From 2004 to 2012, 37 well-preserved Byzantine shipwrecks were discovered during construction of two underground train stations at Yenikap?, Istanbul. Despite its complexity, archaeology is rarely studied through organisational and management lens. This paper investigates the Yenikap? rescue excavations using two innovative analytical frameworks for archaeology – the Heritage Chain and Structure Conduct Performance analysis – which highlight the crucial but too often overlooked role of practices (or emerging strategies) in public policy, helping identifying strengths and weaknesses of the project. In this sense, two elements of the system seem fundamental: its extreme centralisation and its ongoing process of decentralisation. The research, based on a phenomenon-driven approach to management of archaeological and cultural heritage projects, highlights how Turkey’s uncertain legal environment for rescue archaeology led to emergent, ad hoc management and funding solutions that mixed state and private involvement in novel ways through a multi-level outsourcing.  相似文献

Following international trends, Turkey has recently introduced decentralisation reforms to its highly centralised public administration system. These reforms have also applied to the cultural heritage sector, where innovative laws since 2004 have allowed local administrations and private actors to play new entrepreneurial roles. The Gaziantep Metropolitan Municipality has been a pioneer in this process, promoting policies that promote cultural tourism as an engine of economic growth. Under its leadership, hundreds of historic buildings have been restored, nine new museums and heritage sites opened, and museum visitors increased tenfold. These positive results make Gaziantep an interesting case of successful decentralisation in heritage management. Despite these successes, however, the disconnection between rhetoric and results, and the fragmentation and ambiguity of responsibilities emerging from the decentralisation process raises serious questions about its sustainability and replicability.  相似文献

This research critically analyses the decentralisation of the BBC’s Department of Religion and Ethics, from its base in London to the office of BBC Manchester in 1994. It examines the rationale behind the BBC’s decision to move this production unit, and analyses the long-term impact of this policy on both the logistics and programme-making culture of the unit. Using interviews with staff working within the department at the time of the move, this research demonstrates how policy decisions such as this are negotiated by professionals within the Corporation and the conflicts which arise around efficiency and equality. The case of the Department of Religion and Ethics also provides important lessons for the future decentralisation of BBC departments to Salford Quays which is due to be implemented in 2011.  相似文献

This article assesses the impact that direct election of regional presidents has had on party politics in Italy. It finds regional presidents exert a growing personalisation of power within parties at sub-national levels, primarily through their capacity for political nomination and de facto status as party negotiators in the governing coalition. While presidents may shape structures of regional party competition, they remain constrained by coalitional politics and can struggle to assert their authority against powerful governing partners or local powerbrokers rooted in the legislature. They also possess few mechanisms to consolidate their position at national level, consistent with a broader tendency towards ‘stratarchy’ in multi-level parties. Although the distinction between densely and loosely structured parties remains relevant, a common trend towards ‘cartelisation’ at sub-national levels is noted as political parties prioritise the control of state resources and the governing legitimacy this entails. This article contributes to our broader understanding of the multi-level dynamics of party politics in Europe, as well as the unintended consequences of experimenting with an untested hybrid model of ‘directly elected Prime Minister’ in the Italian regions.  相似文献

Water crises are spreading across the length of South Asia at an alarming rate, and some of the pockets of stress include unexpected locations such as Darjeeling, West Bengal, where rainfall is plentiful. This article explores the problems of post-colonial water management in the former British hill station to illuminate the prospects for integrated resource provision. We argue that to improve the scope of water distribution and provision, post-colonial townships such as Darjeeling need to acknowledge and address the multiple ways in which people get water from the centralised supply as well as the decentralised solutions that have arisen through community organisation in collectives known as samaj. Notably, the samaj have a distinct character based on histories of colonial neglect that prompted villages throughout the Darjeeling region to solve socioeconomic problems independently of centralised systems. The discussion overlaps the numerous resource pathways with the plethora of social and political organisations operating in Darjeeling to argue that municipalities would do well to harness the varied ways in which water flows through the township. Integrated within larger questions of sustainable development in India’s urbanising townships, the text offers a glimpse into the possibilities for more holistic and equitable water management.  相似文献

Management of Italy's heritage has been in increasing turmoil since 1993. This paper identifies and reviews significant reform attempts, including outsourcing, devolution, managerialism and privatisation. The authors propose a framework for improved understanding of the various solutions examined – distinguishing between professional and organisational centralisation. It is argued that while decentralised organisational management can have positive effects, effective protection of heritage in Italy over the centuries has depended on a complex set of rules concerning stewardship and protection, relying upon centralised professional control. This still has positive value and needs to be preserved through the reform process.  相似文献

ABSTRACT

To understand why quality of government (QoG) varies, scholars have drawn on two theoretical approaches: principal-agent and collective action theories. The literature tends to bifurcate these two theories, and focuses on the national scale and the structural conditions under which collective action and principal-agent problems arise. This article highlights how principal-agent relationships and collective action problems shape the implementation of decentralisation policy in two subnational governments in Papua New Guinea. It is argued that pathways to QoG are contextual, and determined by both principal-agent and collective action relationships. In the case of PNG, these relations are shaped by history, culture and the agency of elites and citizens.  相似文献

Political print satire, construed as an articulation of sedition and dissent, is most commonly associated in Britain with its 18th-century ‘Golden Age’. Beyond Victorian fiction, the go-to 19th-century source tends to be the hegemonic, London-centric Punch. It is not widely known that, as Punch mellowed and popularised in the 1860s and 1870s, England's booming urban centres gave rise to a distinct form of citizen journalism which used boisterous satire as an effective vehicle for sociopolitical comment, evidence-based analysis and civic activism. Not only did the provincial satirical periodical filter parliamentary affairs through a critical provincial lens but at a time when politics were largely local, it engaged with the extra-parliamentary power vested in civic and municipal governance. It aspired to much more than diversion through witty posturing. Morally and ideologically inspired, fuelled by righteous indignation, it successfully used the protest of the pen to agitate in the cause of social and political reform, demonstrating the ‘everyday’ resistance and common sense essential to liberal governmentality. Referencing some of the most enduring and respected examples of the genre – the Porcupine in Liverpool, the Town Crier in Birmingham and the Free Lance in Manchester – this article casts light upon this poorly understood journalism of conviction. A cause and effect of both emotional and intellectual release, it serves as an excellent example of citizenship as performed political passion, in an age of public conformity and restraint.  相似文献
