This article uses rural gazetteer biographies to examine village and household-level famine relief during the great North China Famine of 1876–9 to deepen our understanding of past relief methods and dynamics at the most local level. Despite the appearance of major works recently on famine in modern China, particularly on the Great Leap Forward, knowledge of Chinese famine relief remains thin and scattered considering the enormity of the subject. Nineteenth-century China saw intensifying international relief activity as well as the emergence of a vibrant charity-relief sector based in China's major cities, leading to the rise of prominent relief institutions in the twentieth century, such as the Chinese Red Cross. But the increasingly intense disasters of China's modern period also saw a surprising persistence of local humanitarian traditions still barely covered by historians.  相似文献

明末以来,社会变动剧烈,道德体系紊乱.为了缓和这种情况,地方士绅编纂各种劝善书以教化民众,试图重建社会道德秩序,维持社会的稳定,在善书的形成、发展和流传过程中,明代后期的江南士绅袁黄具有承前启后的作用.作为善举运动的倡导者,袁黄的思想不仅对有清一代善书的编纂、流传发生了重要影响,而且对明末以后江南地区的民间慈善事业起到了思想指导作用.  相似文献

宋代江南地区社会慈善事业的发达,集中体现在官方慈善事业的繁荣和民间慈善事业的勃兴两个方面.官方通过兴建慈善机构、设置慈善粮仓、实施应急救济等手段来推动慈善事业的发展.民间则通过成立慈善组织、实施族内济助、自发捐资行善等方式来促进慈善事业的进步.宋代江南地区的慈善事业具有机构设置早、规模大、设施全、济助对象多、慈善活动制度化等特点.政府高度重视、经济高度发达、古代慈善思想的影响以及社会各界人士的积极参与等,是宋代江南地区社会慈善事业迅速发展的主要原因.  相似文献

Historians of early-modern poverty have emphasized the ways in which the poor ‘made shift’, reducing or even preventing their dependence on formal poor relief. This article looks at one aspect of that ‘economy of makeshifts’: the casual support of the poor by their neighbours. It uses evidence from a uniquely extensive archive of pauper petitions from Lancashire (1626–1710), many of which contain incidental information about strategies of making shift. The petitions suggest that neighbourly support for the needy was common in Lancashire, both through localized begging and in more stable supportive relationships. Nonetheless, the charity of neighbours could easily be exhausted, leaving those in poverty forced to call upon the more formalized support of the Poor Law.  相似文献

This article explores when and why charity vanished from public relief in Copenhagen and thereby differentiates itself from the traditional research field on welfare that focuses on studying the growth of taxation and social spending in the 19th century. This article reveals that charity was not solely a transfer of financial resources, but that charitable donations also entailed a cultural symbolism, which implied that charity was meant to support the local worthy poor. When the function of public relief underwent a transformation, especially at the beginning of the 19th century, the cultural symbolism of charity became incompatible with public relief. After the 1830s, the inhabitants of Copenhagen ceased to donate to public relief and instead donated charity to private philanthropy, which usually targeted the worthy poor for its help.  相似文献

The emergence of ‘compacts’ between government and the ‘third’ or ‘not-for-profit’ sector is intimately linked to the comprehensive transformation of the welfare state. The first compacts in the United Kingdom in 1998 spawned similar policy instruments in other jurisdictions, including Australia. In 2006 the Labor opposition led by Kevin Rudd undertook to repair a ‘broken’ relationship between the federal government and the not-for-profit sector. The National Compact, launched in March 2010, was an initial step in a bumpy policy journey. Prime Minister Rudd was replaced in June 2010 by Julia Gillard, who portrayed the National Compact as the ‘foundation stone’ of a broader reform agenda. Although dogged by political instability, Gillard pursued ground-breaking reforms in the not-for-profit policy space. These reforms are now threatened with repeal by the Coalition government elected in 2013. This paper attempts to explain why Labor's reform agenda appears set to unravel.

Medical charity in northeast China evolved through the confluence of three processes: the foundation of state medicine, the legal and political transformation of private charities, and the militarized competition for influence between China and Japan. Following the plague of 1910, a series of Chinese regimes began building medical infrastructure in areas under their control, but their ultimate inability to establish a comprehensive public health program left private charities to fill the gaps. In contrast, the Japanese administered concessions in Kant6 and along the South Manchuria Railway instituted a farsighted and multivaleneed medical policy. The Japanese model did not merely tolerate medical charities, it reserved for them a very specific role in the larger strategic framework of healthcare provision. Under the client state of "Manzhouguo," the Japanese model further evolved to channel medical voluntarism into a hybrid state-charitable sector.  相似文献

Abstract

This study argues that Aquinas’ account of tyranny grants citizens a surprisingly wide ambit for resistance to tyrants but that such actions demand a tall order for even the most virtuous citizens: knowledge of the hierarchy of ends in politics and the prudence to apply it under the pressure of a tyrannical government. We consider sections of the Summa Theologiae and De Regno, Aquinas’ most sustained discussion of tyranny, to demonstrate the theoretical illumination that the former provides of the latter. De Regno, we argue, presents a negative teaching of the best regime and citizen, one in which citizens are shown the need for their own virtue in discerning the roots of tyranny and their remedy. With the Summa, we show how such prudential decisions fit within the orders of charity and piety: the citizen must come to see love of country as intrinsically ordered to love of family and God. Ultimately, Aquinas’ resistance theory rests on a hierarchy of ends for civil government that orders both ruler and citizen to God.  相似文献
