Two China-based geographers examine the gradual relaxation of restrictions on the activity of foreign banks in China as a prelude to a more focused investigation of the concentrated locational pattern of foreign banking in that country. The study, which embraces 32 Chinese cities, emphasizes the factors that have attracted foreign banks to particular cities and regions of China, including the existence of special banking opportunities, the so-called "follow-the customer" strategy, externalities associated with major financial centers such as Beijing and Shanghai, relaxed banking regimes in particular urban centers and special economic zones, and exposure to international trade and to a variety of foreign business enterprises. The locational preferences of foreign banks in relation to their countries of origin are addressed in some detail.  相似文献

Abstract: This paper examines an apparent anomaly that lies at the heart of processes of financial exclusion within Britain. Given that the branch networks of banks and building societies have shrunk in size by about one‐third since 1989, a period during which the Government has launched a wide‐ranging set of policies to tackle financial exclusion, why is it that the issue of branch closure has been neutralised as a political issue? After providing evidence to show the extent of branch closure in Britain and illustrating the ways in which geographical research in particular has drawn attention to the nature of this problem, we look at the way the issue of physical access to financial services has been discursively and politically marginalised. We undertake a detailed history of public policy in the area, and the ways in which research funded by industry bodies and Government departments has been used and framed to build a pro‐market, neoliberal policy programme that constructs branch closures as natural and inevitable.  相似文献

While state governments have enjoyed greater control over regulating local telephone service providers since 1984, movement toward efficiency-based policy reform (e.g., adoption of competitive markets) has proceeded slowly. We investigate this pattern by addressing how the degree of policy discretion held by state public utility commissions (PUCs) affects reform of local telephone exchange regulation. Using precise measures of both PUC discretion and state policy changes over time, we find that states with "stronger" PUCs (more policymaking authority) are significantly more likely to move toward efficiency-based policy regimes and away from traditional rate-of-return regimes. Greater PUC discretion systematically related to state adoption of efficiency-based reforms over time suggests that regulators are using updated information about policy impacts to inform their policymaking activities. Our findings contradict a common presumption that regulatory bureaucracies are simply motivated by a desire to increase their control over policymaking. Instead, state PUCs are a key source of telecommunications policy reform in the states.  相似文献

1948年12月中国人民银行成立以来,作为中央银行,负有"发行的银行"、"政府的银行"、"银行的银行"三大基本职能。为完善人民银行这三大职能,中央政府在法规方面逐渐加强建设,从仅在政府组织法体现人民银行央行职能到改革开放后出台强化人民银行央行职能的条例,最终在20世纪末出台了专门的单行法——《中华人民共和国中国人民银行法》以及2003年的修订本,并为此制定了相应的行政法规与金融规章,构楚了我国中央银行法律体系的基本框架。在法规日渐完善的同时,人民银行在国民经济的宏观调控中发挥着越来越重要的作用。  相似文献

A prominent specialist on economic transition in the former Soviet Union presents an overview of Ukraine's economic dilemma in the aftermath of the most recent elections in that country. The author, a former economic advisor to Ukraine's government and co-chair of the UN's Blue Ribbon Commission for Ukraine, relates his insights into the causes of three acute problems (inflation, corruption, and the lack of structural reforms). Focusing on the state of economic affairs in 2008, the paper, which includes data on economic growth and exchange rates, discusses inter alia the hryvnia's peg to the dollar and the potential consequences of rising food and commodity prices. Two EU-based senior economists analyze the contribution of bank liquidity creation to the Russian economy, as well as changes in creation of liquidity occurring during the global financial crisis. Applying the methodology of Berger and Bouwman's (2009) study of U.S. banking to a rich panel dataset for Russian banks for the period 1999-2009, the authors compute three alternative measures of bank liquidity creation. They find evidence of increased creation of liquidity in real terms over the period and also determine that state-controlled (versus private) banks and Russia's largest banks (versus intermediate-size and small banks) contributed most to liquidity creation (lower in Russia than in the U.S.). Their findings suggest that consolidation of the Russian banking sector may prove more instrumental in increasing liquidity creation than privatization per se.  相似文献

清代前期不但有资本规模较大,主要针对商号及官员放贷的大账局,也有资本规模较小,可能针对小商人、小手工业者甚至地主农民放贷的放账铺。至少从乾隆年间开始,账局、放账铺已经比较普遍地运用合伙制的方式筹措资本。账局的重要业务之一就是对官员放京债,这种放贷利率高、数额大,但风险也甚高。与此同时,账局也开始大规模地对商号商人放贷,每家较大型的账局至少可能对三十至五十家以上的商号放贷,放贷数额常到一千两以上,最少也有一百两。这种放贷,直至道光年间还很兴盛。账局、放账铺已经具有了商业银行的功能,但是否够得上商业银行,还须进一步探讨。  相似文献

In this article, I discuss the role of the three Scandinavian central banks in the establishment of the Bank for International Settlements (BIS) in 1930, and in the international lender of last resort operation towards Austria in 1931. I argue that small central banks were reluctant supporters in the establishment of the BIS and free riders in the Austrian crisis, even though there were marked differences in their attitude to international cooperation. These results run counter to the views of those International Political Economy (IPE) theorists who argue that small states should be in favour of international cooperation. On the other hand, the evidence seems to confirm Kindleberger's hypothesis that small countries were free riding during the international financial crisis of 1931, and that therefore there is a need for some coordinating mechanism, or a hegemon, in such crises.  相似文献
