The Balkans at the end of the nineteenth century was in flux. The Eastern Crisis, the Treaty of San Stefano and the Congress of Berlin had established a new political geography in the region that was fated not to hold for long. Here were intertwined the interests of the Great Powers and the newly established Balkan states. The Ottoman Empire which had controlled the region for centuries was in terminal decline. The newly established states supported by the Great Powers very quickly established expansionist policies cloaked in the guise of ‘liberation’ for the remaining Balkan lands from the Ottoman Empire. The question of the Albanian population of the region was largely ignored in European diplomacy. Serbia became fixated on expansion towards the Adriatic and the occupation of Albanian lands. After tracing the historical context of Serbian expansionism and its codification in Na?ertanije, this article makes full use of (chiefly Serbian) diplomatic sources in order to survey the practical implementation of this policy especially with regard to the Albanian population of the Ottoman territories in Europe in the decade before 1912. 相似文献

An American geographer with extensive field and research experience in Southeast Europe examines the implications of "enlargement fatigue" for Southeast European states aspiring to EU accession. He argues that progress toward EU enlargement into Southeast Europe and further integration through the EU Constitution is no longer restricted to internal (intra-EU) dynamics of widening and deepening, but rather must be complemented by an "external dynamic" involving a coherent EU foreign policy. This "external dynamic" would focus on promoting peace and stability on EU borders and quelling the external factors contributing to popular dissent within EU against expansion and integration. Towards the end of the century, Serbia will face a dramatic increase in annual temperature between 2°C and 6°C and decrease in annual accumulated precipitation up to 12%. Recent 2014 floods in Serbia, with more than 30 victims, and more than 30,000 displaced people, with overall damage close to €1.5 billion, reflected those trends and the likely risks that region will face due the changing climate. Those risks may influence the development process at the local level. This paper assesses the existing priority measures in local sustainable development strategies and re-interprets their characteristics using a methodological framework for the definition of adaptation measures. It offers a new understanding of the ongoing local sustainable development approach in the potentially most vulnerable municipalities in Serbia. The study focused on following properties of developmental measures: cost-effectiveness, structural characteristics, target realm, spatial determination, time frame, climate responsiveness, and sector and budget allocation of development measures at the local level. The results of the analysis suggest that the initiation of adaptation planning should consider the improvement of the methodological framework – the introduction of inter-sectoral and cross-sectoral planning practice, cost–benefit analysis, the involvement of individual actors in planning and dynamic planning approaches. 相似文献

This paper examines the issue of traditionally underdeveloped areas of Serbia, with special emphasis on development trends of the south, south-east and south-west areas of Central Serbia. The observed area is represented through a continuous time and space zone which includes rural, hilly-mountainous, border areas and the contact zone with the AP Kosovo and Metohija, including 22 municipalities, the majority of which belong to the so-called traditionally underdeveloped municipalities, that is, those that have had this status for a few decades. For the purpose of monitoring development trends, the indicators of the settlement structure, demographic and socio-economic characteristics and the level of development of the observed municipalities were used. Then, an evaluation and comparison to the national average were carried out. The presented results show a deviation and significant lagging behind of almost all parameters for the analysed municipalities in the period since 2002 until the present day, which indicates that the several-decade-long gap is still being intensified. A cluster analysis was performed for the typology of observed municipalities in order to determine the level of undevelopment and socio-economic marginalization. 相似文献

ABSTRACTThe French-born, nineteenth-century commercial cartographer, Constant Desjardins (1787?1876) remains a rather obscure figure, despite a productive career of more than four decades and his creation of a precociously designed atlas of Europe. Desjardins was a typical mapmaker of his age in his interest in thematic mapping, his use of the new technology of lithography, and his publication of materials primarily for the growing educational systems of Europe. Yet he was unusual in the increasingly nationalistic era of nineteenth-century Europe in that he produced multilingual as well as monolingual maps. He also crossed many state borders, working in France, Bavaria, Austria, Hungary and Serbia. Indeed, this cosmopolitanism may explain his relative obscurity. 相似文献

In the 1990s, numerous religious monuments were destroyed in former Yugoslavia. National heritage formed one of the main targets of ethnic cleansing, literally removing the symbolic markers of ethnic groups. Responding to this destructive use of heritage, the Council of Europe and the European Commission introduced the Regional Programme on Cultural and Natural Heritage in south-east Europe. By means of this programme, they seek to change local perceptions on heritage and instigate debates about uses of the past. The premise is that only by learning from past conflicts will the region be able to continue its path to EU integration. However, progress of the programme is slow. Discussions about the interpretation of the past, let alone of a shared past, are largely avoided. The reconciliatory function of heritage that the two European actors aspire to is still hard to find. By taking Serbia as a case study, this article presents some of the typical difficulties that one can expect to encounter when heritage is used as an instrument for reconciliation in an area where reconciliation is still seen as a challenging and threatening process. 相似文献

This paper investigates electoral outcomes produced by the two‐round majority system in ethnically divided societies. Earlier studies, focused mainly on the Southern American states, have revealed that in ethnically mixed environments, competitors with radical positions on ethnic issues perform particularly well. This paper extends this idea to municipal elections in Serbia, showing how radical majority nationalist parties exhibit particularly strong performances in ethnically mixed municipalities. While this effect is also apparent under proportional representation, we argue that it is much stronger when a two‐round majority vote system is employed. 相似文献

‘Me at the Centre’: perspectives of children with disabilities on community-based services in Serbia
This paper presents results of the research into perspectives of children with disabilities on the space within community-based services in Serbia. The concept of children's agency and participation is considered in the context of inclusion of children with disabilities in the evaluation of services. Using specially developed ‘Me at the Centre’ evaluation method, 20 children aged between 7 and 17 years receiving the home care, day-care centre and respite care services were interviewed in order to understand their perspectives on the services and the ways to improve them from the child perspective. The research results show that children with disabilities can make a significant contribution to the review and enhancement of community services designed for them. 相似文献

After the outbreak of war, public and private institutions in Italy embarked on various propaganda projects without coordination. It was not until Vittorio Emanuele Orlando became prime minister (from 30 October 1917 to 23 June 1919) that the first serious efforts were made to organize propaganda abroad. G. A. Borgese, a contributor to the Corriere della Sera, took an active role in the defense of Italian intervention in the war and was assigned various missions abroad, commissioned by the editor of the newspaper and, after this first experience, by the army and naval authorities, and by Orlando himself. His unpublished report Dello spirito pubblico in Francia, written at the end of his mission to Paris in March and April 1917, describes Italian propaganda efforts in France and French public opinion on Italy and the Italians, making it an important text that reveals both the problematic relations between Italy and France and the mistakes and shortcomings of Italian propaganda. 相似文献

This paper presents the results obtained for red pigments used on ceramics from the Neolithic period, excavated at three Vin?a culture archaeological sites on the territory of present day Serbia. Emphasis was put on cinnabar, a characteristic red pigment, in order to define its possible origin and usage. Several spectroscopic techniques (EDXRF, PIXE, X-ray powder diffraction) were applied to identify the pigments. According to the results presented in this paper, the known record regarding the first cinnabar use in the Balkans can be extended to the end of the sixth millennium BC. 相似文献
