The Uses of Neoliberalism

Abstract: The term “neoliberalism” has come to be used in a wide variety of partly overlapping and partly contradictory ways. This essay seeks to clarify some of the analytical and political work that the term does in its different usages. It then goes on to suggest that making an analytical distinction between neoliberal “arts of government” and the class‐based ideological “project” of neoliberalism can allow us to identify some surprising (and perhaps hopeful) new forms of politics that illustrate how fundamentally polyvalent neoliberal mechanisms of government can be. A range of empirical examples are discussed, mostly coming from my recent work on social policy and anti‐poverty politics in southern Africa.     

Strontium isotope analysis in ancient glass from South Asia using portable laser ablation sampling

In order to carry out strontium (Sr) isotope analysis, glass artefacts from South Asia were sampled with portable laser ablation (pLA), a relatively novel sampling technique that leaves damage invisible to the naked eye. Subsequently, thermal ionization mass spectrometry (TIMS) was used to obtain Sr isotope ratios after sample dissolution and separation. In this study, the goal was twofold: to determine whether the measurements of Sr isotope ratios were impacted by using a portable laser as a sample tool; and to assess the pertinence of using Sr isotope ratios to provenance Indian glass. Despite a deterioration in the precision of the measurement of the Sr isotope ratios for artefacts sampled with pLA compared with the traditional sampling method, the Sr isotope ratios of certain Indian glass are so different that this does not affect their separation but a comparison of data sets obtained using standard methods and pLA might be challenging.     

The religious self-alteration of Shem Irofa'alu during the anti-colonial Maasina Rule in Solomon Islands (1944–1953)

This essay explores the post-World War Two anti-colonial Maasina Rule in north Malaita, Solomon Islands, to show how a church leader Shem Irofa'alu decided to establish a religious movement independent of the state and the traditional evangelical church. Irofa'alu's movement indexes an important moment of culture change towards increasing enthusiasm for the often-overlooked Christianity-based forms of sovereignty in the region. It highlights that Maasina Rule was not only a powerful rupture in social processes, but also sharpened the growing division between state and church. Irofa'alu's role in Maasina Rule shows that his influence peaked between 1948 and 1950 and then went into rapid decline. This change in fortune coincided with a critical turning point in the colonial government's attempts to end the movement through appeasement. No longer the head of the evangelical church in Malu'u sub-district and frustrated about the mother church's governance, Irofa'alu retreated to his home area and set about establishing a new church, Boboa (‘Foundation’), his first attempt at organizing a self-governing assembly before introducing Jehovah's Witnesses in north Malaita. In later years, Irofa'alu became a prophet-exemplar for new generations of religious leaders trying to establish Malaitan sovereignties based on their own power to move the truth of prophecies away from foreign state and church organizations.     

Caddoan Area archaeology since 1990

This paper summarizes recent archaeological research efforts, and changing perspectives, about the native history of the Caddo peoples who lived in the Caddoan Archaeological Area, which centers on the Great Bend of the Red River in Oklahoma, Texas, Arkansas, and Louisiana. Of particular focus are the origins and early developments of the Caddoan tradition, regional diversity, subsistence changes and agricultural intensification, sociopolitical dynamics, and Caddoan-European interaction.     

Where Are the Coast-Watchers’ Bones?

In October 1942, five British civilians and 17 New Zealand coast-watchers were executed by Japanese military forces, at Tarawa, Gilbert Islands (Kiribati), in the central Pacific. The bodies were buried in a mass grave, the location of which became obscured when the Japanese constructed military fortifications. A battle was fought at Tarawa in November 1943 whereby the US Marines defeated the Japanese defenders and took control of the island. In the battle more than six thousand men died and their bodies were buried in hastily prepared and often unmarked graves. Since the end of the war the remains of hundreds of Americans and some Japanese have been located and recovered from Tarawa but nothing among the remains has been identified as belonging to the 22 British subjects. A problem in locating the grave of the British has been a lack of any record of its position. In this paper the authors consider the documentary evidence including an important map and a report on the first attempt, using local knowledge, to locate the grave. The specific area of the grave is identified, the date of the executions is confirmed and the reasons behind the order to execute are discussed.     

Refining Woodland Period Chronology and Interactions in Northeastern Missouri: Contributions from the Avenue of the Saints Project

The recently completed Avenue of Saints (AOS) highway project in the Mississippi Valley of northeastern Missouri resulted in the documentation of Woodland period sites ranging from approximately 200 cal BC to AD 1200. This article updates the existing Woodland chronology for this locality based on new information collected during the project. Data pertaining to Early, Middle, and Late Woodland sites are presented. The approximately 1,400-year occupation span provided researchers an opportunity to view diachronic trends in tool manufacture, subsistence economy, and landscape use. Based on regional comparisons of ceramic and lithic technologies and vessel decoration, the Woodland sequence in northeastern Missouri was influenced by population movements originating from east of the Mississippi River and from southern sources in the Salt River valley.     

Appeasing the Spirits Along the ‘Highway of Horror’: Civic Life in Wartime Republic of Vietnam

During the Easter Offensive hundreds of Republic of Vietnam soldiers and civilians were killed while fleeing Qu?ng Tr? city along Highway One, earning this stretch of the road the name ‘the Highway of Horrors’ [??i L? Kinh Hoàng]. This article examines this understudied event and the efforts of ordinary people, particularly the staff of the daily newspaper Sóng Th?n, to collect and bury the corpses left on the highway. In focusing on this humanitarian endeavour, it highlights the spiritual consequences of mass death, people’s agency in countering the violence of the Vietnam War, and the dynamism of South Vietnam’s civil society.     

Single female tenants in South Delhi – gender,class and morality in a globalizing city

Based on ethnographic data gathered over 12 months of fieldwork with unmarried women living alone or in flat-shares in different middle class South Delhi localities, this article traces the way shifting gendered norms – often epitomized by growing numbers of single women households – are negotiated within class specific and highly localized contexts of the residential neighborhood. Despite growing economic opportunities for middle class and elite women, cultural anxieties surrounding the notion of ‘delayed’ marriage and women living outside of the familial or marital home persist and obstruct attempts at establishing independent households. Single women experience difficulties finding apartments to rent; have to contend with hostile intrusions from neighbors; or feel obliged to self-monitor their behavior within their neighborhoods. As South Delhi’s liberalised urban landscape has become home to an increasingly globalized, consumerist middle class, disciplinary measures such as curfews, regulations over houseguests and increased surveillance simultaneously indicate a middle class recalibrating its gendered social coordinates by proving its commitment to values of female propriety. While popular discourses draw juxtaposed imaginaries of the ‘modern’ and the ‘traditional’ in their depictions of increasing individualism and a loosening of ‘traditional’ role expectations, this article demonstrates the need to consider the different structural conditions and local inflections in which struggles over women’s agency take place. Looking beyond the supposedly universalizing forces of globalized consumer modernity, the residential neighborhood hereby provides a view into the lived experiences of – at times incongruous – mechanisms at play in societies undergoing social change.
