玉门花海毕家滩棺板《晋律注》的保护修复研究

玉门花海毕家滩出土的《晋律注》是裱糊在棺板外侧的纸本文书,因埋藏环境复杂及年代久远等各种原因,文物整体保存状况极为不佳。棺板存在残缺、断裂等多种病害,而外侧的纸本文书降解更为严重,已达到触之即粉的状态。为了使文物的完整性得以体现及能够得达到展陈的基本要求,在对棺板木材进行种属鉴定及特征分析的基础上,在文物保护基本原则与理念的指导下,对棺板进行了病害调查、清洗、粘接及加固,对外侧文书进行了内容识读、原料种类鉴定。经过保护处理使得棺板的整体性得到了体现,达到了展陈的基本要求。原料分析结果显示外侧的纸本文书为皮浆纤维,因此该文书是目前为止出土为数不多的魏晋时期以皮浆为原料的纸质实物,这对甘肃河西地区造纸原料发展的研究提供了珍贵的资料。     

"吧国公堂"档案之《公案簿》述略

<公案簿>是现存吧国公堂(巴达维亚华人评议会)档案中的核心部分,所涵盖的时间范围大约为150年(1787-1940年)左右.<公案簿>的内容主要有两个方面一是对吧国公堂有关华人的各类案件的会审记录;二是对有关吧城华人社区重要事件和重大决议的记录.对涵盖这一时期最为原始的记事录的内容及案例加以考察和分析,一方面可以洞察一个处在多种变革时期具有代表性的华人社区的社会生活及其行政管理的内幕,另一方面也可以从中了解各个历史阶段荷印殖民政策的变化及其对当地华人社会的影响.

Exchange Rate Policy and the Central and East European Financial Crisis

A prominent specialist on economic developments in the former Soviet Union and Central and Eastern European (CEE) countries examines the ways in which the global financial crisis of 2008-2010 has impacted the economies of the 10 new eastern member states of the European Union (CEE-10). The author assesses the multiple preconditions of the crisis (e.g., excessive current account deficits, large foreign debt, inadequate currency reserves, immense credit expansion, rising inflation and real estate prices) as well as the rapid financial adjustments that had to be undertaken to overcome it (e.g., current account rebalancing, reducing budget deficits, pension and fiscal reform). He devotes considerable attention to the key issue of how the differences in exchange rate policies in these countries affected their abilities to respond to the crisis and outlines measures that should be implemented to enhance the crisis management capability of non-eurozone states relying on currency boards or floating exchange rates.     

简析上市公司独立董事与监事会并行的合理性

城市治理问题的空间识别与影响因素研究——基于武汉城市留言板数据的探索

电子政务平台用户数据为认知城市问题、开展空间治理提供了新路径。研究以武汉市为例,以日常治理问题为对象,基于留言板数据及自然语言处理技术,提出城市治理问题空间识别方法,利用空间自相关和负二项回归分析,探究治理问题空间特征及影响因素。研究发现：(1)治理问题热点区集中于开发区及新旧城区交界,冷点区集中于老城核心地带;(2)社会交互因素上,老年群体在线上治理中存在“失语”现象,高学历群体更重视多元包容类问题表达;(3)地理因素上,人口密度增加并不必然导致城市治理问题增加,为高密度城市实现高质量治理提供依据。     

Going Against the Grain: Why Do Canada and the United States Market Wheat So Differently?

At the turn of the twentieth century, private grain exchanges settled the daily prices for North American wheat. By the end of the Second World War, the Canadian and US governments had intervened significantly in these markets. The Canadian government required farmers in its western provinces to deliver their product to the Canadian Wheat Board (CWB), a single-selling-desk agency that, by then, had supplanted private wheat marketing in western Canada. Meanwhile, the United States government subsidized farm incomes with domestic-use taxes and import tariffs, but otherwise preserved private wheat marketing. In this article, I demonstrate that these disparate agricultural policies were broadly defined by immutable economic realities imposed on each country by global wheat-trade patterns and triggered by unprecedentedly severe agricultural crises. That is, amidst the precipitous fall in wheat prices in the early 1930s, each government crafted farm-support policies that reflected its domestic-consumption share of wheat production and the importance of wheat to its overall economy.     

A First Approach to Links between Animals and Life on Board Sailing Vessels (1500–1800)

Long voyages required serious logistics. Onboard meat supplies were analysed from animal remains found in shipwrecks. Here we present a bibliographical synthesis of results obtained from the study of 33 published shipwrecks in order to assess the importance of the presence of animals aboard and to underline questions still unanswered. © 2011 The Author     

故宫太和殿护板灰有机组分的红外光谱及热裂解-气相色谱/质谱分析

为研究太和殿护板灰中所含有机组分,通过傅里叶变换红外光谱(FTIR)及热裂解-气相色谱/质谱联用仪(Py-GC/MS)对太和殿上层护板灰、太和殿上层西南角护板灰进行分析检测。FTIR分析结果表明两个护板灰样品含有碳酸盐及油脂或虫胶漆类有机物,Py-GC/MS分析进一步确定两个样品所含有机物是植物油,且可能是生桐油与十字花科植物油脂的混合物;此外,在两个样品中检测到的雪松醇应该是太和殿所用杉木望板的挥发组分,而太和殿上层护板灰中则可能含有淀粉。研究结果有助于科学还原太和殿古建护板灰的传统制作方法。     

Widows’ Men: The Admiralty Board,Precedent, and Pensions for the Widows of the Lost Franklin Expedition

When the British Admiralty announced in January, 1854 that it intended to strike the names of the officers of Sir John Franklin's missing polar expedition off the active Navy List, it had years of legal precedent to support its right to do so. The Board used such precedent to its advantage in ending a search its members had considered fruitless since 1849, the year the expedition's food would have run out. However, in their treatment of the widows made from that decision, Board members consistently pushed against established practice in order to do what they felt was right: to give the widows as generous a pension as the Treasury would approve, and to do so in defiance of the strict rules of eligibility. In 1844, only months before Franklin and 128 men set forth to discover the Northwest Passage, new eligibility guidelines were set that both limited women's access to pensions, and hampered the Board's ability to grant them. Archival evidence that forms the core of this article shows, however, that compassionate treatment of the expedition's widows was central to all discussions of how the Admiralty might move forward on the Franklin disaster, between promoting officers in absentia in order to augment pensions, to waiving the need for proving the date of death in order for families to collect the explorers’ back pay. As this article argues, the 1854 Admiralty Board had powerfully split loyalties: on the one hand, as the press acknowledged, the Board had a duty to perform on behalf of the public, to avoid wasting the nation's money on frivolous or useless searches for men assumed to be long dead; on the other hand, it felt equally strongly the obligation to support those widows who were the product of such imperial adventuring, even in defiance of its own rules. Through an analysis of legal precedent, Naval Instructions, and private Admiralty Board documents, in the case of the Franklin expedition's widows one can perceive a few naval administrators who tried to keep some of the nation's most vulnerable citizens in view even as they managed the bottom line.
