South Africa has a coal-based energy system and extractive economy, largely responsible for its high emission levels relative to countries with similar GDP. This extractive, coal-based economy began during British colonisation and today shows few signs of transitioning rapidly to limit climate change. This paper interrogates the role of coloniality in climate delay, given that colonisation is responsible for establishing fossil fuel dependence in South Africa. Combining theory on decolonisation, specifically colonial hierarchies of power, with a critical discourse analysis, this research uses interview and policy data to show how colonial power hierarchies can lead to climate delay in South Africa, through normalising emissions intensive development and silencing alternatives. In doing so, it highlights the need to recognise the colonial foundations of climate change and the potential for a coalition between decolonisation and climate action to motivate for radical change both in South Africa and at a global level.  相似文献

A trial airborne electromagnetic (AEM) geophysical survey was carried out across a 13 × 9 km area of the northern Nottinghamshire (UK) coalfield. One of the objectives was to examine the influence of coal mines (collieries) and associated spoil heaps situated above the Triassic Sherwood Sandstone aquifer. The conductivity models obtained from the AEM survey revealed extensive zones of enhanced subsurface conductivity in the vicinity of all the collieries in the survey area. The present study provides information regarding subsequent investigations (ground geophysics and borehole) to confirm the AEM results and to investigate the geochemical nature of the conductive zone identified in the vicinity of one of the collieries.Following ground geophysical confirmation of the airborne results, three boreholes were drilled into one of the conductive zones to the east of a working colliery. Geophysical logs and analysis of pore fluid geochemistry demonstrate that there is a very strong correlation between the borehole induction logs (formation conductivity), total dissolved solids (TDS) and chloride in the pore waters. The three cored boreholes have confirmed that there is a groundwater plume with high concentrations of TDS, compared with background, moving east from the Thoresby Colliery on a hydraulic gradient of 0.023. Porewater geochemistry obtained from core has been compared with that of local aquifer waters and with samples obtained from the colliery. The results indicate that the plume chemistry could result from the mixing of a typical Sherwood Sandstone composition with colliery spoil leachate. The AEM conductivity models have been successfully correlated with ground geophysical models, borehole induction logs, TDS and chloride in the pore waters. By implication, the geophysical results obtained over a larger area indicate the wider extent of such impacts in relation to both former and current mining activities.  相似文献

A team comprising a former Russian policymaker and American analysts of the current Russian energy policy examines the course of that policy and its limitations during the post-Soviet period. In the process, they critically analyze key problems in Russia's oil, gas, coal, and electricity sectors that represent a potential drag on growth of the entire Russian economy and at the very least call into question the sustainability of further increases in exports to the West. The authors explore in considerable depth and detail both the factors underlying the recent increase in government intervention in the energy sector and the likely consequences for domestic production, consumption, resource security, and critical exports. A noted Hong Kong-based specialist on China's energy industries presents a comment on three papers comprising a symposium on that country's rapidly expanding oil, natural gas, and nuclear power sectors. He frames his observations around five overarching themes that have shaped China's energy sector development over recent decades and will continue to do so in the future. These include observations to the effect that: (a) China's energy policy seeks broadly similar objectives to those of other countries; (b) the country's energy resource endowment is not particularly rich when viewed in relation to the size of its population; (c) its energy mix continues to be dominated by coal, with important implications for the environment and domestic freight transportation; (d) the country's economy is confronting a pronounced spatial mismatch between the location of energy resources and the markets where they are consumed; and (e) strategies for energy developments in China are closely tied to overriding political and economic concerns at any given point in time.  相似文献

From 1945, consistent with its broader South Pacific ambitions, Australia sought to strengthen its economic position in New Caledonia. The leaders of the European-descended ‘Caledonian’ community wanted economic autonomy for the territory and improved trade with Australia. Yet the opportunity proved illusory. France remained committed to imperial preference and economic dominance. Its revival was underwritten by Marshall Plan aid, including in New Caledonia. Australia failed to provide enough of the coal that appeared to offer economic influence. In the 1950s the Melanesians gained the vote, and the Caledonians lost political power. Conservative governments in Australia showed less interest than their Labor predecessors. Australia would have welcomed an economically autonomous New Caledonia with close Australian links, but this idea clashed with France's centralist and unitary traditions. In the tension between New Caledonia's geography and its history, France had ensured that history won.  相似文献

Ground-borne vibrations induced by mine blasting are typically of low amplitudes, which are not considered a major concern for modern engineered structures. However, historic structures are often considered more vulnerable due to inadequate knowledge regarding the state of construction materials and structural response. Specifically, the construction materials used might be fragile or have deteriorated to a stage that could be vulnerable to such vibrations. Simplistic rule based on peak ground motion parameter has been adopted worldwide for safety assessment, while the frequency characteristics of vibrations are not taken into account. Further, there is very limited study on response of heritage structures to near-field blasting. This article presents a practical structural vulnerability assessment method for mine blast-induced vibrations. In particular, a design response spectrum model is proposed based on close range measurements of nearby mine blasting, which is compared with an existing design spectrum model for far-field mine blasts and a typical design spectrum model for earthquake actions. The method is illustrated through a case study of heritage masonry buildings in Australia. The unique blast data presented and the generalized methodology would be useful to both structural engineers and blast engineers in considering potential effects of blasting on heritage structures.  相似文献

