From the late nineteenth century, both Argentina and Chile were integral parts of Britain’s ‘informal’ empire in Latin America. It has been suggested by historians that this ‘informal empire’ came to an end around the mid-twentieth century. By analysing contemporary sources from within the British government and the findings of later economic historians, it is the purpose of this article to contest this viewpoint. It will instead argue that the end of ‘informal’ empire in these countries was a direct consequence of the First World War, and that the decline in British influence in the region was registered by British policy-makers much earlier than has previously been argued.  相似文献

Abstract

The management of biodiversity represents a research topic that needs to involve not only several (sub-) disciplines from the natural sciences but, in particular, also the social sciences and humanities. Furthermore, over the last couple of years, the need for the integration of other kinds of knowledge (experience based or indigenous knowledge) is increasingly acknowledged. For instance, the incorporation of such knowledge is indispensable for place-based approaches to sustainable land management, which require that the specific ecological and social context is addressed. However, desirable as it may be, such an engagement of the holders of tacit knowledge is not easy to achieve. It demands reconciling well-established scientific procedural standards with the implicit or explicit criteria of relevance that apply in civil society — a process that typically causes severe tensions and comes up against both habitual as well as institutional constraints. The difficulty of managing such tensions is amplified particularly in large integrated projects and represents a major challenge to project management. At the Helmholtz Centre for Environmental Research — UFZ, several integrated research projects have been conducted over the past years in which experience has been gained with these specific challenges. This paper presents some of the lessons learned from large integrated projects, with an emphasis on project design and management structure. At the centre of the present contribution are experiences gained in the coordination and management of LEGATO (LEGATO stands for Land-use intensity and Ecological EnGineering — Assessment Tools for risks and Opportunities in irrigated rice based production systems, see www.legato-project.net), an ongoing, large-scale, inter- and transdisciplinary research project dealing with the management of irrigated rice landscapes in Southeast Asia. In this project, local expertise on traditional production systems is absolutely crucial but needs to be integrated with natural and social science research to identify future-proof land management systems.  相似文献

A noted specialist on the Russian economy presents an assessment of the impact of the global financial crisis on the mechanism of the country's economic growth. Focusing on the demand side of the economic ledger, the author explores the question of whether Russia will be able to re-attain the high economic growth rates of the period from 2000 to 2007 after recovering from the crisis. The paper analyzes the sharp drop in production in 2008 and the first quarter of 2009, attributing most of the damage to liquidity problems and declines in the price of oil. Empirical evidence is based primarily on data collected by the author from the Central Bank of Russia and the country's federal bureau of statistics (Rosstat). A senior World Bank economist presents a study focusing on issues controlling Russia's accession to the WTO in 2007. The paper discusses the principal reform commitments that Russia has made in an effort to become a member of the organization and addresses the question of whether the country faces excessive demands due to political considerations. While exploring such issues as potential relations with foreign exporters and investors, the author summarizes the relevant parts of his recent joint study of Russian import tariffs that casts a new light on a complex aspect of international trade. Among other problems relating to Russia's entry, he discusses in some detail branch banking and the tradedistorting subsidies in agriculture. South‐western Australia is a globally significant hotspot of Proteaceae diversity. This review reports on changes in the abundance and diversity of Proteaceae in south‐western Australia. Using palynology, the data were obtained from three sediment sequences from the Eocene, Pliocene and Holocene, as well as a modern pollen rain study, in the context of a vegetation history framework. The total percentages of Proteaceae pollen in pollen counts indicate that the number of Proteaceae in the vegetation are highest at present, slightly lower, yet still high in the Eocene, reduced by the Pliocene and lowest in the Holocene. It was found that Proteaceous genera can contribute up to 50% of the total modern pollen rain. Sediment from Lake Lefroy showed Nothofagus‐dominated rainforest occurred in the Middle to Late Eocene. Proteaceae species were at least as diverse as today, contributing up to a maximum of 42% of the total pollen rain, and varying across small lateral distances. A laminated Pliocene age sequence from Yallalie confirmed other studies that south‐western Australia was covered by a rich vegetation mosaic consisting of heath and wet rainforest elements. Proteaceae species were a consistent component of the counts, although diversity and abundance (maximum 5%) were low. A Holocene record from Two Mile Lake, near the Stirling Range, recorded little environmental change. Proteaceae species were noted in low abundance, at a maximum of 3.5% of the total pollen count. It is likely that both changing pollination mechanisms and changes in associated vegetation are important in determining the dispersal of Proteaceous pollen.  相似文献

