This paper explores the location strategies of multinational enterprises (MNEs) from emerging countries (EMNEs) in search for regional strategic assets. The analysis is based on a systematic comparison between EMNEs and multinationals from advanced countries (AMNEs) in order to unveil similarities and differences between these two major sources of foreign investment into the regions of the European Union. The empirical results suggest that EMNEs follow a distinctive logic in their location strategies. They are attracted by the availability of technological competences only when their subsidiaries pursue more sophisticated and technology-intensive activities. Russia has tried to use economic incentives and shared historical and cultural legacies to entice post-Soviet states to join its regional integration efforts. The Ukraine crisis exposed the weaknesses of this strategy, forcing Russia to fall back on coercive means to keep Kiev from moving closer to the West. Having realized the limits of its economic and soft power, will Russia now try to coerce post-Soviet states back into its sphere of influence? Fears of such an outcome overestimate Russia’s ability to use coercion and underestimate post-Soviet states capacity to resist. Rather than emerging as a regional bully, Russia is trying to push Eurasian integration forward by becoming a regional security provider. The article relates these efforts to the larger literature on regional integration and security hierarchies – bridging the two bodies of theory by arguing that regional leaders can use the provision of security to promote economic integration. Despite initial signs of success, we believe that the new strategy will ultimately fail. Eurasian integration will continue to stagnate as long as Russia’s economic and soft power remain weak because Russia will be unable to address the economic and social problems that are at the root of the region’s security problems. 相似文献
AbstractRussia’s role in the global economic system today, and the Soviet Union’s in the past, is dominated by the export of natural resources, particularly oil and gas. The rents earned from these exports are both a source of strength and weakness, as they link the fortunes of Russia’s domestic economy to the volatility of global resource markets. This paper returns to a major research project conducted through the offices of the Association of American Geographers that resulted in Soviet Natural Resources in the World Economy, published in 1983. The project was first conceived in the aftermath of the resource crisis in the 1970s and concluded in the early 1980s as the Soviet Union sought to increase resource exports to support a failing domestic economy. This paper examines the origins, evolution, and management of this seminal work and presents a re-reading of the book in a contemporary context. We develop some of the key themes of the original project and conclude that it has contemporary relevance, as a reliance upon the resource sector remains a defining characteristic of Russia’s political economy and continues to shape Russia’s role in the global economy. We find that the regional dimension that was so important in the original project remains critical as Russia seeks to extend the resource frontier into new regions in the Arctic and the East and, at the same time, reduce its reliance on European markets – that are both stagnant and hostile – by developing new markets in Asia. 相似文献
The Narrative Policy Framework (NPF) suggests that narratives can be employed to define and contest policy problems. Yet, few NPF studies have explicitly addressed the narrative portrayal of problem intractability. What role do narratives play in a situation of uncertainty about the causes and solutions of the problem, when strong divergences regarding the values and interests of the policy actors exist? The article anchors the NPF to the literatures on problem definition and implementation to advance two propositions about (a) how differences in the use of narrative elements can be suggestive of the degree of problem (in-)tractability; and (b) whether other elements of tractability, namely the presence of a valid causal theory, are associated with the usage of narrative strategies. I test the propositions by analyzing media commentaries surrounding the implementation of European decisions to tackle a tree-killing epidemic in Italy. The findings suggest that narratives can helpfully illustrate the intractability inherent in the policy debate. However, narratives can also develop independently of factors that the implementation literature understands as conducive to lowering intractability, namely knowledge accumulation. The NPF may represent a promising alternative to understand policy implementation processes. 相似文献
ABSTRACTThe article examines how the European Union has addressed the ‘trade and culture debate’ in its international trade agreements. From a cultural exception approach based on an attempt to detach culture from trade provisions, the European Union economic agreements seem to evolve to a broader and more holistic position aiming to promote cultural exchanges through cooperation, while still safeguarding policy space in cultural matters through its traditional cultural exception. The article provides an overview of the European positions to defend the specificity of the audio-visual services sector at the multilateral (World Trade Organization Agreements), regional and bilateral levels. It also examines how the implementation of the 2005 UNESCO Convention on the Protection and Promotion of the Diversity of Cultural Expressions has led the European Union to negotiate cultural cooperation provisions in parallel to some of its recent bilateral and regional trade agreements and the way this Convention may impact the understanding of the ‘trade and culture debate’. 相似文献
This article is about the Anglo-Franco-Soviet negotiations in 1939 for an alliance against Nazi Germany and about how the British government later tried to represent those negotiations to public opinion. The first part of the essay presents the Soviet point of view on the negotiations and how the British and French governments, though mainly the British, reacted to Soviet alliance proposals. It is a fresh representation of the Soviet perspective from published and unpublished Russian language sources.
The second part of the essay focuses on how the British sought to represent the abortive negotiations through a white paper, placing the blame for failure on the Soviet Union. France opposed publication because, however carefully prepared, the white paper showed that the Soviet side had made serious alliance proposals with precise, reciprocal undertakings which the British government was reticent to entertain. The French were all the more annoyed because the white paper omitted to underline that they had been more receptive to Soviet proposals.
The trilingual, multi-archival evidence presented in the first part of the essay effectively supports the French perception of the white paper and more generally of the failed tripartite negotiations. 相似文献
The importance of inter‐regional co‐operation and innovation are widely accepted in the development rhetoric of the European Union. The highlighted importance of both themes in the context of borderlands has recently led to the coining of a new concept, cross‐border regional innovation system. However, little attention has been given to the empirical analysis of the concept. This paper suggests a framework for empirically validating the concept by examining the levels of integration between cross‐border regions. The outcome is a proposed framework that can be operationalised by measurable indicators of cross‐border co‐operation in a regional innovation system setting. The diary of Johanna Louisa ‘Josie’ Underwood (1840–1923), the daughter of Kentucky lawyer, politician and plantation owner Warner Underwood, portrays what happened to many elite households in Kentucky during the American Civil War (1861–1865), especially with its depiction of food as a scarce, and thus increasingly valuable, resource. Spanning the first two years of the conflict, Josie’s diary is essentially a war narrative written by a well-educated, articulate, outspoken, Unionist woman from a slave-owning family who was barely out of her teens when the fighting began. As she reveals through her entries, her state and in particular her hometown of Bowling Green, was a ‘hotbed of political and military action’, and at the centre of this ‘hotbed’ of activity was food. Often historians think about wartime hunger as a function of the later years of the war, but as Josie’s diary elucidates, food scarcity was an immediate and constant issue. Consequently, food became an important commodity in the borderlands during the war, especially in occupied cities like Bowling Green, where it was a vital, yet elusive, military and civilian resource which, when accessed and controlled, functioned as social currency and a political symbol of power, especially for women. 相似文献