The Innis model of staple production has been used as the framework for evaluating many Canadian resource trades. This paper argues that Japanese resource trade differs from that with Europe or the United States and that the distinct set of institutional arrangements governing Japanese resource trade requires the modification of the Innis model to recognize this new form of Canadian staple production and trade. The one billion dollars per annum Canada-Japan coal trade provides a detailed case study of the institutional complexity of Japanese resource trade, as revealed through corporate strategies, trade intermediaries, equity investment, loan arrangements, export contracts, and public infrastructure. Minority Japanese investments in joint ventures replace the dominant role of foreign capital in earlier versions of the staples model. The role of finance capital is highlighted by Japanese loans typically exceeding equity investments in size. The high transaction cost of negotiating hundreds of contracts is reduced through the use of sogo shosha (Japanese general trading companies) as intermediaries. Unequal relations are demonstrated by the greater risk borne by local investors as private firms provide equity and public institutions invest in infrastructure. The Quintette mine in northeast British Columbia highlights these risks. Overall, the complexity of the Japanese supply system reduces the bargaining power of any single supplier. However, the stability promoted by the security objectives of the Japanese supply system leads to long-term trading relations that can provide corporate cash flows and maintain community viability during cyclical downturns in the industry. Nous constatons l'exis- tence de rapports inégaux olj le gros des risques est assumé par les investisseurs locaux et les agences gou- vernementales qui assurent la mise en place d'infrastructures. La mine Quintette dans le nord-est de la Colombie-Britannique illustre bien ces risques. La complexité du systeme d'approvisionnement japonais réduit les atouts dans les négociations des fournisseurs pris individuellement. It demeure que la stabilité, qui découle des objectifs d'approvisionnement a long terme des japonais, permet d'établir des rapports d'échange durables qui garantissent aux entreprises des revenus persistants ainsi que la prospérité des localites olj se trouvent les opérations d'extraction. The archaeological discovery of bituminous coal in the tipple area and the subsequent analyses of specimens of the iron ore, charcoal, limestone, slag, and cast iron from the Eaton (Hopewell) blast furnace built in 1802 indicate that raw coal was used in combination with charcoal as a fuel in American iron smelting at least thirty years before it was used alone. Further, its use in this combinatory manner marks the earliest as yet attested to in the New World.  相似文献

To quantify and rank gas wettability of coal as a key parameter affecting the extent of CO2 sequestration in coal and CH4 recovery from coal, we developed a contact angle measuring system based on a captive gas bubble technique. We used this system to study the gas wetting properties of an Australian coal from the Sydney Basin. Gas bubbles were generated and captivated beneath a coal sample within a distilled water‐filled (pH 5.7) pressurised cell. Because of the use of distilled water, and the continuous dissolution and shrinkage of the gas bubble in water during measurement, the contact angles measured correspond to a ‘transient receding’ contact angle. To take into account the mixed‐gas nature (CO2, CH4, and to a lesser extent N2) of coal seam gas in the basin, we evaluated the relative wettability of coal by CH4, CO2 and N2 gases in the presence of water. Measurements were taken at various pressures of up to 15 MPa for CH4 and N2, and up to 6 MPa for CO2 at a constant temperature of 22°C. Overall, our results show that CO2 wets coal more extensively than CH4, which in turn wets coal slightly more than N2. Moreover, the contact angle reduces as the pressure increases, and becomes < 90° at various pressures depending on the gas type. In other words, all three gases wet coal better than water under sufficiently high pressure.  相似文献

Public concern resulting from unconventional coal seam gas (CSG) exploration and production has become a contentious planning issue in regional Australia, with public concern drawing attention to government planning obligations. To assist Lismore City Council (Northern New South Wales) in its deliberations on the topic, a referendum‐style poll on the issue of CSG industry development was held in conjunction with the local government elections of September 2012. The poll question, ‘Do you support CSG exploration and production in the Lismore City Council area?’, elicited a poll response rate of 97% of eligible voters, of which 87% voted ‘no’. This paper reports the results of an exit poll survey using the Theory of Planned Behaviour to frame motivations behind the poll result, and examines the role of the poll and exit poll survey in providing a process of deliberative democracy in the context of the CSG debate. Key details highlighted by the results were that non‐supporters of CSG exploration were primarily concerned about water quality, while supporters saw the primary benefit being regional employment. Emerging themes of this study are the need for more independent research on potential risks and benefits of CSG developments, increase in institutional transparency, and the development of renewable alternatives. The study concludes that the principles of deliberative democracy involved in the Lismore City Council poll and subsequent exit poll survey have provided an opportunity for a more open discussion and genuine discourse within the CSG debate.  相似文献
