This essay examines the social asymmetry of Early Modern patronage by focussing on Edmund Spenser’s complex relationship with Lord Burghley. Both were anxious to validate their social credentials, the one as novus homo, and other as novus poeta. Burghley sought to offset criticism of his rise by consolidating a reputation for public service with claims of illustrious ancestry, and scores of dedicators obliged. Spenser was anxious to claim the status of gentleman through talent despite his obscure origins. In appending a dedicatory sonnet to Burghley in the 1590 Faerie Queene he endorses his public image in the hope of reciprocal acknowledgement. Apparently disappointed, he responds in Complaints (1591) by presenting Burghley as a mercenary parvenu, while for the first time claiming kinship to the “ancient” house of the Spencers of Althorp, thereby reversing the social hierarchy but problematizing his own criteria for gentility.  相似文献

A noted American geographer surveys the spatial distribution and growth (between 2000 and 2008) of Internet users in the 15 countries of the former Soviet Union, Mongolia, and Afghanistan (Eurasia). A major focus is exploration of the correlations between rapidly increasing penetration rates in the region and hypothesized drivers of Internet growth worldwide (such as income, literacy, and telephone access). The author proceeds to examine various forms of Internet censorship practiced in Eurasia, which exhibit different degrees of severity and types depending on the country in question. A third section of the paper assesses the potentially transformative role of electronic commerce and governance among the region's states, including types of applications and the obstacles that this phenomenon confronts. A concluding section includes penetrating observations on the implications of continued expansion of Internet use on commerce, information access, and civil society in the region.  相似文献

In the second paper of a symposium devoted to the contemporary status of Belarus, a noted American specialist on the electoral geography of the states of the former Soviet Union challenges assertions in the preceding article (Ioffe and Yarashevich, 2011) that only Russia and Ukraine are valid comparators against which to gauge the success of the Lukashenka model. Expanding the scope of comparison to include the three other countries neighboring Belarus (Latvia, Lithuania, and Poland), he demonstrates that a broader range of policy changes can be considered by its leadership in efforts to limit damage from the economic crisis in Belarus and position the country for renewed growth within a global economic frame-work. Examination of a wide range of social and economic indicators and government policies reveals, however, that in many ways an unreformed Belarus is poorly positioned for competition in an increasingly interconnected world, in which the elements for successful development are quite different from those providing economic stability in the past. A closing section of the paper revisits the debate on whether most Belarusian citizens actually aspire to a more "European" way of life or instead prefer the "Eastern" alignment and reliance on a Russian benefactor whose own economic future looks increasingly uncertain.  相似文献

ABSTRACT

This paper attempts to understand the cultural censorship practiced in contemporary South Korea, a liberal democracy, where cultural quangos were established after political democratization, following the arm’s length model. I will focus on the analysis of cases from the film industry which has been central to the censorship debate historically in Korea because of its popular appeal. The establishment of arm’s length cultural organizations laid the foundation for freedom of cultural expression which had been seriously curtailed under military rule. However, recent revelations of cultural blacklist cases under the two previous administrations are baffling to understand since rampant political censorship was practiced through ostensibly autonomous cultural organizations. The paper examines the ways in which the state constructed a ‘system of ideological censorship’ by using not only cultural quangos but non-cultural state apparatuses. In so doing, the paper emphasizes the role of non-cultural policy state institutions in the operation of cultural policy and the effect of state systems on cultural organizations. I draw upon the concept of defective democracy to understand the socio-political condition where these cultural organizations exist.  相似文献

ABSTRACT

The sixteenth-century account of Alexander Nyndge’s dispossession saw republication in 1615. Yet this was not a mere reprint: alterations included passages borrowed from notable puritan authors George Gifford, John Darrel, and Edward Dering, and an invitation for audiences to take the account as an example. From the 1590s, the English national church’s responses to (typically puritan) minister-led dispossessions by prayer and fasting had restricted opportunities for the godly to perform and publicize dispossessions. However, republishing the Nyndge account with alterations enabled circulation of a godly dispossession narrative adapted to a contemporary context.