Financial crises are not a new phenomenon. We had them in the 18th century; there were several well-known ones in the 19th century, not to mention the crisis which started the Great Depression of the 1930s. The recurrence of financial crises in the last decades has revoked a wave of research on the topic among economic historians and economists. Still, it has been difficult for us to really understand how these crises emerge, why they have been so severe recently and why they have occurred so often in the last decades. This paper tries to explain the phenomenon by asking, how is, and how was the volume of money stock determined, and why does scarcity of money, and thus rising interest rate, not check excess borrowing and creation of speculative bubbles - and then emerging crises.  相似文献

In 1993 the Swedish parliament deregulated national forestry policy and established an environmental goal in parallel with the previous, long-standing goal of high wood production. This paper shows how the change occurred in the context of major changes in Swedish environmental policy during the late 1980s and early 1990s. Within a short time, new environmental legislation and the introduction of legal protection for small forest and agricultural habitats of high ecological value reoriented national forestry policy, away from an overriding focus on wood production to an increased awareness of nature conservation and biodiversity preservation. Reflecting a major compromise with the state, forest owners have gained greater freedom to manage their land, but must also improve environmental conditions while achieving high wood production, a policy known as ‘freedom under responsibility’. The paper explains how both the parliament and industry supported increased nature conservation and biodiversity to maintain forest health and support the forestry industry, by favouring responsible resource use and not simply protection from human influence.  相似文献

Abstract: Much has been written about the resource crisis facing the conservation movement if it is to scale up successfully to face what are perceived as global threats such as biodiversity loss, poverty and climate change. But what happens to conservation organizations when they successfully scale up, and what are the impacts on biodiversity and local people? This paper attempts to chart the successful scaling up of an international conservation NGO, the African Wildlife Foundation, and examines the implications of this on its performance in community‐based wildlife conservation in Tanzania.  相似文献

The expansion of protected areas (PAs) is feared to negatively affect the local economy, as every PA, albeit to different degrees, entails restriction to the economic activities. The literature on the topic has started assessing what is the socioeconomic impact of PAs, mostly focusing on the Global South. The objective of this article is the analysis of the socioeconomic impact of three Italian national parks (NPs), established in the 2000s, using a counterfactual approach based on both the outcome regression diff-in-diff and the doubly robust diff-in-diff combined with different propensity score-based and Mahalanobis distance matching procedures. We find that the three Italian NPs have a robust and statistically significant impact on average income of residents in municipalities hosting them. Conversely, there is weak evidence that population and local establishments are positively affected, and touristic local establishments and employment are negatively affected by the three NPs. All together the results indicate that the three NPs have no negative effect on the socioeconomic dynamics of the territories impacted, although additional investigations are required to shed lights to the impact mechanisms.  相似文献

Unprecedented bushfire activity is increasing around the world. A catastrophic bushfire event in the Australian summer of 2019–2020 burned over 18 million hectares. The Australian bushfires were just one set of events among many across the globe. Cumulatively, the losses are extraordinary: from losing over a quarter of the Pantanal wetland in South America to California’s Sierra Nevada and losses in the Amazon Forest. Bushfire destruction means a concomitant loss of biological diversity. Increased fire activity and frequency can adversely affect adaptive capacities of flora and fauna. Accordingly, across the globe, fire management practices and mitigation strategies are under increased scrutiny. In this article, we consider the extent to which one fire suppression strategy, prescribed burning, takes account of non-human considerations. Our examination of policy settings provides policymakers with a way to account for non-human interests. Our focus is Australia, specifically relating to one national park within New South Wales. Across the world, fire containment strategies must be reassessed to decipher how well non-human considerations are placed to withstand changing fire regimes. With likely increases in bush and wildfire activity across the globe, associated with Anthropocentric climate change, there is an urgent need to account for non-human interests in prescribed burning policies and regulations.  相似文献
