically grew in line with processes described by Innis' theory, contemporary high labour mobility has created a variegated landscape of different development dynamics and trajectories. This finding carries implications for network patterns of residence and work. Labour acts to extend the distribution of wealth by sending incomes to the metropolitan core and to amenity‐rich regional towns across the State and nation. In such light, regional development scholars must view the resource town in its broader urban system of distinct but interlocked, and sometimes overlapping, activity nodes. 相似文献

Two prominent American specialists on the Russian economy present a fundamental analysis of basic economic factors explaining how the global financial crisis has played out in Russia and its implications for the country's future. More specifically, the authors examine the consequences of Russia's dependence on and addiction to resource (oil and gas) rents and of the management system put in place under Vladimir Putin to maintain, secure, and distribute these rents. They then investigate how each of these factors has emerged from the crisis and how it might evolve in the years ahead. Focusing on the distinction between rent dependence and addiction, the authors question the conventional wisdom that diversification of Russia's economy (away from oil and gas) is a desirable objective that will render it less vulnerable to external shocks.