With limited source materials after c. 1600, historians have had difficulty assessing continuities and changes in puritan ideas about dispossession. Yet comparing the two versions of the Nyndge publication and considering how the revision fit within a post-1604 context provide a window into how views and practices were developing over the early decades of the seventeenth century.  相似文献

Abstract

In contemporary China strict censorship coexists with significant freedom of expression and restrictions are enforced inconsistently. Yet certain principles underlie determinations of what is acceptable public speech, depending on the institutional location of the utterance, the identity of the speaker and the time of the event. What is allowed depends on the specific circumstances, but it results from patterns in the institutional practices of Chinese politics that involve constraining debate within “segmented publics”. This article analyses how formal and informal rules limit discussions of particular issues to specific segmented publics, and how varying degrees of debate are permitted within these institutional fields, based on the expertise of their members or, in the case of associations, their engagement in specific areas of policy implementation. Another dimension of variation relates to the personalised character of authority in the Chinese system of governance, which means that leaders set the tone for debate within institutional spheres they control. State control, however, is only part of the story: segmented publics are dynamic spaces where boundaries are permeable, often contested, and constantly in formation. The operation of segmented publics is explored here through case studies of activism in the legal field; on women’s rights in the associational field; at the grassroots in resident and villager committees; and in oppositional publics.  相似文献

Abstract

In recent years, popular protest in China has emerged from a state of near-invisibility. Drawing on a diachronic analysis of news media coverage, this paper traces how a number of major protest events gradually entered the Chinese media’s spotlight and came to be portrayed in an increasingly protester-sympathising fashion over the course of the Hu-Wen administration. It argues that these changes were triggered by structural transformations of the Chinese public sphere, but underlines that deliberate policy choices by the political leadership served as a crucial agent of change. Facing proliferating unrest and an increasingly unimpeded flow of information, the central authorities have gradually shifted propaganda policy from a suppressive to a more proactive approach. They have thereby created critical opportunities for Internet users and investigative journalists to push the envelope further towards protester-sympathising accounts. The development is significant as there are good reasons to surmise that increased media coverage has exacerbated the dynamics of popular contention. Theoretically, it deserves to be noted that non-inevitable choices by an authoritarian leadership have led to an outcome in which media coverage of citizens who challenge the state on the streets has become substantially more frequent and positive than before.  相似文献

Threatened by the thriving leftwing film industry, the Nationalist Party became more conservative. They set up the Central Film Censorship Committee as an important link in the system of film censorship, further tightening the control over film production. It was a substitute for the former Film Censorship Committee under the Ministries of Education and Interior. The committee achieved its original goals, but the result of its work did not fully conform to the party’s initial expectations. A noted demographer assesses the reliability of data in the 1989 census of the Soviet Union for 14 regions of the Russian Federation affected by distortions designed by Soviet authorities to conceal the populations of "secret towns" of the military-industrial complex. More specifically, using declassified population data available but only selectively published following the disclosure of these hidden settlements (and their populations) in 1994, he re-estimates the urban populations of these regions in 1989, and compares differences in 1989-2002 population change indicated by use of the original and adjusted 1989 data sets. Distortions of up to 10 percent of the regional populations (and as high as 13 percent for their eponymous regional capitals) are examined in light of their implications for the calculation of a variety of demographic and population-based indicators in studies of Russia comparing the late Soviet and early post-Soviet periods. ABSTRACT

Given the significance of new technologies to the literary and visual cultures of the early-twentieth century, it is surprising how little has been written about W. B. Yeats and cinema. Viewed by some scholars as emphatically resistant to what he termed “the leprosy of the modern,” Yeats has long been a difficult writer to situate in relation the progressive impulses of modernity. Building on Kevin Rockett’s identification of the parallels between the work of Abbey Theatre and a nascent Irish cinema culture, this article argues that Yeats played a prominent role in early attempts to develop an indigenous film industry, and to cultivate representations of Ireland on screen abroad. During the period I consider, the Abbey Theatre and the film industry were similarly affected by state censorship programmes and various forms of cultural nationalism. Exploring the Abbey Theatre Minute Books and archival materials discovered in Trinity College Dublin, I suggest that Yeats’s Abbey was a shaping force in Irish cinema history, despite the fact that most attempts to create a national cinema met with limited success.  相似文献
